SPECIAL MEETING OF THE
WEST COVINA CITY COUNCIL
May 14, 1994
The special meeting of the West Covina City Council was called to order
by Mayor McFadden at 9:15 am in the Management Resource Center at City
Hall, 1444 W. Garvey Avenue, West Covina.

MSI COST IDENTIFICATION AND RECOVERY STUDY
City Manager Starbird introduced Doug Ayres,
Chairman, and Rick Kermer, President, of Management
Services Institute (MSI) and discussed the
relationship of the cost control study to the FY
94/95 Budget.
Mr. Ayres explained the purpose of the study, the
legal aspects for such a study as provided for
through Proposition 4, the methodology used in
compiling the data, and the various components
contained in the report. He responded to Council
questions regarding "costs reasonably borne" and the
relationship between payment of fees and charges for
the receipt of services vs the use of taxes.
Recess Mayor McFadden called a recess at 12:20 pm. Council
reconvened at 1:30 pm.
The afternoon session commenced with intentions of
reviewing each of the service centers, one by one,
and providing staff with direction as .to a targeted
percentage recovery for each. It was decided after
much debate over the first four items, that it would
be advantageous if the Council were to read through
each of the items and reconvene at another time to
discuss only the items of concern.
Council concurred on continuing this matter to 5:30
pm on Wednesday, May 18, 1994, in the Management
Resource Center.
ADJOURNMENT Motion by Manners, seconded by Herfert, and
unanimously carried to adjourn the meeting at 3:23
