SPECIAL MEETING
OF THE WEST COVINA REDEVELOPMENT AGENCY
AND CITY COUNCIL
May 17, 1994
The special meeting of the West Covina City Council and Redevelopment
Agency was called to order. by Mayor McFadden at 5:40 pm in the City
Manager's Conference Room at City Hall, 1444 W. Garvey Avenue, West
Covina.
ROLL CALL Mayor McFadden, Councilmembers Manners, Wong.
Mayor Pro Tem Herfert and Councilmember Touhey
arrived at 5:43 pm.
Others Present: Starbird, Johnson, Wylie, Thomas, Hanna, Clark
PUBLIC COMMENT ON ITEMS ON THE AGENDA No comments offered.
CLOSED SESSION Mayor McFadden recessed the meeting at 5:43 pm
to convene the closed session.
Councilmember Wong stated that due to conflict
of interest laws, he would be abstaining from
the discussions relating to the Zelman project.
CONFERENCE WITH LEGAL COUNSEL - Anticipated
litigation against the City and Redevelopment
Agency. Significant exposure to litigation
pursuant to Gov. Code 6 54956.9(b). Two cases.
West Covina Lakes Association alleges approval
of proposed Disposition and Development Agree-
ment violates the Construction, Operation, and
Reciprocal Easement Agreement dated September
26, 1989.
Mayor Pro Tem Herfert left the meeting at 6:30
pm due to a potential conflict of interest.
The closed session was completed at 7:20 pm.

adjourn the meeting at 7:20 pm. Motion carried
with Herfert absent.
