WEST COVINA :CITY COUNCIL
AND THE
W.C.U.S.D. BOARD OF TRUSTEES
September 29, 1992
The adjourned regular meeting was called to order by -Mayor Manners at 7:05 pm in
the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Pledge
of Allegiance was led by Board of Trustees President Sabatino.

I WEST COVINA V.I.S.l.O.N.
A UPDATE ON 1992/93 PROGRAM AND ACTIVITY PLANS
Kathy Jones, President of West Covina V.I.S.I.O.N. presented an
informational report on the past year's activities and the pro-
posed work program for YY 92/93.
B PROPOSED EDGEWOOD MIDDLE SCHOOL AFTER SCHOOL PROGRAM
Frank Schabarum, V.I.S.I.O.N. Board member and Chair of the After
School Program Committee, presented the results of a survey taken
of the Edgewood Middle School students on their preferences for
after school programs. The tallied results of the survey wastthe
starting point for development of an after school program by the
V.I.S.I.O.N. After School Program Committee. The Board of Trustees
and the City Council were asked to approve in concept the program
as developed and presented. Mr. Schabarum responded to questions
and comments.
The Council and Board of Trustees requested that V__I.S.I.O.N.
expand their efforts and programs to the other school districts
serving West Covina. Mr. Schabarum commented that this point was
well taken and V.I.S.I.O.N. had future expansion plans.
Motion by Jennings, seconded by Wong, and unanimously carried
to approve in concept the program as presented.
Motion by Martinez, seconded by Sabatino, and unanimously car-
ried to approve in concept the program as presented.
11 CAPITAL IMPROVEMENT PROGRAM PROJECTS ON SCHOOL DISTRICT PROPERTIES
City..Engineer Thomas discussed the funding sources of the proposed projects
and Human Services Director Salazar outlined the initial projects approved
by the City Council and the School District staff's proposed revisions to
those projects. As the questions and comments progressed, it became clear
that the Board of Trustees hadn't reviewed the revisions together as a
body and consequently were not comfortable voting on them.

Motion by Wong, seconded by McFadden, and,unanimously carried to
have the Board of Trustees review the revisions and make their recom-
mendations at a future joint meeting with the Council.
A similar motion was taken by the Board of Trustees.

Kathy Jones.thanked the City Council and Board of Trustees
for their support and encouragement of West Covina
V.I.S.I.O.N.
Gilbert Rodriquez, president of West Covina Pony Baseball,
stated that Coronado High School baseball field was in
more need of lighting than sprinklers.
Lollie Bergman, 426 S. Leaf, spoke of the history of the
municipal pool at Edgewood Middle School. She made
numerous suggestions and comments.
Robert Sotello Robert Sotello, Human Services Commissioner ' and the
basketball league president, suggested the School District
and the City work together in unity and utilize the
expertise of the Human Services Comission.
ADJOURNMENT Motion by Herfert, seconded by Wong, and unanimously
carried to adjourn the meeting at 9:50 pm. The Board
of Trustees adjourned as well.
