05-31-1994 - Special Meeting - MinutesMINUTES SPECIAL MEETING OF THE WEST COVINA CITY COUNCIL May 31, 1994 • The special meeting of the West Covina City Council was called to order by Mayor McFadden at 5:49 pm in the Management Resource Center at City Hall, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor McFadden, Mayor Pro Tem Herfert, Councilmembers Manners, Touhey, Wong Others Present: Starbird, Wylie, Thomas, Holler, Buchanan, Koniarsky, Tucker, Jones, Blais, Glover, Roberts, Mayer, Palkiwala, Yoshizaki, Johnson PUBLIC COMMENTS ON ITEMS ON THE AGENDA No comments offered. REVIEW OF ASSESSMENT City Manager Starbird prefaced the discussion by explaining the process to be taken to give all a firm understanding of what makes up the Assessment Districts' budgets. He stated that Council would be reviewing the components that make up the proposed rate adjustments, and staff would be asking Council to make some decisions on policy issues as it relates to the various Assessment Districts and their relationship with the General Fund. Mr. Starbird then briefly touched on the policy issues to be considered. City Engineer Thomas began his presentation by addressing cost allocations stating that there are two (2) levels of cost allocation involved with assessments districts and with other activities citywide: a) Administrative and Overhead (a Citywide program that involves taking all the costs that are identified as Administrative and Overhead and allocating them based upon some units of measure against each of the operating activities within the City budget); and b) Department level (involves accounting for those costs that are direct administrative and supervisory duties related directly to the districts). All the personnel that are associated with the Maintenance Districts are all charged out on a percentage basis against the various operating activities. Mr. Thomas explained the various documents reflecting a breakdown of the Cost Allocation Plan and the Labor Distribution allocated in the various Maintenance Districts. City Council Minutes Page Two May 31, 1994 Finance Director Koniarsky and Accounting Manager Tucker presented an overview of the 1994/95 Cost Allocation Plan, explaining the methodology used in computing the General and Administrative Overhead. They presented proposed allocations by category. Referring to the handout material, Councilmembers raised concerns regarding the breakdown of costs in the Maintenance Districts, stating that there seem to be some inequities in charges to citizens living in certain Maintenance Districts. City Manager Starbird responded that some citizens living .in one Maintenance District and also in the Citywide District require more of the City's services than citizens that are only in the Citywide District. Mr. Starbird added that Council may decide to vary from the process for Citywide District and the various Maintenance Districts, but there will be cost implications for the General Fund. Councilmember Wong noted that he would abstain from discussion of Maintenance Districts 14 and #7 due to a conflict of interest. After an extensive discussion on the line item budget for the various Maintenance Districts, Council directed staff to a) review the Cost Allocations for further reductions; b) set a goal for nominal to zero increases in Maintenance Districts #4, 6, 7 and Sewer District; and c) set a goal for a 2% to 3% increase in the Citywide Districts.
