WEST COVINA CITY COUNCIL
May 25, 1993
The adjourned regular meeting of the West Covina City Council was called to order
by Mayor Jennings'at,7:10 pm in the Management Resource Center at City Hall, 1444
W. Garvey Avenue, West Covina.

Others Present: Starbird, Panas, Holler, Wylie, Thomas, Koniarsky, Hoppe,
Greene, Orr, Munoz, Ure, Glover, Parker, Keating, Holmes,
Virata, Gardner, Champion, Cheramie, Salazar, Berry
GRAFFITIREMOVAL CONTRACT
Council reviewed the staff report.
Motion by Manners, seconded by McFadden, and unani-
S.G.V. Boys & Girls Club mously carried to approve the assignment agreement bet-
ween the East San Gabriel Valley Consortium and the Boys
and Girls Club of the San Gabriel Valley regarding the
graffiti removal contract with the City of West Covina
and authorize the City Manager to execute the agreement.
STUDY SESSION ON FY 93/94 OPERATING BUDGET
The::evening's presentations began with an overview by the
City Manager on the budgetary process and the state's
impact on the City's operating budget. The City's con-
troller, Basil Panas, reviewed the status of the current
fiscal year's general fund: -.and the projected revenue
sources and amounts for the upcoming fiscal year.
City Manager Starbird explained the directives given to
each department head in creating their budgets for FY
93/94. Councili-then received a presentation from each
department covering cost savings, budget reductions and
work program.
At'10:00 pm Councilmember Manners excused herself from
the remainder of the meeting.
The remaining departments presented their reports.

Motion by Wong, seconded by McFadden, and unanimously
carried to incorporate the figures presented for._each
of the departments into the budget. The final budget
to be presented to Council in June, 1993.
ADJOURNMENT Motion by Herfert, seconded by Wong, and unanimously
carried to adjourn the meeting at 10:55 pm.
