SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
April 4, 1995
The special meeting of the West Covina City Council was called to order
by.Mayor McFadden at 6:13 pm in the City Hall Council Chambers, 1444 W.
Garvey Avenue, West Covina. The invocation was given by Pastor Robbie
Joshua of Faith Community Church and the Pledge of Allegiance was led by
Mayor McFadden.

1995 as NATIONAL PUBLIC SAFETY TELECOMMUNICATORS
WEEK and presented the proclamation to Mary
Helen Salazar, Communications Watch Supervisor.

proclamation to Linda Siggins, West Covina

AGENDA AND ORAL COMMUNICATIONS
Brian McCarty Brian McCarty elaborated on Item C-1, his letter
to the Council regarding problems in obtaining
• signage for the business strip in which his
business is located. Staff responded to ques-
tions by Council regarding the difficulty.
After discussion, City Manager Starbird sug-
gested that staff attempt once, again to have the
property owner provide the necessary signage and
staff to work with the tenants for temporary
signage.

Animal Services - Recommendation is to authorize the Mayor and City
L.A. County Clerk to execute the a) interim licensing agree-
ment effective 4/l/95 through 6/30/95, and b)
the full service five-year agreement with the
Los Angeles County Department of Animal Care and
Control effective July 1, 1995.
CONSENT CALENDAR MOTION Motion by Manners and seconded by Herfert to
waive further reading of the resolutions and
adopt, and to approve all other items listed on
the Consent Calendar, except: C-7a and C-6a.

WASTE MANAGEMENT ENFORCEMENT AGENCY (LEA)

STATUS REPORT TO THE CALIFORNIA INTEGRATED WASTE
MANAGEMENT BOARD (CIWMB) ON BKK'S SOLID WASTE
FACILITY PERMIT UPDATE WORKPLAN
City Manager Starbird elaborated on the staff
report and responded to Council's concerns.
CIWMB & LEA Motion by Manners and seconded by McFadden
to receive and file the report. Motion carried
5-0.
ENVIRONMENTAL SERVICES No reports scheduled for this meeting.
REDEVELOPMENT AGENCY Mayor McFadden recessed the City Council meeting
at 7:22 pm to convene the Redevelopment Agency.
The City Council reconvened at 7:29 pm with all
members present.
APPOINTMENT OF RELOCATION APPEALS BOARD MEMBERS
Redevelopment Agency Manager Yoshizaki elaborated
on the staff report. Councilmember Wong related
the history of the Relocation Appeals Board as
well as his concern about appointing the Plan-
ning Commissioners as the Relocation Appeals
Board who may be previously disposed toward the
project.
City Manager Starbird stated that the
method of appointment is up to the Council, and
any way the Council wishes to fill the Board
will be carried out by staff.

Resolution 9194 - RESOLUTION NO. 9194 - A RESOLUTION OF THE
(no action) CITY COUNCIL OF THE CITY OF WEST COVINA
APPROVING THE MAYOR'S APPOINTMENT OF NEW MEMBERS
TO THE WEST COVINA RELOCATION APPEALS BOARD
Motion by Herfert to waive further reading
of the resolution and adopt. Motion died for
lack of a second.
Motion by Wong and seconded by Manners to have
each Councilmember forward one name to the City
Manager's Office by the end of the month, and
Katherine Castucci to remain as the alternate.
Motion carried 5-0.
HEARING DEL NORTE PARK LIGHTING PROJECT - DEL NORTE PARK
MASTER PLAN AMENDMENT NO. 1/NEGATIVE DECLARATION
OF ENVIRONMENTAL IMPACT
Del Norte Park Lights Mayor McFadden stated that Del Norte Park Master
Plan Amendment No. 1 is a city -initiated request
• to approve the installation of field lighting at
an existing baseball field within an existing
park.
City Clerk Berry verified the affidavit of
mailing and publication, and Mayor McFadden
opened the hearing. The staff report was pre-
sented by Human Services Director Salazar and
Planning Director Collier.

Public Testimony Mayor McFadden opened the public testimony
portion of the hearing and asked for comments
favoring the amendment. The following persons
addressed Council:
In Favor: Tom Kern, president of the West Covina
Tom Kern National Little League, the ball club that uses
• the Del Norte field.
In Opposition: Mayor McFadden asked for comments in oppo-
None sition to the amendment and no one addressed
Council.
Testimony Closed Mayor McFadden closed the public testimony
portion of the hearing to commenced Council dis-
cussion.
Mayor Pro Tem Herfert spoke favorably of the
project, noting the lighting project is well
shielded from the neighbors. Councilmember
Manners stated that the site is very appropriate
for the project, there were no comments in oppo-
sition, and she would supported it uncondition-
ally.
Councilmember Wong suggested amending the reso-
lution to limit field use to twelve-year old and
younger players - in response to a comment made
by the Human Services Commission that older
players are able to hit the ball out of the
field and into neighborhood yards. Mayor Pro
Tem Herfert wondered what this regulation would
do to other users of the facility. Planning
Director Collier explained that older kids do
not play on this field as they require a larger
in -field. .The problem occurs when the seniors
play. Inasmuch as the seniors must request use
of the field in order to play on the field, the
matter can be handled by answering their request
in the negative.

Human Services Director Salazar noted that
an alternate site may be available through the
School District, which would be lighting the
softball field at West Covina High School. Dis-
cussion ensued. It was also noted that a
mechanism should be in place for park users to
meet with adjacent neighbors to address concerns
regarding park activities.
Recess Mayor McFadden called a recess at 9:02 pm.
Council reconvened at 9:17 pm with all members
present.

Mayor McFadden asked for comments in rebuttal

League, addressed the points raised in opposi-
tion.
Ron Claypool
Ron Claypool, past president of the Bobbi
Sox League, addressed the question of scheduling
games many years ago when there were far more
teams playing in the Bobbi Sox League without
lights.
Council Discussion
Mayor McFadden closed the public testimony por-
tion of the hearing to commence Council discus-
sion.
Councilmember Wong stated that this was not an
easy issue. Inasmuch as he was supportive of
the Bobbi Sox League, the City would be asking
the neighbors to assume more inconvenience for
the convenience of the players, parents. He was
also concerned with the nearness of the park to
the neighbors. Although he would vote in
opposition to the project, he was supportive of
investigating the alternate site at the high
school.
Councilmember Touhey felt the alternate site
would conflict with other sports and supported
the lighting project at Cameron Park. He said
the additional trees and netting should be
installed in any event.
Councilmember Manners stated she had driven
around the park and was quite concerned with the

closeness of the park to the residents. She
wanted to give as much as possible to the league
while being responsive to the residents as well.
She favored looking into the high school soft-
ball field and voting in opposition to this
project.
• Mayor Pro Tem Herfert acknowledged the park was
very small and that traffic is a problem. He
felt that the lighting wasn't an issue because:
a) the footcandles were low, b) lights would not
increase the traffic problem, and c) lights
would deter crime. He noted the slowness with
which the school district works and their reluc-
tance to maintain fields, etc. He supported the
lighting project.
Mayor McFadden wondered if lighting the field
two nights a week would be acceptable. The
residents indicated no and the Bobbi Sox presi-
dent asked for a compromise at four nights a
week and permit the league to work out the best
nights with the neighbors. Two more residents
addressed noise: Debbie Morehead and Mary Ann
Macaray, both at 1317 Mobeck Street. Mayor
McFadden felt the residents were sacrificing
enough at the present time and would vote in
opposition to the project.
Action Motion by Wong and seconded by Manners to direct
staff to explore the alternate site with the
School District. Motion carried 3-2 with
Herfert and Touhey voting no.

• MAYOR'S REPORTS Mayor McFadden reported on the Arbor Day
celebration held Saturday, April 1, 1995, and
noted that the City received the coveted Tree
City designation once again.
Mayor McFadden reminded the audience about his
Thursday evening show on Channel 56 with Mark
Anderson (a motivational speaker) as his guest.

COUNCILMEMBERS' REPORTS FUNDING INEQUITY FOR TRANSPORTATION PROJECTS IN
THE SAN GABRIEL VALLEY
Council reviewed the staff report.
SGVCOG and MTA Motion by Herfert and seconded by Wong to
approve the City Council sending their concerns
in writing about the inequitable funding for
essential San Gabriel Valley transportation
projects, support the recommendations of the San
Gabriel Valley Council of Governments for
essential transportation projects not included
in the MTA plan, and convey their support for
the SGVCOG's recommendations to the MTA Board
and Congressman Dreier in writing. Motion
carried 5-0.
Wong Councilmember Wong reported that the School
District is considering reopening Cortez School
and Hollencrest Jr. High as a continuation high
school. He requested this be agendized for
Council discussion at the next Council meeting.
On another, matter, Councilmember Wong
requested the meeting be adjourned in memory of
Lew Starble, who recently passed away. Mr.
Starble had been very active in the community.
McFadden Mayor McFadden noted that Judge Fred Felix also
recently passed away, as did Charles Storing (a
La Puente Councilmember).
Touhey Councilmember Touhey noted that the School Dis-
trict's decision may include Coronado Continu-
ation School and may displace St. Martha's
Senior Day Care Center now at Willowood School.
He was concerned about interjecting the City
Council into School District matters.
ADJOURNMENT Motion by Wong and seconded by Touhey to adjourn
the meeting at 11:15 pm in memory of Lew
Starble, Fred Felix and Charles Storing. Motion
carried 5-0.
