Manners at 7:31 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The invocation was given by Mayor Pro Tem Jennings and the Pledge of Allegiance was led by Councilmember Herfert. ROLL CALL Mayor Manners, Mayor Pro Tem Jennings, Councilmembers McFadden, Hefert, Wong Others Present: Starbird, Wylie, Thomas, Hanna, Miller, Samaniego, Ure, Holmes, Koniarsky, Panas, Glover, Collier, Tucker, Berry, Keating Police Chief Holmes reported on Jack Mansell, the motor- cycle officer who was severely hurt in an accident. APPROVAL OF MINUTES Motion by Jennings, seconded by Herfert, and unanimously carried to approve the minutes of the regular meeting of December 15, 1992 and the adjourned regular meeting of October 27, 1992. ANNOUNCEMENT HEARINGS_ Mayor Manners stated that she had attended the Historical Society's auction and was the highest bidder of a...George Aiassa painting (a -previous City Manager of West Covina). She presented it to City Manager Starbird as a donation to -be display"ed`appropriately at City Hall. No hearings scheduled for this meeting. AGENDA AND ORAL COMMUNICATIONS Micky Onate, representing Tony Roma's Restaurant„on Azusa Avenue, commented on the current restrictions of the sign ordinance. Mayor Manners suggested Mr. Onate meet with Micky Onate Planning Director Collier. Gilbert Rodriquez, representing Youth Pony Baseball, reminded Council of the baseball -field lights andsnack stand;c.etc::, that have to be done before the season starts. He requested the promised funds be released. City Manager Starbird suggested Mr. Rodriquez meet with Gilbert Rodriquez City Engineer Thomas and Human Services Director Salazar. Jack Wong, 1139 S. Valinda, expressed his opposition to Item V of the Traffic Committee Minutes regarding the reinstallation of left -turn pockets. He preferred the Jack Wong intersection of Valinda and Merced remain as is... George Ogden, 1249 Valinda, discussed the same item as Mr. Rodriquez..._He also requested that trash pickup day be the same day for both sides of the street. At the present__time:.the east side of the.street sets the trash • bins out for Friday and the west side sets them out for Wednesday. The third item he brought to Council's _ attention is the County's proposal to punch McWood through to Valinda - McWood::is.currently a cul-de-sac. Award of Bid - Purchase of Police Motorcycles Recommendation is to a) find that the use of the City of Purchase 3 motorcycles - Chino's bid from Covina Kawasaki, request number 40269, Covina Kawasaki eliminates the need of a formal bid process, and b) authorize funds, not to exceed $25,000 for the purchase and preparation of three 1993 Kawasaki KZ1000 police equipped motorcycles. The motion carried by roll call vote: AYES: Herfert, Jennings, McFadden, Wong; Manners NOES: None Traffic Committee Item V City Engineer elaborated on the staff recommendation regarding the left -turn pockets at the intersection of Valinda and.Merced, stating the request was received from the school district. The school district currently prohibits vehicular traffic into the school driveways except for buses . Motion by Manners, seconded by Herfert,,and unani- mously carried to send the matter back to the Traffic Committee with instruction to have the school district talk to the residents affected. Motion by Wong, seconded by McFadden, and unanimously carried to approve the.remaining items of the.Traffic Committee Minutes as recommended. PP 93102 - Motion by Jennings, seconded by Wong, and unani- Plans & specs approved mously carried to approve the plans and specifications for SP 93102 and authorize the City. -Engineer to call for bids. 2) LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT Council reviewed the staff report. WASTE MANAGEMENT ENFORCEMENT AGENCY (LEA) No items scheduled for this meeting. ENVIRONMENTAL QUALITY SERVICES 1) WEST COVINA DISPOSAL INSURANCE Environmental Services Director Miller elaborated on the staff report. ADMINISTRATIVE SERVICES FINANCE DEPARTMENT 1) COMPREHENSIVE ANNUAL FINANCIAL REPORT (CAFR) Council reviewed the staff report. Mr. Moreland from CAFR - received & filed the auditing firm gave a brief oral report, compli- menting the document and the City's financial staff. Motion by Wong, seconded by Jennings, and unani- mously carried to receive and file the Comprehensive Annual Financial Report of the City of West Covina. GENERAL ADMINISTRATION CITY ATTORNEY Closed session to be held at the conclusion of the Council meeting regarding personnel matters. APPROVAL OF DEMANDS Motion by Jennings, seconded by Wong to approve Demands totaling $1,834,967.59 asU isted on check registers FI 136717 through 137064. MAYOR'S REPORTS Motion by Herfert, seconded by Jennings, and unanimously carried to ratify a resolution,of commendation for Louis Gilbert. Motion by Wong, seconded by McFadden, and unanimously carried to approve a resolution of commendation for the 1992 Citizen of the Year, to be presented on January 14th. W.C. Civic Center Authority - Motion by Herfert, seconded by Jennings, and unanimously John Mordoff reappointed carried to reappoint John Mordoff to the West Covina Civic Center Authority for another term of office. Mayor Manners asked that the following be agendized for the next.:Council:meeting_fdr,Mayor Certificates: a) Seniors Helping Our Police volunteers, b) Two men who helped our motorcycle officer • at the time of his accident, c) Another citizen who rescued a victim of a fire. COUNCILMEMBERS' REPORTS 1) Councilmember Herfert - Request for a community cable television residents survey and review of the Fran-. chise agreement. - 4 - • 0 • CITY COUNCIL MINUTES i/' /hs age Five Cencom discussion Councilmember Herfert commenced a discussion wherein he suggested the past, as well as the current, subscribers of Cencom Cablevision be surveyed. Councilmember Wong expressed concern about the cost of the survey versus the benefit of the survey, feeling that most of the com- ments will_relate.to_rate issues of which Council has little control. Councilmember McFadden suggested the survey be included in the City's quarterly newsletter. Mayor Manners favored the newsletter suggestion, but also noted that the last survey response was not'.overwhelming. The information may be helpful in the future when and if the City has more leverage. Assistant City Manager Wylie stated staff would report back on the various options for a survey. He noted that Cencom management is interested in the subject and willing to meet with the Council, perhaps early February. Before a meeting takes place, Councilmember Wong requested that he be provided with a copy of Cencom's complaint log. Councilmember Wong received information from Judge Kahn, Citrus Municipal Court, regarding community service workers. He asked staff to review the information,and to refer this suggestion.to the,.E.S.G.V..Consortium. Councilmember McFadden stated he would bring in an article about a newly invented paint that allows graffiti to be simply wiped off. Councilmember Wong reminded the audience about the Citizen of the Year dinner scheduled for January 14, 1993. City Manager Starbird announced the second Financial Plan study session scheduled for Monday, January 25 at Shadow Oak Park. CLOSED SESSION Mayor Manners recessed the City Council meeting at 8:57 pm for a closed session to discuss personnel matters pursuant to Government Code Section 54956.9(b) and real property negotiations (1900 E. Garvey Avenue South) pursuant,to. Government Code Section 54956.8. Council reconvened at 10:35 pm.
