REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
June 18, 1996
The regular meeting of the City Council of West Covina was called to order by Mayor Touhey at 7:35 pm
in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The invocation was given by
Dr. Kundan Peter of West Covina United Methodist Church and the Pledge of Allegiance was led by
Mayor Touhey.

APPROVAL OF MINUTES Correction offered by Councilmember Wong that the motion adopting
Redevelopment Agency Resolutions 492 and 493 should reflect 3-0-1 with
Wong abstaining, not 4-0-1. He also noted that Julie Austin's correct title is
Deputy Executive Director of Foothill Transit, not Assistant Manager.
Motion by Wong and seconded by McFadden to approve the
following sets of minutes, including the corrections noted above to the
regular meeting of June 4, 1996:

Motion carried 3-0.
PRESENTATIONS City Manager Starbird explained the following three financial awards
received by the City and introduced the budget team of Abe Koniarsky,
Margie Tucker, Marie Delgadillo, David Gould, and Basil Panas:
Outstanding Financial Planning Award - C.S.M.F.O.
Distinguished Budget Presentation Award - G.F.O.A.
Excellence in Financial Reporting Award - G.F.O.A.
Mane Delgadillo Mayor Touhey.and City Manager Starbird presented Mane Delgadillo,
Accountant, with a resolution of commendation for nineteen years of ser-
vice and dedication to West Covina. She recently accepted a position with
the City of Perris.
Councilmember Manners arrived at 7:45 pm.
HEARING ZONE CHANGE NO. 648 -
i NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
Applicant: Serge Perussee (Citrus Hills Sports)
Location: 2710 East Garvey Avenue South
City Clerk Berry verified the affidavits of publication and mailing. Mayor
Touhey opened the hearing and the staff report was presented by Planning
Director Collier. Mr. Collier responded to Council questions regarding the
need for the zone change and traffic considerations.

Public Testimony Mayor Touhey opened the public testimony portion of the hearing and asked
In Favor: for comments favoring the zone change.
Serge Bruce Serge Bruce of Serge Perussee, applicant, spoke in favor and
responded to questions regarding hours of operation, open public
skating times, leagues, etc.
• In Opposition: Mayor Touhey asked for comments opposing the zone change and no one
None addressed the City Council. He then closed the public testimony portion of

Council Discussion Councilmember Wong asked about the security requirements and Police
Chief Distelrath and Planning Director Collier responded. Council felt the
ice rink would be a welcomed addition to the City.

HEARING WEST COVINA LANDSCAPE MAINTENANCE DISTRICT NO. 4 -
FY 96/97
Location: East of Lark Ellen, south of Francisquito
City Clerk Berry verified the affidavit of publication. Mayor Touhey
opened the hearing and the staff report was presented by City Engineer
Glover. He noted the proposed rates for 96/97 would decrease 7.5% from
the previous year. The total amount to be assessed is about $761,389.
Public Testimony Mayor Touhey opened the public testimony portion of the hearing and City
Clerk Berry stated that no written protests or objections had been received.
None Mayor Touhey asked for verbal comments or objections and no one
addressed the City Council. He then closed the public testimony portion of

City Clerk Berry verified the affidavit of publication. Mayor Touhey
opened the hearing and the staff report was presented by City Engineer
Glover. Mr. Glover noted that there are no proposed increases to the rates
over last fiscal year. The total amount to be assessed is about $66,088.
Public Testimony Mayor Touhey opened the public testimony portion of the hearing and City
Clerk Berry stated that no written protests or objections had been received.

HEARING WEST COVINA LANDSCAPE MAINTENANCE DISTRICT
NO. 7 - FY 96/97
Councilmember Wong stated that due to conflict of interest laws, he would
abstain from participating in the discussion and vote on this matter. City
Clerk Berry verified the affidavit of publication and Mayor Touhey opened
the hearing. The staff report was presented by City Engineer Glover. Mr.
Glover reported that the rates for FY 96/97 are proposed to remain the same
as for FY 95/96. The total amount to be assessed is about $37,920.
Public Testimony Mayor Touhey opened the public testimony portion of the hearing and City
Clerk Berry stated that no written protests or objections had been received.
None Mayor Touhey asked for verbal comments or objections and no one

AGENDA AND ORAL COMMUNICATIONS
Charles Cook Charles Cook, 404 S. Citrus Street, asked about proposed lights at the
Maverick Field and when would the adjacent property owners be notified.
Staff responded that there would first be a planning and environmental
review before the matter is set for public hearing.
Merwyn Newbold Merwyn Newbold, 2707 Vanderhoof Drive, also asked about lighting
Maverick Field.
James Fonseca James Fonseca, 816 N. Azusa Avenue, thanked Council for having the alley
light fixed. He complained about poor reception on WCCT, Channel 56.

Replacement of Copier in Police Records
Police Copier - Kodak Recommendation is to authorize the Police Department to lease/purchase a
new Kodak EK 2085AF Copier/Duplicator, utilizing the pricing option of
piggy -backing on the state of California contract pricing which satisfies the
City's requirement for competitive bidding. It is also recommended that the
old Kodak 235 F Copier be declared as surplus and used as a trade-in on the
new Copier/Duplicator.

City Manager Starbird elaborated on the staff report.
Azusa Landfill Motion by Manners and seconded by McFadden to concur
with the environmental concerns expressed by the Waste Manage-
ment and Environmental Quality Commission and direct staff to
convey those concerns to West Covina Disposal.
2) ELECTRICAL VEHICLE CORRIDOR COMMUNITIES
PROGRAM GRANT
Electrical Vehicles Program Environmental Services Director Miller elaborated on the staff
report and responded to Council's questions.
Motion by Wong and seconded by McFadden to a) approve a
commitment to appropriate $130,000 from the Air Quality
Improvement Revenues if the grant is approved, and b) waive
further reading of the following resolution and adopt:

REDEVELOPMENT AGENCY Mayor Touhey recessed the City Council meeting at 9:02 pm to
convene the Redevelopment Agency meeting. The City Council
reconvened at 9:14 pm with all members present, except Herfert.

FINANCE DEPARTMENT
FY 96/97 PRELIMINARY BUDGET AND WORK PROGRAM
City Manager Starbird elaborated on the staff report.
FY 96/97 Preliminary Budget Motion by Manners and seconded by Wong to approve the
Chamber of Commerce's budget of $316,000 with the requested
additional $25,000 of Business Improvement Tax to a total budget of
$341,000. Council discussion followed with Mayor Touhey strongly
opposing the additional BIT funding. Motion carried 3-1 with
Touhey voting no.

Motion by Manners and seconded by McFadden to waive
further reading of the resolution and adopt. This motion includes: a)
authorizing an increase in the proposed budget for Fund 118 (BIT)
by $16,245 for the Fourth of July event, and b) approving the Work
program for the City of West Covina and the West Covina
Redevelopment Agency. Motion carried 4-0.

CITY MANAGER 1) BKK LANDFILL LITIGATION EXPENSES
AND FUNDING
City Manager Starbird presented the staff report.
BKK Litigation Expenses Motion by McFadden and seconded by Manners to
approve the appropriation of $411,609 from the BKK
Augmentation Fund (Account No. 114-300) to Litigation
Expenditures Account (Account No. 114-320-2661-6104).
Motion carried 4-0. Councilmember Wong requested a
breakdown of the legal costs vs revenues generated by each
litigation.
2) COMMISSION SELECTION PROCESS
Council reviewed the staff report.
Commission Vacancies Council concurred on readvertising for the upcoming
vacancies on the various commissions and that the Mayor
will appoint a Council subcommittee to conduct the
interviews.
APPROVAL OF DEMANDS Motion by McFadden and seconded by Touhey to approve Demands
totaling $1,516,715.71 as listed on check registers FI 163165
through 163405. Motion carried by roll call vote:

meeting at 9:56 pm. Council to conduct the closed session at this
time that had been scheduled prior to the Council meeting, which
could not be conducted due to lack of a quorum. Motion carried
