SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
June 11, 1996
The special meeting of the West Covina City Council was called to order at 5:45 pm by Mayor Touhey in
the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Touhey, Mayor Pro Tern McFadden, Councilmembers
Herfert, Manners (arrived 6:55 pm), Wong

PUBLIC COMMENT ON AGENDA ITEMS
Mayor Touhey stated that public comments will be heard after
the CIP staff presentation.
1996/97 CAPITAL IMPROVEMENT PROGRAM
City Manager Starbird commenced the evening's discussion with an
overview of the projected balance and interest earnings for the BKK
Augmentation and LRSFPI Funds for FY 96/97. The projected year
end BKK Augmentation Fund is $7,602,590. The estimated interest
earnings for FY 96/97 is $451,244 and the estimated interest
earnings for FY 97/98 is $600,000.
Councilmember Wong asked for a clarification of the priorities given
by the Human Services Commission and staff for the CIP projects.
Human Services Director Salazar responded that the Commission
prioritized on the worthiness of the project. Funding availability was
not part of the Commission's consideration. Councilmember Wong
suggested that the funding availability be included in their deliber-
ations in the future as it might be advantageous for the Commission
to know how much a project would cost.
Mayor Touhey asked about the availability of the hockey rink
revenues. City Controller Panas responded that at the moment the
$35,000 is divided between a deposit trust fund and the Park
Dedication Fee account. City Manager Starbird stated it is a Council
policy issue as to whether to place the funds into a restricted fund
account or not.
City Manager Starbird reminded Council of a second park bond
initiative on the November ballot, which could generate approxi-
mately $400,000 for West Covina. The outcome, however, is
determined by the voters.
PUBLIC COMMENTS ON THE CAPITAL IMPROVEMENT PROGRAM
Royal Brown Royal Brown, 2153 Aroma Drive, suggested improving the upper
Aroma ballfield area without adding parking. He suggested a dog
walk or vollyball courts. He said it's the largest census tract without
a recreational facility.

Robert Duncan Robert Duncan of the Maverick Development Group, 1301 Sandy
Hill Drive, stated he was available to answer questions regarding the
' Maverick field on Citrus Street. .
David Lewis David Lewis, 1306 Parkside Circle, president of South Hills Little
League, thanked Council for their assistance last year. This year the
league would like a complete snack bar with plumbing and
electricity, a flag pole and a batting cage (rather then the requested
two batting cages).
Councilmember Herfert suggested that the City purchase a
portable snack bar for $50,000 and loan it to South Hills Little
League when they need it.
Joe Rosales Joe Rosales, 1246 E. Portner Street, president of West Covina
Express Soccer Club, spoke of the needs of the soccer players.
Steven Caropino Steven Caropino, 2649 Chartinda Street, treasurer of the American
Little League, spoke of the need for enhanced lighting of the old
field and bleachers for the new field.
Mario Aguilar Mario Aguilar, 16233 Glenhope Drive, Valinda, spoke on behalf of
West Covina Jr. All American Football, thanked Council for their
financial support last year and this year would like to have the
bathrooms and the walkways to the bathrooms better lit.
Anna Fuentes Anna Fuentes, 3436 Ardilla Street, Baldwin Park, spoke on behalf
of National Little League and their needs at Del Norte Park.
Juu Monn Juu Monn, 416 N. Broadmoor, also of National Little League,
expounded on Ms. Fuentes' comments.
Mike Jules Mike Jules, 1318 Mariana Street, of South Hills Little League, stated
that they need bathrooms at Hollencrest Middle School and a place
to cook hot food.
Manny Ochoa Manny Ochoa, 2217 Rockway, of West Covina Soccer Club, spoke
of the needs of their organization.
Mayor Touhey thanked the representatives for their comments. City
Manager Starbird suggested that staff review the remaining park
related projects before.Council deliberates on the items.
City Engineer Glover clarified the Willowood School requests of
West Covina Club Soccer total $20,000 rather than the $40,000
shown in the appropriations column.
• Portable Snack Bar Councilmember Herfert recommended that the City purchase a
portable snack bar that could be loaned out by the City. There was
$18,000 earmarked last year and with an additional $30,000 out of
the BKK Augmentation Fund, there would be enough money for
this.
Councilmember Wong suggested that the City might want to
purchase two portable snack bars and more than one sports group
could utilize them.

Mayor Touhey suggested hot dog carts. He noted that there
are four facilities that don't have snack bars.
isCouncilmember Manners arrived at 6:55 pm.
Councilmember Herfert agreed with Mayor Touhey, noting that the
two groups that need a snack bar are here tonight asking for it. He
supported the purchase of one nice snack bar this year.
Action on Snack Bar Motion by Herfert and seconded by Touhey to approve $40,000
additional funding to purchase a portable snack bar immediately.
The funding source would be the BKK Augmentation Fund.
Councilmember Manners stated she would abstain on this item as she
missed most of the discussion. Motion carried 4-0-1 with Manners
abstaining.
Sunset field parking lot Motion by Herfert and seconded by Touhey to appropriate $70,000
from the PDF "C" funds. Motion carried 4-0-1 with Manners
abstaining.
Del Norte park Motion by Herfert and seconded by Wong to appropriate $38,000
from the BKK Augmentation Fund and $7,000 from the PDF "A"
Fund (total amount - $45,000) for Del Norte Park improvements.
Motion carried 5-0.
Cortez Park Motion by Wong and seconded by McFadden to appropriate
$30,000 from Capital Projects for improvements at Cortez Park,
minus the bathroom request. Motion carried 5-0.
Mayor Touhey requested staff to check for public phone availability
at all park facilities.
Cameron Park Motion by Herfert and seconded by Wong to appropriate $20,000
for Cameron Park improvements from the PDF "A" Fund. Motion
carried 5-0.
Orangewood Park Motion by Herfert and seconded by McFadden to appropriate
$70,000 from CBDG funds for Bleacher work and field drainage at
Orangewood Park. Motion carried 5-0.
Willowood School Motion by Wong and seconded by Manners to appropriate $18,000
from the BKK Augmentation Fund for the entire list of requests
submitted by West Covina Club Soccer. (Note: $18,000 included
$1000 towards the purchase of a lawn mower and the soccer club to
provide the other $1000.) Councilmember Herfert and Mayor
• Touhey felt the allocation of funds for items that are not actually
capital improvements sets a bad precedent for the Council. Motion
carried 3-2 with Herfert and Touhey voting no. Councilmember
Manners added the caveat that the purchased items remain in the
City.
Edgewood Middle School Motion by Wong and seconded by Touhey to appropriate $10,000
from Capital Projects for soccer field improvements. Motion carried
5-0.

Maverick Field Motion by Herfert and seconded by Touhey to appropriate $105,000
from Capital Projects for field improvements. Motion carried 5-0.
Heritage Park Motion by Herfert and seconded by McFadden to appropriate
$40,000 from the PFD "F" Funds and $20,000 from Capital
Projects for Heritage Park landscaping. Motion carried 5-0.
Friendship Park Motion by Herfert and seconded by Touhey to appropriate $15,000
from Capital Projects for an exhaust hood for the snack bar at
Friendship Park. Motion carried 5-0.
Friendship Park Motion by Touhey and seconded by Wong to appropriate $10,000
from Capital Projects for upgrading the baseball lighting at
Friendship Park. Motion carried 5-0.
Del Norte tennis courts Motion by Manners and seconded by Wong to appropriate $15,000
from Capital Projects for rehabilitation of the courts. Motion carried
5-0. The matter of the Edgewood Middle School tennis courts will
be brought up at the next school district/city subcommittee meeting.
CDBG Motion by Touhey and seconded by Wong to appropriate the
remaining projects earmarked for CDBG funding totaling $750,000.
Motion carried 5-0.
Aquatic Study Motion by Herfert and seconded by Touhey to appropriate $10,000
Community Gym Study for an aquatic study and $10,000 for a community gym study - both
from the Capital Projects fund. Motion carried 5-0.
CP Motion by Wong and seconded by Touhey to appropriate $10,000
for rehabilitation of the Gingrich Park basketball court; $20,000 for
miscellaneous park improvements; and rehabilitation of various
parks parking lots at $30,000 - all from the Capital Projects fund.
Motion carried 5-0.
Edgewood parking lot spaces Motion by Wong and seconded by Touhey to appropriate $155,000
to expand the Edgewood Middle School parking lot by 52 spaces
from the Capital Projects fund. Motion carried 4-1 with Herfert
voting no.
Cortez Park baseball field Motion by Herfert and seconded by Wong to appropriate $85,000
from Capital Projects to upgrade lighting on the major field, move
the outfield fence and purchase movable bleachers. Motion carried
5-0.
• Recess Mayor Touhey recessed the City Council meeting at 8:28 pm. The
City Council reconvened at 8:42 pm with all members present.
City Manager recapped the actions taken up to this point and the
total amount appropriated. Council continued with the remainder of
the Capital Improvement Program.

Hollencrest Middle School Motion by Herfert and seconded by Touhey to appropriate $12,000
from Capital Projects for the installation of one batting cage.
Motion carried 5-0.
Upper Aroma ballfield area Councilmember McFadden commenced a discussion on developing
the upper Aroma ballfield area. Motion by Herfert and seconded by
McFadden to appropriate $200,000 from the BKK Community
Improvement Fund to begin work on developing that area into a
park. Motion carried 3-2 with Manners and Wong voting no.
Azusa Avenue landscaping Motion by Herfert and seconded by Manners to appropriate
$130,000 from the BKK Community Improvement Fund to install
landscaping on Azusa Avenue between Fairgrove and Aroma.
Motion carried 5-0.
Councilmember Manners requested staff to report back on an
estimated cost for landscaping Azusa Avenue, north of the freeway.
Buildings City Manager Starbird noted that several of the building projects are
earmarked for CDBG funding and that staff could phase the projects
using remaining funds from Capital Projects and the BKK Augmen-
tation Fund, if need be. Motion by Herfert and seconded by
Manners to include a list of recommendations on the remaining
funds in the final CIP. Motion carried 5-0.

Motion by Manners and seconded by Herfert to adjourn the meeting
at 9:16 pm. Motion carried 5-0.
