04-02-1996 - Special Meeting - MinutesMINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL April 2, 1996 The special meeting of the West Covina City Council was called to order by Mayor Pro Tem Touhey at 5:40 pm in the City Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Pro Tern Touhey, Councilmembers Manners, McFadden, Wong. Mayor Herfert arrived at 6:05 pm. Others Present: Starbird, Lennard, Samaniego, Miller, Wylie, Koniarsky, Dixon, Distelrath, Hampel PUBLIC COMMENT ON AGENDA ITEMS Katherine Castucci, 430 S. Pima Avenue, asked for a clarification regarding BKK's financial assurances to West Covina should BKK's Elsmere Canyon project not come to fruition. City Manager Starbird responded that the Council and staff are aware of the project'and will take proper steps to ensure the City's position. Mayor Herfert arrived at 6:05 pm. RDA Closed Session Mayor Herfert recessed the City Council meeting at 6:10 pm to consider the Redevelopment Agency closed session matter. At 6:25 pm the special meeting of the Redevelopment Agency was adjourned and Mayor Herfert reconvened the City Council's closed session. CLOSED SESSION Mayor Herfert commenced the City Council's closed session at 6:25 pm for the following discussions: CONFERENCE WITH LEGAL COUNSEL: EXISTING LITIGATION Pursuant to Government Code Section 54956.9(a): City of West Covina vs BKK (Business License Tax) City of West Covina vs BKK (LEA/Notice and Order) Recess Mayor Herfert recessed the closed session at 7:23 pm to conduct. the regularly scheduled Council meeting in the Council Cham- bers. The City Council reconvened the closed session at the con- clusion of the regular meeting which recessed at 9:20 pm to finish the closed session. All members of the Council were present, as were staff members: Starbird, Wylie, Ure, Distelrath, Greene.
