PUBLIC COMMENT ON ITEMS ON THE AGENDA
Royal Brown, 2153 Aroma Drive, noted the high
traffic congestion at the Azusa/Amar intersec-
tion and suggested an alternate east/west
route be devised through the BKK property once
the landfill is closed.
TRANSPORTATION PLANNING ISSUES
Planning Director Collier stated that traffic
flow and congestion will increase as new pro-
jects are developed in West Covina. The
City's General Plan currently guides the City
in decisions involving traffic management,
although the circulation element needs some
updating. The City must also take into con-
sideration requirements set forth by the
California Environmental Quality Act (CEQA)
and Congestion Management Plan (CMP). The
three focus areas of the evening's discussion
revolved around the Azusa corridor, the
Central Business District, and the Eastland
shopping center. Of particular note were the
projected reduced Levels Of Service '(LOS -
denotes traffic flow, volume and density of
vehicles) for the three areas, once antici-
pated projects have been constructed.
Transportation Planner, Heather Hills, ex-
plained the Commute Management Program and how
debits and credits are assigned to the City by
way of building permits issued and mitigating
traffic congestion strategies. She noted that
several strategies, such as restriping lanes
(from two lanes to three) yield a high number
of credits at a relatively low cost to the
City. Other strategies, although easy to
implement, do not yield many credits, such as
increasing the shuttle program. There are
some strategies that may not be met favorably
by the community. Several strategies included

incorporating mass transit concepts. The
number of credits assigned.to West Covina at
the present time is 9,515.
Mayor Herfert arrived at 8:.00 pm.
Roger Chapin of Foothill Transit discussed
conceptual plans and ideas to enhance public
transportation, utilizing West Covina as a
major transit center in the East San Gabriel
Valley. Eastland Shopping Center and the
Wickes site in the CBD have been looked at
seriously by Foothill Transit as possible
sites for either a timed transfer station
and/or permanent park and ride facility.
Planning Director Collier noted the challenge
.facing the City is how to accommodate new
growth, comply with state regulations, and
protect the quality of life currently enjoyed
by the citizens and businesses of West Covina.
He asked for comments on each of the three
areas.
Azusa Corridor
It was suggested that it would be timely to
restripe Nogales Street, as it is scheduled to
be resurfaced in the near future.
Councilmember McFadden left at 8:20 pm.
CBD
Comments favored considering a timed transfer
center at the Wickes site, adjacent to The
Lakes and the soon to be constructed Edwards
Theater complex.
Eastland
Comments favored the Eastland Center as a
location for a timed transfer station. Mr.
Chapin displayed a conceptual drawing of a
transfer station on the east end of the East-
land center.
Councilmember Manners left at 8:50 pm.

Mr. Collier asked Council and the Commission
if there were other areas of traffic manage-
ment that they desired City staff to look at.
Mayor Herfert suggested east/west traffic
signal synchronization.
Mayor Hefert adjourned the joint meeting at
9:05 pm.
