EMERGENCY MEETING
November 3, 1995
• The emergency meeting of the West Covina City Council was called to
order by Mayor Pro Tem Touhey at 10:00 am in the City Manager's Con-
ference Room at City Hall, 1444 W. Garvey Avenue, West.Covina.

UPDATE ON THREAT AGAINST COUNCILMEMBERS
City Attorney Dixon stated that notice of this meeting was provided by
posting (copy attached). She noted that no special notice requests have
been filed and none was given.
The meeting began with the Police Chief describing the threats against
three Councilmembers, the circumstances under which those threats were
made, and the present status of the suspect. The Chief discussed what
crimes, if any, have been committed, what will occur when the suspect is
released and the timing for the mental health evaluation process. It
was determined that the City Attorney should contact the mental hospital
to find out exactly what would occur over the weekend and if there was
a chance for release during that time.
The Councilmembers asked a variety of questions and made several state-
ments regarding the impact of the threats on them.
Councilmember Manners departed at 10:30 am.
The City Manager then discussed the need for a civil restraining order
and the City Attorney described the process to obtain such an order,
including the requirement for 24 hours oral notice. The City Council
authorized the City Attorney to proceed with such an order at such time
as the suspect was able to leave the hospital voluntarily (i.e. the
involuntary commitment ended).
The City Council, Police Chief and City Manager then, discussed the need
for increased security at City Council meetings as well as at the Coun-
cilmembers homes. The Chief and.Manager described the steps taken so
far and the cost of private security. The Chief provided CCW permit
applications but cautioned that the permits took up to 6 weeks to pro-
cess through DOJ for reserve officers, and that he did not know if DOJ
clearance could be obtained immediately. The City Attorney advised the
Council of the Penal Code provisions which allow a person to carry a
concealed weapon in conjunction with a civil restraining order.
The City Manager then outlined the process for keeping the Council
informed over the weekend.
• There were no roll call votes. The action taken was to authorize the
City Attorney to file for a restraining order.
