06-20-1995 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING OF THE WEST COVINA CITY COUNCIL June 20, 1995 The regular meeting of the West Covina City Council was called to order by Mayor Herfert at 7:35 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, California. The invocation was given by Dr. Kundan Peter of West Covina United Methodist Church and the Pledge of Allegiance was led by Mayor Herfert. A special meeting scheduled for 7:30 pm June 20, 1995, was incorporated into the minutes of this regular meeting. ROLL CALL Mayor Herfert, Mayor Pro Tem Touhey, Council - members Manners, McFadden, Wong Others Present: Starbird, Wylie, Orr, Dixon, Salazar, Yoshizaki, Keating, Distelrath, Collier, Miller, Glover, Patton, Greene, Panas, McIsaac, Irwin, Fong, Miyasato, Palkhiwala, Berry Councilmember McFadden welcomed back Council - member Manners, who had taken time off to help her daughter through difficult surgeries. APPROVAL OF MINUTES Councilmember Manners requested that the minutes of the meetings she had missed ref lect her absences as excused. City Clerk to make the corrections as requested. Motion by Manners and seconded by Wong to approve the minutes of the special meeting of May 31, 1995. Motion carried 5-0. Motion by Herfert and seconded by Touhey to approve the minutes of the special meeting of June 1, 1995. Motion carried 4-0-1 with Manners abstaining (absent from meeting). The minutes of the regular meeting of June 6, 1995, were held over until the next regular Council meeting. PRESENTATIONS/PROCLAMATIONS Newly elected Assemblyman Gary Miller presented Certificates of Recognition to Councilmember McFadden (as past Mayor of West Covina), Mayor Herfert and Mayor Pro Tem Touhey (as the new Mayor and Mayor Pro Tem of West Covina). Mayor Herfert proclaimed July 3 - 9, 1995, as ELKS' MUSCULAR DYSTROPHY WEEK and presented the proclamation to John Hughes who related the activities planned by the Elks for that week. Amy Hall and Bobbie Kemp of the Covina Recre- ation Department extended an invitation to the City Council and the citizens of West Covina to participate in a WALK FOR PARKS fund raiser scheduled for Saturday, July 15, 1995. City Manager Starbird noted that a special meeting was noticed for 7:30 pm this evening to given the City Council an opportunity to con- sider a letter received from the South Hills Little League. He suggested Council consider Minutes of June 20, 1995 2 the matter under Written Communications of the Consent Calendar and thereby fold in the special meeting with the regular meeting. Council con- curred. HEARING FIRST SUPPLEMENTAL WEED AND RUBBISH ABATEMENT LIST Weed & Rubbish City Clerk Berry verified the affidavit of Abatement List mailing. Motion by McFadden and seconded by Touhey to receive and file the affidavit. Motion carried 5-0. Mayor Herfert opened the hearing and the staff report was presented by Fire Chief Greene. Public Testimony City Clerk Berry stated that no written protests or comments had been received. Mayor Herfert None asked for verbal protests or comments and no one addressed Council. Mayor Herfert closed the Testimony closed public testimony portion of the hearing. Motion by Manners and seconded by Wong to order the abatement -of weeds and rubbish on those properties described in Resolution No. 9227. Motion carried 5-0. HEARING WEST COVINA AUTO PLAZA BUSINESS IMPROVEMENT DISTRICT WC Auto Plaza BID City Clerk Berry verified the affidavit of pub- lication. Mayor Herfert opened the hearing and the staff report was presented by Redevelopment Manager Yoshizaki. Public Testimony City Clerk Berry stated that no written comments had been received.' Mayor Herfert asked for None verbal comments and no one addressed the City Council. Mayor Herfert closed the public testi- Testimony closed mony portion of the hearing. City Clerk presented: Resolution 9233 RESOLUTION NO. 9233 - A RESOLUTION OF THE confirming annual report CITY COUNCIL OF THE CITY OF WEST COVINA CON- FIRMING THE ANNUAL REPORT FOR THE WEST COVINA AUTO PLAZA BUSINESS IMPROVEMENT DISTRICT AREA FOR FISCAL YEAR 95/96 Motion by Manners and seconded by Wong to waive further reading of the resolution and to adopt. Motion carried 5-0. AGENDA AND ORAL COMMUNICATIONS Linda Siggins Linda Siggins, Library Manager of West Covina Library, addressed Item C-1 (letter from the County Library requesting City support in main- tenance and operational costs) ) . She summarized the activities conducted by the Library since November, 1994. Michael Garofalo Michael Garofalo, 1601 West Covina Parkway, also of the County Library System, addressed Item C-1 as well. Dennis Gumaer Dennis Gumaer of SoCal Theaters, 13 Corporate Plaza, Newport Beach, addressed Item II of the Redevelopment Agency agenda. He stated that his company is interested in proposing a new theater complex in the Vincent/Glendora corridor.
