SPECIAL MEETING
WEST COVINA CITY COUNCIL
June 14, 1993
The special meeting of the West Covina City Council was called to order by Mayor
Jennings at 6:00 pm in the Management Resource Center at City Hall, 1444 W. Garvey
Avenue. The Pledge of Allegiance was led by Mayor Jennings.
ROLL CALL Mayor Jennings, Mayor Pro Tem Wong, Councilmembers
Herfert, Manners, McFadden
Others Present: Starbird, Wylie, Greene, Glover, Koniarsky, Salazar,
Thomas, Keating, Panas, Orr, Mayer, Berry
City Manager Starbird noted that the closed session
scheduled for this -.evening would be held tomarrow
evening atithe conclusion of the Council's regular
meeting.
STUDY SESSION
FY 93/94 CAPITAL IMPROVEMENT PROGRAM BUDGET
Before the discussion on the proposed CIP projects for
the coming fiscal year, City Engineer Thomas presented
a quick overview of a) completed CIP projects from FY
92/93, b) CIP projects currently underway, and c) CIP
projects scheduled for FY 92/93 that have not yet been
started.
City Controller Panas reviewed CIP revenues: funding :,
amounts and applicable sources.
Council discussed the proposed CIP project of curb
address painting, earmarked at $15,000/year for five
years. Council favored shortening the project time
span to eighteen months - the minimum time span for
citywide coverage estimated by Mr. Thomas. Mayor Pro
Tem Wong suggested that perhaps in these economic times,
it may be possible to award this project for less than
the estimated total of $75,000. The money for this
project would come from the Capital fund.
Another topic of discussion involved the joint projects
with the West Covina School District. Human Services
Director Salazar explained that the priority list of
the school district was slightly different than the
City's,necessitating some refining. It was decided
that Council would discuss these items with the Human
Service Commission at an upcoming joint meeting with
the Commission. It would then be appropriate to dis-
cuss the priority list with the School Board and to
ask the School Board what, if any, funding did they
have for such projects. Project PP 93206 (Edgewood
School Courts and Field Lighting) and the municipal
pool project were put on hold until a consensus could
be.reached.

On another matter, PP 91204 (Cultural Facility at a
City Park), Mayor Jennings asked what was the' -status
of the Cultural Ccmmittee. Staff was directed to send
a letter to the committee officers as to the..status._
of the•comirittee and their activities. The committee
would have input on this particular project (aka the
band shell). This was another topic earmarked for
discussion with the Human Services Commission.
City Engineer Thomas presented the relationship of the
Capital Improvement Program to the Operating Budget.
He discussed the four funds that effect the GIP sig-
nificantly:
1) General fund
2) Citywide maintenance district
3) Gas tax
4) Sewer fund
At the conclusion of this discussion, staff requested
direction regarding the project selection and priori-
tization of CIP projects for the coming fiscal year.
Moticn by Manners, seconded by Wong, and unanimously
carried to approve staff's recommendations as presented,
noting the comments offered by Council.
ORAL COMMUNICATIONS Jerry King, representing BKK Corporation, discussed
reclaimed water..
ADJOURNMENT Motion by Manners, seconded by Herfert, and unanimously
carried to adjourn the meeting at 8:37 pm.
