JOINT MEETING OF THE CITY COUNCIL
AND THE PLANNING COMMISSION
January 24, 1994
The adjourned regular meeting of the West Covina City Council and Planning
Commission was called to order by Mayor Jennings at 6:43 pm in the '
• Management Resource Center at City Hall, 1444 W. Garvey Avenue, West
Covina.
City Council: Mayor Jennings, Mayor Pro Tem . Wong,
Councilmember Herfert, Manners, McFadden
Planning Commission: Vice Chair Connolly, Commissioners York,
Warshaw, Gordon (Absent: Chair Solinger)
Others Present: Starbird, Wylie, Collier, Thomas, Virata, Evans,
Greene, Miller, Yoshizaki, Berry

STUDY SESSION ON THE SAN GABRIEL VALLEY SUBREGIONAL PLAN
Planning Director Collier presented the
background of the plan, noting that SCAG's
Regional Comprehensive Plan (RCP) is being
developed in response to federal and state
mandates for the six -county SCAG Region (Los
Angeles, Imperial, Orange, Riverside, San
Bernardino and Ventura). The purpose of the RCP
is to create a framework for regional and local
decision -making that will ensure the decisions
are consistent and supportive of regional as
well a local goals.
SGV Subregional Plan The SGV Subregional Plan comprises six elements
and each element was presented by the following
staff members, covering issues and goals:
Mobility: City Engineer Thomas (Of all the
elements contained in the Plan, only the
Mobility Element contains action items.)
Growth Management: Planning Director Collier
Air Quality: Planning Director Collier
Housing: Project Manager Evans
Finance: Assistant City Manager Wylie
Economic: Assistant City Manager Wylie
Planning Director Collier stated that each of the
elements are thoroughly discussed in the Plan,
addressing conditions, issues, goals and
potential policies for the San Gabriel Valley.
Implementation City Manager Starbird discussed an implementa-
tion strategy that involves a transition from
• the SGVAC to a Council of Governments (COG)
established by a joint powers agreement. The
COG would serve as a forum for discussions of
subregional issues, as well as a planning agency
able to receive state and federal planning
grants. Each participating city would receive
one vote, and the SGVAC would be eliminated.

Planning Commission Action: Motion by Gordon, seconded by York, and
unanimously carried to approve in concept
the Council of Governments.
City Council Action: Motion by Manners, seconded by McFadden, and
unanimously carried to place the matter on
the Council's Agenda for the second meeting
in February.
ADJOURNMENT Motion by Warshaw, seconded by York, and
unanimously carried to adjourn the Planning
Commission at 9:03 pm.
Motion by Wong, seconded by Manners, and
unanimously carried to adjourn the City Council
at'9:03 pm.
