SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
May 25, 1994
The special meeting of the West Covina City Council was called to order
by Mayor McFadden at 5:42 pm in the Management Resource Center at City
Hall, 1444 W. Garvey Avenue, West Covina.

REVIEW OF ASSESSMENT DISTRICTS
City Engineer Thomas began the presentation by
explaining various wall maps depicting the
assessment districts, including the Citywide
Sewer Maintenance District and the Citywide
Lighting and Maintenance District.
Referring to the handout material, Mr.
Thomas reviewed the Assessment District Policy
Guidelines and the Assessment District Budget
Parameters. At this point, Mayor Pro Tem
Herfert commenced a discussion on General Fund
subsidy. Councilmember Touhey felt there was
a perception that the parks in southern West
Covina do not receive the same quality of care
and attention as the northern parks. With
this in mind, the policy guideline of Maintain
current sevice levels was adjusted to Provide
out the City. Staff was directed to separate
park maintenance costs by park for Council's
review.
As Mr. Thomas discussed cost reduction
and cost control points, Mayor McFadden and
Mayor Pro Tem Herfert stated that they would
rather review the line -item budget to see
actual costs. Staff was directed to provide
actual cost savings resulting from the cost
reduction and cost control programs. Mr.
Herfert specifically asked to see the
difference between last year's costs and this
year's costs.
In reviewing projected rate stabilization
effects for FY 94/95, Mayor McFadden restated
his desire to see expenses for each of the
maintenance districts, rather than charts and
graphs.
City Manager Starbird stated that staff would
compile the requested information and present
it to Council at the next meeting. Council
concurred on Tuesday, May 31 at 5:30 pm in the
Management Resource Center.
ADJOURNMENT Mayor McFadden adjourned the meeting at 8:00
pm.
