04-05-1993 - Regular Meeting - MinutesMINUTES ADJOURNED REGULAR MEETING WEST COVINA CITY COUNCIL April 5, 1993 • The adjourned regular meeting of the West Covina City Council was called to order by Mayor Manners in the MRC, Room 314 at City Hall, 1444 W. Garvey Avenue, West Covina. The Pledge of Allegiance was led by Councilmember Herfert. The meeting was called to order at 7:07 pm. ROLL CALL Mayor Manners, Mayor Pro Tem Jennings, Councilmembers Herfert, McFadden, Wong Others Present: Starbird, Wylie, Thomas, Koniarsky, Panas, Holler, Orr, Collier, Greene, Parker, Glover, Ure, Cheramie, Hoppe, Samaniego, Keating, Holmes, Salazar, Jones, Gardner, Berry LONG-RANGE FINANCIAL PLANNING The primary focus of this 6th study session on long-range financial planning was to review available revenue and expenditure options to be incorporated into the financial plan. Councilmember Herfert prepared a written Council discussion list of proposed topics for discussion, from among the many cost-cutting ideas and revenue enhancements previously presented by staff, Council or citizens at the five prior Long -Range Financial Planning Study Sessions. Council appreciated his efforts as a fine starting place for the evening's discussion. The items listed below were discussed as potential options for inclusion in the Financial Plan. Reduce training, travel, memberships, etc. Implement automated phone system Departmental consolidation (Engineering) Departmental consolidation (Other) Reduce usage of City Prosecutor Use volunteers for Code Enforcement Reduction in usage of City Attorney Consolidation of Cashier functions Review reduction in street sweeping Reduction in positions needed due to BKK related work Contract out graffiti removal Update lighting for energy savings Increase Citywide Maintenance District Assessments by 3% annually • Sell Proposition "A" funds for unrestricted funds Implement tax on energy generation at BKK Take advantage of increased sales tax generated by Redevelopment activities (Toyota, Saturn, Eastland, Lakes) Fire ambulance services Property tax increases Renegotiate County contract for Civic Center maintenance City Council Minutes April 5, 1993 HVAC contract re -bid Rental of office space Reconsider one stop counter over 5 year period Development of a "Cost Recovery" system Voluntary, paramedic subscription service Material Recovery Facility Rental of City facilities Enhanced sewer assessments Enhance use of volunteers where feasible Contract out crossing guard program Review components related to reduced police services Consider all alternatives for staff consolidations Reduce size of City vehicle fleet Review potential service reduction areas in Maintenance (street sweeping, tree trimming, open space maintenance, etc.) Streamline Planning Department's zoning code applications Review other efficiencies in the Planning Department Consider shifting recreation staff to recreation centers Establish goal to reduce General Fund support of recreation programs Make the re -bid equipment maintenance and other contracts normal practice Review Community Information Coordinator position and cable program Presentation of a tax levy before the voters Use of "built-in" fire suppression Council also identified a limited number of specific alternatives to NOT be considered any further at this time, which included: Creation of new assessment districts Elimination of Police Reserves or DARE programs Reduction in Fire services to County level or contracting with the County for services Implementation of a work schedule which requires City Hall to be closed during regular business hours Eliminate production of a budget document or of special financial related projects Elimination of microfilming process Discontinue publishing West Covina Today Recess Mayor Manners called a recess at 9:50 pm. Council reconvened at 9:55 pm with all members present. ORAL COMMUNICATIONS Charles Bates, 1637 S. Lang Avenue, • encouraged Council to proceed with a MRF Charles Bates and situate it next to a railroad. He felt the bigger the MRF, the larger the profit. Bob McClelland, 901 Coral Tree Drive, spoke against eliminating CSO's from the Bob McClelland Police service, commented on Fire cncl4/5/93 City Council Minutes April 5, 1993 Bob McClelland services, suggested using volunteers for (Continued) community events, strengthen the Municipal Code regulations re: graffiti, and increasing fee and charge programs. • Susan Homme, 1909 Calico, noted her support for the MOU requirements stipulating the close of the landfill Susan Homme in November, 1995. She claimed the City was using "scare tactics" with the recent mailer concerning the financial situation of the City. Mayor Manners reviewed a communication received from Christian Justi regarding infrastructure needs and revenue enhancements. Mayor Pro Tem Jennings commented on the potential shortfall remaining after implementation of the most acceptable alternatives, and suggested that continued operation of the landfill be added to the list of options.
