06-08-1993 - Regular Meeting - Minutes• • M I N U T E S ADJOURNED REGULAR MEETING WEST COVINA CITY COUNCIL June 8, 1993 The adjourned regular meeting of the West Covina City Council was called to order by Mayor Jennings at 6:15 pm in the City Hall Management Resource Center, 1444 W. Garvey Avenue, West Covina. ROLL CALL Mayor Jennings, Mayor Pro Tem Wong, Councilmembers Manners, McFadden, Herfert Others Present: Starbird, Wylie, Thomas; Koniarsky, Panas, Collier, Greene, Miller, Gannon, Glover, Holler, Samaniego, Salazar, Cheramie, Keating, Mayer;. Hoppe, Orr, Berry CHAMBER OF COMMERCE -'WORK PROGRAM FORTY 93/94 Chamber of Commerce representatives present: Brutocao, Dunn, Canzoneri, Harvey Outgoing Chamber President Brutocao spoke -of the past year's accomplishments and President-elect Dunn addressed plans for the upcoming Year. Ms. Dunn pre- sented the Chamber's request for $354,380 for the Cham- ber's basic budget and $25,000 for the Summer Concert Series, both funded through the proceeds from the Business Improvement Tax. Assistant City Manager Wylie discussed the concept of using Redevelopment Agency bond proceeds to under- take an estimated $200,000 in improvements to the Chamber's facility to be repaid by increased rent. For FY 93/94,.this would amount to an additional $18,400 in BIT funds to be added to the Chamber's budget. Motion by McFadden, seconded by Manners, and unani- mously carried to approve the BIT requests and direct staff to incorporate these elements in the City's pre- liminary budget. Ms>;Dunntstated that the executive committee of the Chamber of' Commerce would be meeting on June 11, 1993, and would discuss these items prior to Council's final budget adoption. 1. ORAL COMMUNICATIONS No comments offered. STUDYSESSIONON -FY 93/94OPERATING 'BUDGET City Engineer presented an overview of the twenty- two different restricted funds and the more interesting programs and services provided therein. Of particular note, Council discussed the following items: Within the Citywide Maintenance District, $108,500. has been earmarked for pool maintenance. Councilmember Herfert expressed a desire to reduce that amount and requested staff to provide him with information on that contract. - 1 - • CITY COUNCIL MINUTES June 8, 1993 Page Two Contained within the Sewer Assessment District in an allocation of $212,180 for street sweeping. Staff was asked questions on the components of this particular contract. Councilmember McFadden asked for a clarification of the chargebacks to each department for Workmen's Compensation. Risk Manager Hoppe responded. Council asked for clarification of the Sinking Fund to be used as a funding source for Fire Station No. 2 on Cortez Street. Staff responded. After further discussion, motion by McFadden, seconded by Herfert, and unanimously carried to approve the preliminary fiscal year operating budget. SPECIAL MEETING - CLOSED SESSION Mayor Jennings recessed the Council meeting at 8:12 pm to convene a closed session regarding litiga- tion matters. The City Council reconvened at 9:48 .pm.
