10-20-1992 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING WEST COVINA CITY COUNCIL October 20, 1992 The regular meeting of the West Covina City Council was called to order by Mayor Manners at 7:33 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The invocation was given by Reverend Don Bommarito and the Pledge of Allegiance was led by Councilmember Wong. ROLL CALL Mayor Manners, Mayor Pro Tem Jennings, Councilmembers Herfert, McFadden, Wong Others Present: Starbird, Wylie, Hanna, Thomas, Orr, Holmes, Collier, Salazar, Yoshizaki, Glover, Keating, Greene, Berry APPROVAL OF MINUTES Mayor Manners read aefew corrections offered by the City Clerk to the minutes of August 4 and 18. Motion by Jennings, seconded by McFadden to approve the minutes of the regular meeting of August 4, 1992. The motion carried with Herfert abstaining, as he was absent from that meeting. Motion by Wong, seconded by Jennings to approve the minutes of the regular meeting of August 18, 1992. The motion carried with Herfert abstaining, as he was absent from that meeting. Motion by Herfert, seconded by McFadden, anduunani- mously. carried to approve the minutes of the regular meeting of September 15, 1992, the special meeting of October 2, 1992,.and the adjourned regular meeting of October 12, 1992. PRESENTATIONS The West Covina Braves Senior Softball Team was recognized for their second place finish in the Anaheim Senior Softball League. Those Braves in the audience were presented with Certificates of Recognition. Mayor Manners proclaimed October 24, 1992, as UNITED NATION_;DAY and presented the proclamation to William Ketteringham. Mayor Manners proclaimed October 25 - November 1, 1992, as WHITE RIBBON AGAINST PORNOGRAPHY AWARENESS WEEK and presented the proclamation to Patricia Massie. Mayor Manners proclaimed November 8 - 14, 1992 as YOUTH APPRECIATION WEEK and presented the proclamation to Steven Tanaka. Mayor Manners proclaimed October 26 - ::October 30„ l992, as RED RIBBON WEEK and presented the proclamation to Tim Cullinan. Mayor Manners proclaimed November 1 - December 31, 1993, as BUCKLE UP FOR LIFE CHALLENGE and presented the proc- lamation to Chief Ron Holmes. • HEARINGS No hearings scheduled for this meeting. - 1 - CITY COUNCIL MINUTES October 20, 1992 Page Two AGENDA AND ORAL COMMUNICATIONS Irene Messina, 1031 Hooper Drive, addressed Item G-1 (Vietnamese Pot -Bellied Pigs), favoring a code amendment to permit pot-bellied pigs in West Covina, particularly Irene Messina the one she currently owns. Vicky Kelly Vicky Kelly, Mrs. Messina's neighbor, addressed Item G-1 also favoring a code amendment. Dan Logdish, El Monte, spoke favorably of Vietnamese Dan Logdish Pot -Bellied Pigs.(Item G-1). Iris Delameter, 1212 W. Eckerman, asked what do -the -land Iris Delameter scape,�contractorstdo with their green waste (C-5b(i) and C-5b(ii). She also noted that pigs are intelligent animals and gave a personal example. Dan Orsbern, 16308 Shadybend Drive, Hacienda Heights, of the Punster Square Dance Club, asked for clarification Dan Orsbern of the Palm View Park facility procedures. There seems to have been a breakdown in communication as far:as the registration fee and availability of the center. Mayor Manners stated that the comments will be considered at the time the item comes upoon the Agenda. City Manager Starbird requested Human Services Director Salazar to address the confusion over the use of the Palm View Park facility in relation to the questions asked by Mr. Orsbern. Mr. Salazar responded. Mayor Manners directed staff to meet with the representatives of the Funster Square Dance Club to '.. iron out any other difficulties. Mariposa Horticultural Enterprises, Inc. for the coming twelve-month period at the current annual cost. c) Approval of Sole Source Award for Repair of Municipal Pool - National Leak Detection Recommendation is to i) find that it is impractical and uneconomic to conform with the bidding require - Repair Municipal Pool - ments of the formal contract procedure of MC g 2-333 National Leak Detection due to the lack of availability of more than one vendor qualified to perform the needed service and ii) accept the proposal of National Leak Detection in the amount of $12,000 for the work to be done. TS 91126 - project funding d) TS 91126 - Confirmation of Project Fund Recommendation is to appropriate $119,077 in ATC funds for TS 91126. e) PP 93223 - Confirmation of Project Funding Recommendation is to revise the fund identification PP 93223 - in Action Item No. II of the 9/22/92 Council Report Project funding in reference to Cortez Park to read: Authorize the transfer of $120,000 from unappropriated Capital Improvement Funds to PP 93223 (160-320-3341-7700), $25,000 from PP 93113 (188-320-3313-7200) to PP 93223 (188-320-334177700), and $10,000 from PP 93219 (188-320-3331-7700) to PP 93223 (188-320-3341-7700). Miscellaneous - Building & Safety Department: Quarterly Construction Report (receive and file) Quarter ending 9/30/92 - Informational Report. Motion carried by roll call vote: AYES: Herfert, Jennings, McFadden, Wong, Manners NOES: None C-2a Councilmember Herfert discussed the resignation letter submitted by Senior Citizen Commissioner Barbara Smythe mentioned in the Commission's Summary of Action. He hoped she.would reconsider. Mayor Manners stated that she has been trying to contract Ms. Smythe on that'.very..issue. She thought perhaps a clarification of the Commission's duties might clear up the misunderstanding. C-5a Councilmember Herfert wondered what kind of an event hasLthe.West'Covina Rotary Club planned at the Senior Citizens Center. City Manager Starbird responded that it was a fundraiser. C-5b(i) and C-5b(ii) The question.was raised during Agenda Communications as to what do the landscape contractors do with the green waste. Staff responded that it was unknown at the present time, but would report back with anyanswer. City Engineer Thomas stated that in both cases, this was the fifth year of a:.f.ive-year contract and if directions were given to the contractors to change their procedures it would probably cause a charge to the City. Councilmember Wong stated that due to a conflict of interest with Item C-5b(ii), he would have to abstain from the vote.(relates to Maintenance District No. 2). Motion by Jennings, seconded by McFadden to..Approve the recommendation for C-5b(ii). Motion carried with Wong abstaining. Motion by Wong, seconded by Jennings, and unanimously END OF CONSENT CALENDAR carried to approve the -remaining items as recommended. PUBLIC WORKS SERVICES ESTABLISHMENT OF PROPOSITION "C" FUNDED PROJECTS City Engineer Thomas elaborated on the staff report. Council discussed the Planning Commission's recommendation and the reasons therefor versus an individual's preference for a,apet. Motion by Wong, seconded by McFadden, and unani- mously carried to direct the Planning Commission to prepare a code amendment allowing Vietnamese Pot - Bellied Pigs through an animal use permit process. BUILDING AND SAFETY 1) SCHEDULE FOR DEVELOPMENT OF PROPOSED NEW FIRE STATION NO. 2 AT CORTEZ PARK Schedule for construction Council reviewed the staff report. of Fire Station No. 2 Motion by Herfert, seconded by Wong, and unani- mously carried to receive and file the informational report. REDEVELOPMENT AGENCY Mayor Manners recessed the City Council meeting at 9:00 pm to convene the Redevelopment Agency meeting. The City Council reconvened at 9:24 pm with all members present. HUMAN SERVICES 1) MAVERICK FIELD PROPOSAL Maverick Field proposal - City Manager to execute agreement PUBLIC SAFETY SERVICES ADMINISTRATIVE SERVICES City Manager Starbird and City Attorney Hanna elaborated on the staff report and the finalization of the agreement between the City and Maverick Development Group. To expedite the execution of the agreement, Council discussed authorizing the City Manager to sign on behalf of the City. Councilmember McFadden said he could not vote in favor of the agreement if it didn't come before Council for him to review. Motion by Wong, seconded by Jennings to authoriz( the City Manager to execute the agreement. Motion carried with McFadden voting no. No items scheduled for this meeting. Motion carried by roll call vote: AYES: Herfert, Jennings, McFadden, Wong, Manners NOES: None ABSTAIN: Herfert re SCE billing ORAL COMMUNICATIONS No comments offered by the audience. MAYOR'S REPORTS Motion by Manners, seconded by Herfert, and unanimously carried to appoint Jennings and Wong as a subcommittee to recommend appointment(s) to the Senior Citizens Commission. Mayor Manners reported on the recent Second Annual International Day events held by the West Covina .Uvti.L. Adventists. She stated that once she receives the video tape of the opening ceremonies, she would like to share it at the Council meeting. COUNCILMEMBERS' REPORTS Councilmember Wong reported on the League of California Cities Annual Conference and stated he would be sharing ideas gleaned from the round table discussions with Council at a future time. He also reminded the viewing audience that the next Council meeting would fall on election day, and encouraged everyone to vote. Mayor Manners announced the opening celebrations for the new Metrolink have been scheduled for October 26 at 9:00 am. MayoriPro Tem Jennings noted that the ICA/SCVAC meeting ist.scheduledlforLll/,19:and the program is "Reinventing Government." He encouraged Council to attend. CLOSED SESSION Mayor Manners recessed the City, -.Council meeting at 9:48 pm to convene a closed session to discuss potential litiga- tion with the City Attorney, pursuant to Government Code Section 54956.9(b). The City Council reconvened at 11:10 pm. ADJOURNMENT Motion by Herfert, seconded by McFadden, and unanimously carried to -adjourn the meeting at 11;10pm to Tuesday, October 27, 1992 at 6:30 pm in the Management Resource Center for a study session on financial trends.
