May 18, 1994
. The special meeting of the West Covina City Council was called to
order by Mayor McFadden at 5:48 pm in the Management Resource
Center at City Hall, 1444 W. Garvey Avenue, West Covina.

II CONTINUATION OF 5/14/94• STUDY SESSION - MSI COST
IDENTIFICATION AND RECOVERY.STUDY
Rick Kermer, President of MSI, commenced the session by
clarifying some.misinformation that was presented to Council
at the Saturday, May 14th session. He explained the fixed
asset charges (Schedule H), the relationship between Columns
6 and 9 totals (Schedule K), and that Possible New Revenue
amounts are MSI's best estimates - not staff's.
Discussion on individual service centers commenced with S-086,
primarily focusing on Fire Department activities. The Mayor
was concerned about "peppering" businesses with a variety of
different charges. The Fire Chief stated that he would
provide examples of small, medium, and large businesses in
relation to the kinds of fire inspection charges that may be
applicable to each.
Council then backtracked to S-001 and discussed the service
centers through 5-063, suggesting changes to the various
proposed recovery percentages.

Motion by. Manners, seconded by Herfert, and unanimously
carried to adjourn the meeting at 9:05 pm.
