REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
March 5, 1996
• The regular meeting of the West Covina City Council was called to order
by Acting,Mayor McFadden at 7:35 pm in the City Hall Council Chambers,
1444 W. Garvey Avenue, West Covina. The invocation was given by Rev.
Eleanor Lea of Community Presbyterian Church and the Pledge of Alleg-
iance was led by Acting Mayor McFadden.
ROLL CALL Acting Mayor McFadden, Councilmembers Manners,

Absent: Mayor Herfert (excused), Mayor Pro Tem Touhey

APPROVAL OF MINUTES Motion by Manners and seconded by Wong to
approve the minutes of the regular meeting of
February 20, 1996, with a correction on page 7
and a correction on page 11. Motion carried
3-0.
PROCLAMATION Acting Mayor McFadden proclaimed March 9, 1996
as ARBOR DAY and presented the proclamation to
Tina Daniels and Francis Andreozzi. Ms.
Andreozzi announced the Arbor Day celebration
will be held on the 9th of March at Orangewood
Park at 11:00 am and everyone is welcomed to
attend the ceremonies.

Water Plans
Acting Mayor McFadden stated that the City is
required to update the Urban Water Management
Plan and the Water Shortage Contingency Plan
every five years.
City Clerk Berry verified the affidavit
of publication and the staff report was pre-
sented by City Engineer Glover.
Public Testimony
Acting Mayor McFadden opened the public
testimony portion of the hearing and City
Clerk Berry stated that no written communi-
cations had been received. Mr. McFadden

asked for public comments and no one addressed

Dave Ferguson Dave Ferguson of Safran & Associates stated
that he was available to answer any questions
in relation to Redevelopment Agency Agenda
Item No. I regarding the Lark Ellen Towers
project.
Katherine Castucci Katherine Castucci, 430.5. Pima, commented on
Item I-1 regarding staffing at the Police De-
partment. She spoke highly of the Department
and its effectiveness within the community.
She was concerned about the lack of monetary
incentives for mid -managers in the department.
Royal Brown Royal Brown, 2153 Aroma Drive, commented on
Item H-1 regarding the proposed County ballot
measure re parks. He suggested the City
Council take no position on the matter and let
the voters decide the issue at the ballot box.
Iris Delameter Iris Delameter, 1212 W. Eckerman, addressed
RDA Item No. 1 regarding the Lark Ellen Towers
project. She asked several questions regar-
ding the Exclusive Negotiation Agreement with
Thomas Safran & Associates and the terms con-
tained therein.
Walt Hauser Walt Hauser, president of the West Covina
Police Association, addressed the staffing
levels of the Police Department for the last
ten years in conjunction with the number of
calls for service (Item I-1).

claim for property damage and personal

a claim for personal injuries amounting to
$10,000.

MISCELLANEOUS - CODE ENFORCEMENT
Code Enforcement Annual Report
Recommendation is to receive and file the
informational report.
MISCELLANEOUS - POLICE DEPARTMENT
Police Department Exercise Equipment Upgrade
Recommendation is to authorize the Police
Department to purchase Cybex fitness equipment
for a total price not to exceed $28,000.00,
including sales tax, from approved Drug En-
forcement Rebate funds.
AWARD OF BID
Surplus and Replacement of Three Police
Vehicles
Ed Butts Ford Recommendation is to:
a) Find that State Bid No. 1-96-23-14-01 is
at least as stringent as that used by the
City. The state bid satisfies the formal, bid
process per WCMC § 2-333, and justifies the
waiver of the formal bid process (WCMC § 2-
330) .
b) Authorize staff to purchase three Ford
Crown Victoria Police Interceptor vehicles
from Ed Butts Ford for $59,470.95 (plus tax
and transfer fees), which is below the state
bid price.

REDEVELOPMENT AGENCY Acting Mayor McFadden recessed the City
Council meeting at 8:05 pm to convene the
Redevelopment Agency. The City Council re-
convened at 8:38 pm with Touhey and Herfert
absent.

HUMAN SERVICES PROPOSED LOS ANGELES COUNTY PARR, BEACH AND
RECREATION ACT OF 1996
City Manager Starbird elaborated on the staff
report.
County Parks Act of 1966 Council indicated displeasure with the
• County's attempt to seek funding in the manner
proposed. Ostensibly this Act would benefit
West Covina, but the actual benefit to the
City is questionable. Council discussed the
results of the last, similar proposal, which
was approved by the voters. Over five million
dollars was approved and the majority went to
the Santa Monica Conservancy with very little
to the City of West Covina. Council concurred
that the best course of action would be to not
adopt the proposed resolution and let the
voters decide November, 1996.
Motion by Wong and seconded by McFadden
to receive and file the report. Motion
carried 3-0.
PUBLIC SAFETY SERVICES 1) COUNCIL REQUEST FOR INFORMATION ON POLICE
DEPARTMENT STAFFING
PD Staffing levels Police Chief Distelrath presented the
staff report with overheads depicting
crime statistics, staffing levels for the
various community outreach programs and
crime responses.
Councilmember Manners asked about AB
638, proposed legislation to relax regu-
lations for obtaining gun permits. Chief
Distelrath stated his opposition to AB
638 and that the California Police Chiefs
Association constantly opposes this type
of legislation. Ms. Manners suggested AB
638 be agendized for the next meeting to
enable Council to take a position.
Councilmember Wong noted that the
report reflects the fine work being
accomplished by the mid -managers and
officers of the Department, and Council
is remiss in not rewarding them.
Motion by Manners and seconded by
McFadden to receive and file the report.
Motion carried 3-0.
2) POLICE DEPARTMENT COMPUTER NETWORK UPDATE
Council reviewed the staff report.
PD Computer Upgrade Motion by Manners and seconded by
Wong to authorize the Police Department
to purchase Dell computers for a total
price, not to exceed $212,000.00, in-
cluding sales tax, from approved Drug
Enforcement Rebate funds. Motion carried
3-0.

ORAL COMMUNICATIONS Iris Delameter, 1212 W. Eckerman, expounded on
Police Chief Distelrath's comments regarding
the need to involve citizens more in crime
prevention, specifically where children are
involved. Parenting youngsters is extremely
important in combating gang -related crimes.
Ms. Delameter asked about referrals for
parents, especially single parents, when they
call for help in dealing with their children.
Emma Fischbeck, 1137 Auburn, reported that
Lark Ellen's husband was buried somewhere near
the Lark Ellen Towers site.
Royal Brown, 2153 Aroma Drive, commended the
Police Department in their handling of a major
youth problem in his area. He also felt the
Boys and Girls Club of San Gabriel did a fine
job in removing graffiti at his condo. complex.
He also noted that Assemblyman Miller and
Police Chief Distelrath were conducting a
forum on neighborhood crime in the Council
Chambers on March 7, 1996 at 7:00 pm.
Andy Ramirez, 154 Roberto Avenue, submitted
copies of SCA 31, a bill in which he helped
author. SCA 31 would impose limitations and
regulations on the state legislature.

COUNCILMEMBERS' REPORTS Councilmember Wong commented on citizen par-
ticipation within the community.
Councilmember Manners requested AB 638 be
placed on the next Council agenda.
Acting Mayor McFadden reported on Bobbie Sox
League Opening Day. He also noted that the
League of Women Voters was conducting candi-
date forums for the Citrus Municipal Court
judges.
ADJOURNMENT Motion by Manners and seconded by Wong to
adjourn the meeting at 9:31 pm. Motion
carried 3-0.
