SPECIAL JOINT MEETING OF THE
WEST COVINA CITY COUNCIL
WASTE MANAGEMENT/ENVIRONMENTAL QUALITY COMMISSION
PLANNING COMMISSION
May 21, 1996
The special joint meeting of the West Covina City Council, Waste Management/Environmental
Quality Commission and Planning Commission was called to order at 5:53 p.m. in the Council
Chambers, 1444 West Garvey Avenue, West Covina, California.

PUBLIC COMMENTS ON ITEMS ON THE AGENDA
Jean Arneson Jean Arneson, West Covina resident, asked what the North side
of the landfill would look like upon completion of the .
landscaping. In addition, she asked if there is a foolproof
assurance of no flooding on the south side of the landfill.
City Manager Starbird suggested that the Council allow staff to make the presentations and
entertain all questions and comments after.
I. BKK CLOSURE PLAN STATUS
City Manager Starbird City Manager Starbird commenced the presentation by
stating the purpose and objectives of the meeting. He
continued with an overview of the elements of the MOU
Litigation Settlement and the Business License Tax
Litigation Settlement.
Councilmember Herfert Councilmember Herfert explained to the audience the
reason for the settlement agreement, noting that there
were risks involved for the City, and that the City could
enhance the visible sight of the landfill by having other
matters brought into the settlement.
City Engineer City Engineer Patrick Glover reviewed the Engineering
issues of the closure. Using a flow chart, Mr. Glover
discussed the judgment, the agreement, the Class III
Closure/Post Closure Plan, and the Class I Post Closure
Plan. He outlined the processes to be followed in order to
achieve the September 15, 1996 closure date.
Env. Services Director Environmental Services Director Mike Miller clarified the
environmental issues surrounding the closure.

I. BKK CLOSURE PLAN STATUS - continued
Planning Director Planning Director Jeff Collier presented the landscape
plans for the Class III area, which includes providing
slope stability and erosion control, balancing the moisture
' under the clay cap, maintaining environmental controls
and maintaining the integrity of the containment structure.
Following a lengthy resident dialogue of the Class I
landscaping possibilities, City Manager Starbird assured
that staff has made a great effort to be responsible to the
concerns of the residents and asked they reserve some
judgment about the plan until the City is in receipt of
BKK's proposal for the Class I.
Council Comment Councilmember Herfert encouraged the residents to
continue to share their concerns with the Council and
staff, as this is the best way to get things done for the
betterment of the City.
ADJOURNMENT Motion by Herfert, seconded by McFadden to adjourn the
meeting at 7:30 p.m. Motion carried 4-0.
