REGULAR MEETING OF THE
WEST COVINA CITY COUNCIL
April 18, 1995
The regular meeting of the West Covina City Council was called to order
by Mayor McFadden at 7:37 pm in the City Hall Council Chambers, 1444 W.
Garvey Avenue. The invocation was given by Pastor Kelly Dupee of Faith
Community Church and the Pledge of Allegiance was led by Councilmember
Wong.

APPROVAL OF MINUTES Motion by Herfert and seconded by Touhey to
approve the minutes of the special meeting of
April 4, 1995. Motion carried 4-0.
Councilmember Wong stated that he was in
error at the last meeting in correcting a vote
that was indicated on the Human Services Com-
mission.Summary of Actions.
The minutes of the special meeting of April 10,
1995 will be considered at the next regular City
Council meeting.
PROCLAMATIONS Mayor McFadden proclaimed the week of April 17
through 23, 1995 as APRIL POOLS WEEK and pre-
sented the proclamation to Battalion Chief Al
Cheramie and Firefighter Steve Wilch.
Mayor McFadden proclaimed the week of April 23
through 30, 1995 as DAYS OF REMEMBRANCE OF THE
HOLOCAUST.
Mayor McFadden proclaimed the week of May 1
through 7, 1995 as ELKS NATIONAL YOUTH WEEK and
presented the proclamation to Bernie Auld of
West Covina Elks Lodge No. 1996.
HEARINGS No hearings scheduled for this evening.
AGENDA AND ORAL COMMUNICATIONS
Janice Bonneville, 1521 Fairway Knolls, hoped the
majority of three would remain a majority of
three in the upcoming year. She voiced her con-
cerns about closing the landfill and time to
stop being dependent on landfill revenues. She
also reminded Council of the importance of
public safety for the community.

• On March 8, 1995 the City Clerk's Office received
a claim for refund of Business license taxes paid
by BKK between March, 1994 and February 28, 1995
in response to our notice of insufficiency.
Northstar Exterminators vs City of West Covina
On March 29, 1995 the City Clerk's Office
received a claim for a refund amounting to
$70.00.
Herman Lee Evans vs City of West Covina
On February 8, 1995 the City Clerk's Office
received a claim for monetary loss amounting to
$259.75.
Mary C. CvDher vs Citv of West Covina
On January 19, 1995 the City Clerk's office
received a claim for property damage. The
amount of claim had not been determined at time
of presentation.

REDEVELOPMENT AGENCY Mayor McFadden recessed the City Council meeting
at 8:00 pm to convene the Redevelopment Agency.
The City Council reconvened at 8:02 pm with
Manners absent.
HUMAN SERVICES CONTINUATION OF THE BINGO PROGRAM
Council reviewed the staff report.
Bingo equipt. purchase Motion by Herfert and seconded by Touhey to
approve the purchase of the Bingo equipment in
an amount of $5,626.83 from Bingo West. Motion
carried 4-0.

ORAL COMMUNICATIONS Tami Klenck, 609 S. Magnolia, addressed Item C-
9f (WCUSD decision re schools). Councilmember
Touhey responded to her comments.
MAYOR'S REPORTS Motion by Herfert and seconded by Touhey to
• ratify a resolution of commendation for Karan
Johnson, who has been a fine Redevelopment
Project Manager for the City and leaving soon
for Kansas City, Missouri. Motion carried 4-0.
Motion by Wong and seconded by Herfert to re-
appoint Jim Lloyd to the Civic Center Authority
Board, whose term expired January 10, 1995.
Motion carried 4-0.
ERS' REPORTS Councilmember Wong congratulated Mayor McFadden
on his past year as Mayor.
Councilmember Touhey congratulated Mayor
McFadden as well. He also asked that the sub-
ject matter of a Sister City for West Covina be
placed on the Agenda for the next meeting for
discussion.
COUNCIL REORGANIZATION Mayor McFadden stated that it has been an honor
serving as Mayor for the past year and noted
some of the projects that have occurred during
his term of office:
* Construction of Fire Station No. 2
* The Mayor's WCCT program "West Covina City
Report"
* Implementation of Mayor's office hours as
an outreach to the citizens
* Openings of several new stores in the City
* A balanced 94/95 budget at the conclusion
of 13 study sessions, emphasizing prioriti-
zation, implementing economies, reducing
costs of the maintenance districts, etc.
Mayor McFadden noted that he would still be
available to the citizens and looks forward to
the next year for completion of pending pro-
jects. He also thanked the Filipino community
for contributing to the success in bringing
residents together.
Election of Mayor
Mayor Pro Tem Herfert was nominated for.Mayor.
Motion by Wong and seconded by Touhey to
elect Steve Herfert as Mayor of West Covina.
Motion carried 4-0.
Election of Mayor Pro Tem
Councilmember Touhey was nominated for Mayor Pro
Tem.
Motion by Wong and seconded by Herfert to
elect Michael Touhey as Mayor Pro Tem of West
Covina. Motion carried 4-0.
Mayor Herfert presented past Mayor McFadden with
the traditional outgoing Mayor's plaque and mug,
as well as a white cowboy hat.
Past Mayor McFadden presented newly elected Mayor
Herfert the traditional outgoing Mayor Pro Tem
mug.

Mayor Herfert thanked everyone for their
support and introduced particular members of the
audience as well as his family members. He
stated that he gained his strength from the
people in the community and would continue to
serve the community as a "product of the
people." He emphasized that his areas of con-
centration would be the youth, the environment,
and the safety of the residents, unveiling his
Y.E.S. platform for his year as Mayor. He plans
to put the "west" back in West Covina and donned
a matching white cowboy hat.
Newly elected Mayor Pro Tem Touhey thanked his
family and community supporters, many of whom
were in the audience and mentioned by Mayor
Herfert.
Designation of Alternate to the Los Angeles
Motion by McFadden and seconded by Herfert
appoint Mayor Pro Tem Touhey as the alternate
(the Mayor serves as the representative).
Motion carried 4-0.
Mayor Pro Tem Herfert invited the audience to
attend a reception at the National Sports Grill
immediately following the meeting.
ADJOURNMENT Motion by McFadden and seconded by Wong to
adjourn the meeting at 8:53 pm. Motion carried
4-0.
