REGULAR MEETING
WEST COVINA CITY. COUNCIL
November 2, 1993
The regular meeting of the West Covina City Council was called to order
at 7:35 pm by Mayor Jennings in the City Hall Council Chambers, 1444 W.
Garvey Avenue, West Covina. The invocation was given by Rev. Mary Martin
of St. Martha%s Episcopal Church, West Covina, and the Pledge of
Allegiance was led by Mayor Pro Tem Wong.
ROLL CALL Mayor Jennings, Mayor Pro Tem Wong,

APPROVAL OF MINUTES Councilmember Herfert corrected the minutes of
July 13, 1993, to include "and an Edgewood
Sports Complex" to his.statements on Page 1.
Motion by Wong, seconded by McFadden, and
unanimously carried to approve the minutes of
the adjourned regular meeting of July 13, 1993,
as corrected.
PRESENTATIONS/PROCLAMATIONS
Mayor Jennings distributed Certificates of
Recognition to the members of the Student
Council of Mesa Elementary School and their
advisors.
Mayor Jennings proclaimed November 18, 1993, as
GREAT AMERICAN SMOKEOUT DAY and presented the
proclamation to Eleanor Long, the Director of
the Tobacco Control Program, Department of
Health Services/San Gabriel Valley.
Mayor Jennings proclaimed FAIR HOUSING COUNCIL
OF SAN GABRIEL VALLEY'S TWENTY-FIFTH
ANNIVERSARY.
Dawn Hassett of Georgraphics presented to the
City and the West Covina Chamber of Commerce the
SUAVE AWARD FOR 1993 for the outstanding joint
Economic Development Program for West Covina.

AGENDA AND ORAL COMMUNICATIONS
Marjorie Butler Marjorie Butler, 1041 Craig Drive, spoke in
opposition to the Coronado School ballpark
lighting project (H-1).
Joe Nolan Joe Nolan, Dream Engineering, Inc., stated that
he was the project engineer and available to
answer questions (H-1).
Gilbert Rodriguez Gilbert Rodriguez, 3016 Greenleaf Street, felt
the proposed agreement between the Pony League,
school district, and the City was unnecessary
(H-1).

Albert Behr Albert _Behr, 1333 Glenn Alan, agreed with the
previous speaker and discussed various cutback
strategies within the league if the City doesn't
provide the funds (H-1).
John Butler John Butler, 1041 Craig Drive, opposed the
lighting project as an adjacent resident and
notedthat there is very limited restroom
facilities at the park (H-1).
Paul Olvera Paul Olvera, 223 S. Hillward, argued in favor of
the lighting project, citing the League's
history of improvements to the park (H-1).
Jean Arneson Jean Arneson, 1116 Donna Beth, asked 1) if the
City had received the final closure and
maintenance plans for BKK; and 2) if the City
was still exposed to vinyl chloride emanating
from the landfill.
Royal Brown Royal Brown, 2153 Aroma Drive, felt that the
Waste Management & Environmental Quality
Commission should meet in November, utilizing
other staff members if Director Miller was still
recuperating from surgery. He also commented
about the old Aroma ballfield lot on his street.
Mario Cardenas Mario Cardenas, Valinda, vice-president of West
Covina Pony Baseball, responded to the comments
made in opposition to the lighting project. He
also noted that the league rents portable
toilets for the games.
Paul Hammerstrom Paul Hammerstrom, 1519 Newcrest, spoke favorable
of items D-1 and D-2, and authorizing the
requested funds for the lighting project at
Coronado School for the league (H-1).
Mayor Jennings stated that the items discussed
on the Agenda will be considered at the time
they come up. City Manager Starbird addressed
the comments relating to BKK, noting that the
City received the preliminary closure plans. He
also responded to the vinyl chloride question.

Councilmember McFadden acknowledged that Environ-
mental Services Director Miller is recuperating
from surgery, but suggested another staff member

ENVIRONMENTAL SERVICES Zero Tolerance Graffiti Implementation Program
Assistant City Manager Wylie elaborated on the
staff report. As liaison to the Anti -Graffiti
Task Force, Councilmember McFadden requested
time for the task force to review the various
samples of ordinances and report to Council in
December.
Zero Tolerance Councilmember Manners was supportive of the
Graffiti Program lock -up provisions and wanted the definitions to
be carefully constructed.
Mayor Pro Tem Wong felt the Diamond Bar
ordinance was too broad. He supported
implementing parental responsibility, opposed
punishing victims, and thought the reward system
had merit. He asked if the Chamber of Commerce
had reviewed the proposed program.
Councilmember Herfert supported the Gold
Paint Brush Award Program and asked for cost
estimates for implementing the various programs.
Assistant City Manager Wylie noted that the
Girls and Boys Club of E1 Monte will be using
graffiti offenders in their removal program.
Motion by Wong, seconded by Manners, and
unanimously carried to approve (b) and (c)
below, and defer (a) for a future meeting to
receive input from the task force:
a) Review the provisions of neighboring
cities' ordinances and direct staff to prepare
amendments to the WCMC as may be desired.
b) Approve the task force's and staff's
recommendation to establish a Gold Paint Brush
Award Program.
c) Receive and file all other attached
status reports that implement the task force's
recommendations.
HUMAN SERVICES Coronado Ball Field Lighting Funding Update
Human Services Director Salazar elaborated on the
staff report with additional comments by the City
Manager. It was noted that the proposed agree-
ment. would expedite the process, alleviating the
necessity of bringing the matter back to Council.
Coronado Ball Field
Lighting project In response to Council questions, Mr. Salazar
stated that there is enough time to install the
lights before the beginning of.the season. The
City will not be responsible for the utility
bills as the field is located on school
property. There was a meeting to which the
neighbors had been invited and the issues of
concern were addressed at that time.
In relation to available funding, City
Engineer Thomas explained that park dedication
fees are received from developers and the
receipt of these funds are rather irregular,
particularly since the. City is just about built -
out.
City Manager Starbird discussed the second
issue - and that being a process to address
future requests. Mayor Jennings noted a letter
received from Human Services Commissioner Sotelo
supporting a uniform process, as well as the
allocation of funds for the lighting project.

Motion by Herfert, seconded by McFadden, and
unanimously carried to:
a) Approve the West Covina Youth Pony
Baseball League's request for additional funding
for Coronado Ball Field Lighting of $19,306 from
Park District D; bringing the total City
contribution to a "not to exceed" amount of
$34,306 contingent upon resolution of lighting
maintenance and operational issues; and
b) Authorize the City Manager and City
Attorney to negotiate and resolve the
operational and maintenance issues for this
project with the West Covina Pony Baseball
League and the West Covina Unified School
District; and
c) Authorize the City Manager and City
Attorney to execute an agreement between the
West Covina Pony Baseball League, West Covina
Unified School District, and the City for the
lighting of Coronado Ball Field, and
d) Direct staff to prepare a written
procedure for the annual review of Park and
Recreation CIP Projects and bring the procedure
back to the City Council.
Recess Mayor Jennings recessed the City Council meeting
at 9:50 pm. The City Council reconvened at
10:23 pm with all members present.
REDEVELOPMENT AGENCY Mayor Jennings recessed the City Council meeting
at 10:23 pm to convene the Redevelopment Agency
meeting. The City Council reconvened at 10:30
pm with all members present.

MAYOR'S REPORTS Proclamation proclaimed earlier.
COUNCILMEMBERS' REPORTS "Healthy Cities" Proiect
Councilmember Manners introduced this project
from the League of California Cities and the
video tape entitled An Investment in California
Healthy Cities Project. It was noted that Tom
McGinnis of Queen of the Valley Hospital is
interested in projects dealing with multi-
cultural outreach. Council was generally
supportive and more information will be sought
from the League and the California Health Cities
Project.

Councilmember Manners also noted that she has
been appointed as the League of California
Cities Employee Relations Committee Chair.
Councilmember Herfert reported that Halloween
decorations were stolen from 2206 Cameron
Avenue.
Councilmember McFadden commended the Fire
Department for their recent fire suppression
activities at the various fires in Los Angeles
County. He asked about fire preparedness within
our own San Jose Hills. He also asked about
recycling bins per the Athens contract and was
told a staff report would be forthcoming.
Mayor Pro Tem Wong thanked the Mayor and
Administrative Analyst Orr for the presentations
to the Mesa Elementary School Student Council.
Closed Session Mayor Jennings recessed the City Council meeting
at 10:57 pm to convene a closed session to
discuss with legal counsel litigation entitled
West Covina v BKK Corporation, per Gov. Code
Section 54956.9(a). Council reconvened at 11:58.
