ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
October 27, 1992
The adjourned regular meeting of the West Covina City Council was called
•' to order at 6:30 p.m. by Mayor Manners in the Management Resource Center
of City Hall, 1444 W. Garvey Avenue, West Covina. The Pledge of
Allegiance was led by Councilmember McFadden.
ROLL CALL Mayor Manners, Mayor Pro Tem Jennings, Councilmembers
Herfert, McFadden, Wong
Others Present: Starbird, Wylie, Hanna, Thomas, Miller, Koniarsky,
Glover, Keating, Wolff, Greene, Yoshizaki, Salazar,
Panas, Ure, Holler, Irwin, Orr, Heieck, Cook, Hoppe,

EAST SAN GABRIEL VALLEY BUSINESS SURVEY
Assistant City Manager Wylie presented the staff
report.
Motion by Jennings, seconded by Wong, and unanimously
carried to participate in the East San Gabriel Valley
Business Survey at the level of Co -Sponsor and that
$25,000 be appropriated from the Business Improvement
Tax fund for this purpose.
LONG-RANGE STRATEGIC PLANNING
City Manager Starbird explained the purpose of Long -
Range Financial Planning. He stated staff was trying
to develop among the City Council, staff, and the
community, a clearer perspective of the fiscal
challenges facing West Covina over the next decade.
Additionally, another purpose was to develop specific
policy guidelines for the identification and
implementation of strategies to meet the future
financial needs of the City of West Covina. The last
purpose was to build a consensus supporting the
implementation of the adopted policy guidelines and
strategies. The key being credibility of the effort.
Assistant City Manager Wylie then presented the
proposed Financial Planning study session schedule
and what staff planned to cover in each of the
sessions.
Council discussed ensued.
Mayor Manners stated she agreed with the topics of
the study sessions, that Council is looking for the
same things from the sessions as staff, but perhaps
in a different order. She also stated her desire to
see some Town Hall type meetings to communicate with
the public.
Mayor Pro Tem Jennings stated that everyone should
have patience with the plan staff has proposed.
Councilmember Wong thought we ought to look at the
expense side before the new revenue side, but was
satisfied to do it as proposed.
Councilmember McFadden restated his no new taxes
pledge, and requested to move quickly on all other
revenues. He also stated he thought the
Commissioners should be invited to the meeetings.

Councilmember Herfert reiterated his desire to move
first to revenue options.
City Manager Starbird then presented the Long Range
Financial Planning Guidelines.
Assistant City Manager Wylie presented some baseline
projections to review the assumptions about the
fiscal future of the City.
Public Works/Administrative Services Administrator
Thomas presented the Long -Range Financial Planning
process. He also presented the Base Financial
projections and the methodology in the projections.
Controller Panas presented the Revenue Assumptions
regarding property tax, sales tax, BKK Landfill
revenues, Redevelopment payments, and other revenues.
Finance Director Koniarsky presented the Expenditure
Assumptions regarding personnel costs, material &
service costs, equipment costs, and other
expenditures.
Public Works/Administrative Services Administrator
Thomas presented a report on the General Fund, use of
unrestricted funds, etc.
Charles Cook Charles Cook, West Covina, stated the process in
studying this is backwards and that "loose data" was
used. He stated the City should project an income of
worst -case to most -probable scenarios. He stated
that economic recovery would not occur until 1994-95.
He stated he thinks we should ask what does it take
to operate efficiently, then see how we can afford
it.
Wayne Heieck Wayne Heieck, West Covina, stated that something
should be projected for the BKK site in 1995 on the_
revenue side. He stated that if the City doesn't it
will be locked into a position of having to freeze
police positions, etc.
City Manager Starbird stated that no one present
disagreed with these views. The staff is just trying
to identify strategies for preparing a revenue base.
CLOSED SESSION Motion by Jennings, seconded by McFadden, and
unanimously carried to recess the meeting at 8:55
p.m. to a closed session for the purpose of
litigation matters, per Government Code Section
54956.9(b) and (c).
