REGULAR MEETING OF THE
WEST COVINA CITY.COUNCIL
January 16, 1996
• The regular meeting of the West Covina City Council was called to order
by Mayor Herfert'at 7:37 pm in the City Hall Council Chambers, 1444 W.
Garvey Avenue, West Covina. The invocation was given by Rabbi Moshe M.
Halfon from Temple Ami-Shalom and the Pledge of Allegiance was led by
Mayor Herfert.
ROLL CALL Mayor Herfert, Mayor Pro Tem Touhey, Council -
members Manners, McFadden, Wong
Others Present: Wylie, Salazar, Munoz, Miller, Samaniego,
Keating, Greene, Patton, Bonaparte, Mayer,
Buchanan, Paul, Meyer, Anello, Dove, Gardner,
Vickers, Yoshizaki, Heieck, Berry
APPROVAL OF MINUTES Motion by Wong and seconded by. Touhey to
approve the minutes of the regular meeting of
January 2, 1996. Motion carried 4-0-1 with
Manners abstaining (absent from 1/2 meeting).
PROCLAMATIONS Mayor Herfert presented WEST COVINA'S 73rd
BIRTHDAY proclamation to Fran Andreozzi of
West Covina Beautiful.
Mayor Herfert presented a RADIO AMATEUR
OPERATIONS commendation to Larry Frank, Chief
Communications Officer, who in turn introduced
several members of the group.
HEARING. TIME EXTENSION - INTERIM URGENCY ORDINANCE NO.
1961 (HORSE REGULATIONS)
Mayor Herfert explained that the proposed
ordinance would extend interim ordinance due
to expire on January 19, 1996, to December 4,
1996. Assistant City Attorney Munoz stated
that the ordinance required a 4/5 vote for
adoption.

and a brief staff report was given by Assis-
tant City Manager Wylie.
Public Testimony
Mayor Herfert opened the public testimony
portion of the hearing and asked for comments
favoring the proposed ordinance. No one
addressed Council. He then asked for comments
opposing it and no one addressed Council.

Council comments
Mayor Pro Tem Touhey stated that he would not
support the ordinance as he felt it reduced
property owner rights. Assistant City Attor-
ney Munoz stated that the ordinance did not
reduce property owner rights.

Councilmember Manners stated that the property
in question was surrounded by properties not
zoned for horses and the additional time was
necessary to study the issue properly. Mayor
Herfert concurred with Ms. Manners' comments.

Motion by Manners and seconded by Herfert
to waive further reading of the ordinance and
adopt. Motion carried by roll call vote:

Management Association, requested Council's
support in recognizing its formation as a
bargaining unit (Item J-1).

tial/Exempt Association, requested Council's
support in recognizing its formation as a
bargaining unit (Item J-1).
Susan Amaya Susan Amaya, 20630 Gartel Drive, Walnut,
introduced herself as a candidate for the 60th
Assembly District and spoke briefly of her
candidacy.
Aaron Malone Aaron Malone, 7846 Broadmoor, asked Council to
consider placing a referee at the new Planet
Hockey during open play. Mayor Herfert stated
that staff would look into it and contact him.

Extension of Industry Hills Radio Site
Agreement
• Radio Site Agreement - Recommendation is to approve Amendment No. 1 to
City of Industry the City of Industry/City of West Covina Radio
Site Agreement extending it for a period of
five years and authorize the Mayor and City
Clerk to execute the amendment.
Miscellaneous - Public Works
Proposal to Provide Professional Engineering
Services for the Assessment Districts -
Berryman and Henigar
Assessment Districts - Recommendation is to accept the proposal from
Berryman & Henigar Berryman & Henigar for professional services
for the administration of the special dis-
tricts and authorize the Mayor and City Clerk
to execute a consultant agreement for the
designated work to be done for an amount not
to exceed $22,500.
City Treasurer's Report (receive and file)
Report for the month of November, 1995.
Item Removed Councilmember Wong requested Item C-7b (assess-
ment engineering services) be removed from the
Consent Calendar for separate vote. He would
need to abstain, due to conflict of interest
laws.
CONSENT CALENDAR MOTION Motion by Touhey and seconded by Wong to waive
further reading of .the ordinance and adopt,
and to approve all other items except C-7b.

Item C-7b Motion by Manners and seconded by Touhey to
approve the recommendation for professional
assessment, engineering services. Motion
carried 4-0-1 with Wong abstaining (conflict
of interest).

meeting at 8:01 pm to convene the Redevelop-
ment Agency meeting. The .City Council re-
convened at 8:05 pm with all members present.

1995/96 PETITIONS OF FORMAL RECOGNITION - WEST
COVINA MID -MANAGEMENT ASSOCIATION, WEST COVINA
CONFIDENTIAL/EXEMPT ASSOCIATION
Council reviewed the staff report.
Councilmember Wong concurred with
statements made earlier by the President of
the Mid -Management Association in that the
relationship between the Council and the
employees has deteriorated and that it will
hopefully in the future return to its previous
standing of excellence.
Mayor Pro Tem Touhey stated that he has
always opposed labor unions and would not
support this item.
Mayor Herfert noted that the current
economics have necessitated Council in taking
actions that they would not necessarily have
taken under other conditions. While he did
was not happy about the two new associations,
he did appreciate and understand why they were
requesting formal recognition.
Formal recognition Motion by Manners and seconded by Herfert
granted to grant formal recognition to the West Covina
Mid -Management Association and the West Covina
Confidential/Exempt Association. Motion car-
ried 4-1 with Touhey voting no.
GENERAL ADMINISTRATION No reports for this meeting.
APPROVAL OF DEMANDS Motion by Herfert and seconded by Touhey to
approve Demands totaling $950,294.34 as listed
on check registers FI 160032 through 160291.

ORAL COMMUNICATIONS No comments offered.
MAYOR'S REPORTS Mayor Herfert requested that the Sister City
program be agendized for the next Council
meeting.
COUNCILMEMBERS' REPORTS Councilmember McFadden reported on the grand
opening of Planet Hockey, the new hockey rinks
at Orangewood Park.
ADJOURNMENT Motion by Touhey and seconded by Wong to
recess the Council meeting at 8:10 pm to con-
tinue the closed session in the City Manager's
Conference Room that had begun before the
Council meeting. Motion carried 5-0.
