The special meeting of the West Covina City Council was called to order by Mayor Touhey at 6:10 pm in
the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina.'
ROLL CALL Mayor Touhey, Mayor Pro Tern McFadden (arrived at 6:30 pm),
Councilmembers Herfert, Wong
Absent: Councilmember Manners (excused)

Mayor Touhey commenced the closed session at 6:10 pm to discuss
