12-07-1992 - Special Meeting - MinutesM I N U T E S SPECIAL MEETING WEST COVINA CITY COUNCIL December 7, 1992 The special meeting of the West Covina City Council was called to • order at 6:50 p.m. on Monday, December 7, 1992, at the West Covina Senior Citizens Center, 2501 E. Cortez, West Covina, by Mayor Manners. ROLL CALL Mayor Manners, Mayor Pro Tem Jennings, Councilmembers McFadden, Wong Absent: Councilmember Herfert Others Present: Starbird, Wylie, Miller, Thomas, Glover, Keating, Koniarsky, Parker, Greene, Salazar, Samaniego, Yoshizaki, Collier, Panas, Holler, Orr, Johnson, Evans, Irwin, Janto, Urban, Perkins LONG-RANGE FINANCIAL PLANNING - THE IMPACT OF ECONOMIC DEVELOPMENT City Manager Starbird stated this meeting was the first of several study sessions the City would be conducting out in the community regarding Long -Range Financial Planning. He then turned the staff presentation over to Assistant City Manager Wylie. Assistant City Manager Wylie gave an overview of what would be covered during the meeting. He reviewed the policy adopted by the Redevelopment Agency two years ago. He stated that with the economic downturn of the last two years that we are not where the Agency had hoped to be, however, things had been very busy. He turned the meeting over to Redevelopment Manager Chet Yoshizaki. Redevelopment Manager Yoshizaki reviewed the current economic outlook and the trends for the future. Assistant City Manager Wylie reviewed the Agency's Basic Fiscal Model. He turned the presentation over to Project Managers Johnson and Evans. The Project Managers reviewed the projects the Agency currently has in progress. Assistant City Manager Wylie then reviewed options for improving the Agency's fiscal picture. • He suggested that the Agency concentrate on The Lakes site, Eastland, the completion of the Auto Plaza, and the addition of a large volume retailer in the near term. Recess Mayor Manners recessed the meeting at 8:20 p.m. The meeting was reconvened at 8:40 p.m. Staff then answered Council questions. ORAL COMMUNICATIONS Frank Schabarum Frank Schabarum, 225 N. Orange Avenue, commended staff on the presentation and on holding the meetings out in the community. He also commended staff on the promotion of economic development in • our City and cited the San Gabriel Valley Commerce and Cities Consortium as one example. He encouraged others to attend these meetings. Mayor Manners commended those citizens that came out for the meeting. She commented that staff is on the right track in picking out "do -able" projects. City Manager Starbird gave the dates for upcoming Financial Plan meetings. John Davidson John Davidson stated that no one shows up for these meetings because Council does whatever it wants anyway. He cited the new trash collection system as an example. ATTEST: City Clerk Janet Ber CI Mayor Manners, Councilmember McFadden and Councilmember Wong all assured Mr. Davidson that the Council welcomed public comments. They stated that is the reason for having these meetings out in the community. Councilmembers generally concurred that the Redevelopment Agency's priorities were appropriate, and that further information would be forthcoming regarding the overall financial picture for the City. Motion by Wong, seconded by Jennings, and unanimously carried to adjourn the meeting at 9:15 p.m. Mayor Nan y anners
