SPECIAL MEETING
• CITY COUNCIL &'REDEVELOPMENT AGENCY
May 4, 1993
• The special meeting of the City Council and Redevelopment Agency was called to order
at 5:35 pm by Mayor Jennings in the City Manager's Conference Room at City Hall,
1444 W. Garvey Avenue, West Covina.
ROLL CALL
Council/Agency Jennings, Wong, Herfert, Manners
Absent: McFadden (arrived at 6:20 pm)
Others Present: Starbird, Wylie, Yoshizaki, Clark, Collier, Evans
CLOSED SESSION_ Mayor/Chairman recessed the meeting at 5:35 pm to con-
vene a closed session to discuss real property negotiation
matters pusuant to Gov. Code 8 54956.8 regarding 2000
and 1932 E. Garvey Avenue South. The meeting reconvened
at 6:25 pm at which time McFadden is present.
OWNER PARTICIPATION AND NEGOTIATING AGREEMENT - HASSEN IMPORTS PARTNERSHIP
Redevelopment Agency Manager Yoshizaki presented the
staff report.
Council Action
Motion by Wong, seconded by Herfert, and unani-
mously carried to approve the Negotiating Agreement.
Agency Action
City ManagercStarbird presented:
Resolution 447 - RESOLUTION NO. 447 - A RESOLUTION OF THE REDEVELOP -
approving the OPA MENT AGENCY OF THE CITY OF WEST COVINA APPROVING AND
AUTHORIZING EXECUTION OF THE OWNER PARTICIPATION AGREE-
MENT BY AND AMONG THE REDEVELOPMENT AGENCY OF THE CITY
OF WEST COVINA, HASSEN IMPORTS PARTNERSHIP AND WEST'
COVINA MOTORS, INC., AND MAKING CERTAIN FINDINGS IN
CONNECTION THEREWITH
Motion by Manners, seconded by Herfert, and unani-
mously carried to waive further reading of the reso-
lution and adopt.
Motion by Manners, seconded by McFadden, and unanimously
Appropriation approved carried to approve the appropriation of the loan amount
from the Agency reserves.
Negotiating Agree. approved Motion by Wong, seconded by McFadden, and unanimously
carried to approve the Negotiating Agreement.
• Herfert stated he would need to leave the meeting as
his daughter had a;.softball accident. He was excused
at 6:34 pm.
• ORAL COMMUNICATIONS Susie Harvey, president of the West Covina Chamber of
Commerce, expressed support of the actions taken.
