REGULAR MEETING
WEST COVINA CITY COUNCIL
January 2, 1996
The regular meeting of the West Covina City Council was called to order
by Mayor Herfert at 7:37 pm in the City Hall Council Chambers,. 1444 W.
Garvey Avenue, West Covina. The invocation was given by Dane Johnson of
Christ Church of the Valley and the Pledge of Allegiance was led by
Mayor Herfert.

APPROVAL OF MINUTES Motion by Wong and seconded by McFadden to
approve the minutes of the special meeting of
December 5, 1995. Motion carried 4-0.

Motion by Touhey and seconded by McFadden to
approve the minutes of the special meeting of
December 19, 1995, and the regular meeting of
December 19, 1995. Motion carried 3-0-1 with
Wong abstaining (absent 12/19).

Ordinance introduced Recommendation is to introduce the following
ordinance:
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMENDING
SECTION 22-174 OF THE WEST COVINA MUNICIPAL
CODE ADDING THE SOUTH SIDE OF MOBECK STREET
FROM DAWLEY AVENUE TO AVINGTON AVENUE
Miscellaneous - Human services:
West Covina Youth Pony Baseball Agreement
Youth Pony Baseball Recommendation is to approve the Coronado
Ballfields Agreement for the installation and
use of certain improvements to the ballfields
at Coronado High School and authorize the
Mayor and City Clerk to execute the agreement
pending West Covina School District approval.
CONSENT CALENDAR.MOTION Motion by Wong and seconded by McFadden to
waive further reading of the ordinance and
introduce, and to approve all other items
listed on the Consent Calendar. Motion car-

meeting at 7:37 pm to convene the Redevelop-
ment Agency. The City Council reconvened at
7:46 pm with all members present except
Manners (excused).

ADMINISTRATIVE SERVICES - FINANCE DEPARTMENT
Xerox Docutech 90 Copier
1) REPLACEMENT OF THE COPIER FOR THE PRINT
SHOP
Council reviewed the staff report.
Motion by Herfert and seconded by.
McFadden to a) find that the Los Angeles
County's bidding process is at least as
stringent as the process used by the
City, and the County Bid No. 010580107
satisfies the formal bid process per WCMC
§ 2-333, and justifies the waiver of the
formal bid .process (WCMC S 2-330) for
purchase of the Xerox Docutech 90 at the
County bid price furnished by Xerox, b)
approve the. lease -purchase of the fully
networked Docutech 90 and allow the

Finance Director to negotiate a contract
with Xerox for the lease -purchase under a
government contract with Xerox, and c)
declare the City's Xerox 9900 surplus and
approve its use as trade-in applied
toward the lease -purchase of a new Docu-
tech 90. Motion carried 4-0..
2) REPLACEMENT OF PRESS FOR THE PRINT SHOP
AB Dick Press Council reviewed the staff report.
Motion by Touhey and seconded by
McFadden to a) find that the Corona -Norco
Unified School District's bidding process
is at least as stringent as the process
used by the City, and the District Bid
No. 1995/96-01 satisfies the formal bid
process per WCMC § 2-333, and justifies
the waiver of the formal bid process
(WCMC § 2-330) for purchase of an AB Dick
9810XCS at the District's bid price
furnished by AB Dick, b) approve the
purchase of the AB Dick 9810XCS and allow
the Finance Director to issue a purchase
order, and c) declare the City's AB Dick
375 and Multigraphics 1218 off -set
presses surplus and approve sending the
equipment to public auction. Motion
carried 4-0.

APPROVAL OF DEMANDS Motion by Herfert and seconded by Touhey to
approve Demands totaling $976,022.77 as listed
on check registers FI 159765 through 160031.

Recess Mayor Herfert recessed the City Council
meeting at 7:49 pm to return to the Redevelop-
ment Agency Agenda. Council reconvened at
8:05 pm with all members except Manners.
City Manager Starbird requested Council's
concurrence on scheduling the following
special meetings:
1/18 7:30 pm with WM/EQ Commission
1/30 6:30 pm with Planning Commission
The dates and times were acceptable to
Council.

ADJOURNMENT Motion by Herfert and seconded by Wong to
adjourn the meeting at 8:14 pm in memory of
Chris McFadden, Councilmember McFadden's
mother, who recently passed away on December
19, 1995. Motion carried 4-0.
