WEST COVINA CITY COUNCIL
October 12, 1992
• The adjourned regular meeting of the West Covina City Council was called to order
at 5:38 pm in the City Hall Council Chambers; 1444 W. Garvey Avenue, West Covina.
ROLL CALL Mayor Pro Tem Jennings, Councilmembers Herfert, Wong
Councilmember McFadden arrived at 5:58 pm.
Absent: Mayor Manners (excused)
Others Present: Starbird, Hanna, Wylie, Keating, Salazar, Miller,
Yoshizaki, Berry
I MAVERICK BASEBALL FIELD
Council reviewed the staff report. Mayor Pro Tem Jennings announced
that the recommendation for this item is to refer it to the Human
Services Commission for their meeting on October 13,.il992, and then
forwarded to the City Council for the next Council meeting of October
20, 1992.
The following individuals addressed Council:
Joe Karaffa, 3021 E. Mesa Drive, introduced the Council to the
West Covina Maverick Baseball Facility Development Proposal formu-
lated by the Maverick Development Group,.:a..ptiblic.Lbenefitfnon-profit
corporation. The purpose of the organization is to develop the old
baseball field adjacent to the Ridge Riders Equestian Center which
has been unused for 18 years. The recipients of the developed base-
ball field woald be youths between 13 and 19 years old. The pro-
posal encompasses a fast -track schedule which if begun in November,
1992, youths could be playing on the field by spring, 1993.
_o,,�Mr. Karaffa discussed the financial contributions thusfar and
the anticipated maintenance needs of the City; such as: mowing grass,
electricity, water. etc.
Earl Haugen, 432 La Serena Drive, a middle school principal,
discussed the need for activities,for teenagers, ---..-
Russ Leper, a landscape contractor, stated that with his connections
all the necessary materials can be obtained for cost.
Daryl Smith, 3045 E. Larkwood Street, the attorney for the Maverick
Development Group, spoke further of the financial arrangements and
the Group's willingness to work with the City to further this project.
Council was very supportive of the concept and commended the
citizens for their time,_effortyzand goalsinooffering a workable
program for the youth of West Covina.
Motion by Herfert, seconded by Wong, and unanimously carried
to approve in concept and refer to the Human Resources Commission
for their comments and recommendations.
II ORDINANCE FOR ADOPTION - REPRESENTING THE FIRST PHASE OF TECHNICAL
CHANGES AND UPDATES TO THE WEST COVINA MUNICIPAL CODE (ZONING
ORDINANCE) AND THE WOODSIDE VILLAGE MASTER PLAN
Council reviewed the staff report, and noted that perhaps sometime
in the future they may want to revise the screening standards for
satellite dishes.

ORDINANCE NO. 1910 - AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST
. COVINA MUNICIPAL CODE, CHAPTER 5 (AMUSEMENTS), CHAPTER 26
(ZONING), AND THE WOODSIDE VILLAGE MASTER PLAN TEXT, REPRE-
SENTING THE FIRST PHASE OF A CODE CLEAN-UP PROCESS TO UPDATE,
CORRECT TYPOGRAPHICAL ERRORS, AND BRING CONSISTENCY AND
CLARIFICATION TO THE EXISTING MUNICIPAL CODE AND WOODSIDE
VILLAGE MASTER PLAN TEXT (Amendment No. 233 and Woodside
Village Master Plan Text Amendment No. 6)
Motion by Herfert, seconded by Jennings, and unanimously
carried to waive further reading of the ordinance and to adopt.
III ORAL COMMUNICATIONS
No comments offered.
ADJOURNMENT Motion by McFadden, seconded by Herfert, and unanimously
carried to adjourn the City Council meeting at 6:25 pm
to 7:00 pm on Tuesday, October 13, 1992 in the Management
Resource Center. However, Council relocated at 6:25 pm
to the Management Resource Center to convene as the
Redevelopment Agency.
