The special meeting of the West Covina City7Council and Redevelopment Agency
was called to order by Mayor Jennings at 5:30 pm in the City Hall Council
Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was
led by Mayor Jennings.

CLOSED SESSION Mayor Jennings recessed the meeting at 5:34 pm to
a closed session to discuss real property negotiations
pursuant to Government Code Section 54956.8 re 2000
and 1932 East Garvey Avenue South. The joint -meeting
reconvened at 6:35 pm with all members present.
OWNER PARTICIPATION AGREEMENT AND NEGOTIATING AGREEMENT = HASSEN IMPORTS PARTNERSHIP
Motion by Manners, seconded by Wong, and unanimously
carried to reagendize this item for action on the
May 4, 1993, regular meeting date.
LONG-RANGE FINANCIAL PLANNING: STRATEGIC PLAN ALTERNATIVES
City Manager explained that the purpose of this study
session is to refine the list of potential alternatives
and to provide additional direction'to staff in terms of
goals and parameters for preparing the first draft of
the financial plan.
He referred to the staff report listing potential.
expenditure savings and revenue enhancements, which were
broken down into three levels based on the amount of
Council support the item received at the previous study
session.
Comments.regarding Level L'Items include:
• Expenditure Savings/Service Reductions
General Fund Support of Recreation/Senior Services
to be reduced by 50%. City Manager stated this item as
a goal to expand services and reduce dependency.�on the
general fund.
. Charge L.A. County higher percentage for civic center
maintenance. This would require reopening the contract
as there is currently a cap of $31,000/year. The cost
of maintaining the civic center cost much more than
twice that amount and it seems fitting that the County
pay for their half of the maintenance.

Enhanced/New Revenues
Tax Power Generation Activity at BKK. Councilmembers
Manners and McFadden spoke favorably of a 1% franchise
fee increase and a 2% tax on 6ut=6f=county waste dumped
at BKK.
Cost shift to the Citywide Maintenance District. It
was noted that this could be immediately implemented
for the upcoming fiscal year.
Level 2 Comments regarding Level 2 Items include:
Expenditure:Savings/Service Reduction
Use of D.A. instead of City Prosecutor. Thought was
given to reducing the City Prosecutor's hours and/or
going out to bid for such services. Mayor Jennings
and Councilmember Manners were satisfied with the level
of service.received and shouldebe°left'.alone.
Reduce maintenance of open spaces, tree, street sweeping.
It is possible to reduce street sweeping on a number of
streets to'once a month.
Enhanced/New Revenues
City store. Council asked particulars about this idea:
who would run the store, where would it be located, etc.
Level 3 Comments regarding-Level'3 Items include:
Expenditure Savings/Service Reduction
Establish volunteer Code Enforcement Program. This may
in actuality: -be difficult to implement and maintain.
General Council Comments
Council reviewed the potential options requiring
further analysis and noted that implementing a broad
based tax to fund specific increased. -service levels
and/or infrastructure needs could be a possibility
IF the City's credibility were intact.

ADJOURNMENT Redevelopment Agency
Motion by Manners, seconded by Herfert, and unanimously
carried to adjourn the meeting at 8:30 pm.

carried to adjourn the meeting at.8:30 pm to 5:00 pm on
Tuesday, April 27, 1993 in the City Manager's Conference
Room.
