06-02-1992 - Regular Meeting - Minutes• M I N U T E S REGULAR MEETING WEST COVINA CITY COUNCIL June 2, 1992 The regular meeting of the West Covina City Council was called to order by Mayor Manners at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The Invocation was given by Rev. Sung Yop Lee of West Covina Unified Methodist Church and the Pledge of Allegiance was led by Councilmember McFadden. ROLL CALL Mayor Manners, Mayor Pro Tem Jennings, Councilmembers Herfert, McFadden, Wong Others Present: Starbird, Panas, Hanna, Wylie, Orr, Brown, Schieldge, Keating, Ure, Glover, McKenna, Holmes, Koniarsky, Field, Yoshizaki, Berry PRESENTATIONS Vine Elementary School principal Gary Lawson introduced five students who gave short speeches as part of their speaking class assignment. City Manager Starbird introduced the new Fire Chief of West Covina: Richard Greene. HEARING CITYWIDE SEWER STANDBY AND AVAILABILITY CHARGES FOR 1992/93 AND METHOD OF COLLECTION City Clerk Berry verified the affidavit of publication. Mayor Manners opened the hearing and the staff report Citywide Sewer Standby & was presented by City Engineer Thomas. Availability Charges Mayor Manners opened the public testimony portion of the hearing an&'City Clerk Berry reported that no written Public Testimony — — — — — — — comments, objections, or protests had been received in None relation to this matter. THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE authorizing the collection COLLECTION OF THE ANNUAL SEWER STANDBY AND AVAILABILITY CHARGES THROUGH THE COUNTY GENERAL TAX BILL Motion by Herfert, seconded by Wong, and unanimously carried to waive further reading of the resolution and adopt. Motion included establishing the citywide sewer and standby availability charges at $17.74 per unit for FY 92/93. HEARING FIRST SUPPLEMENTAL WEED AND RUBBISH ABATEMENT LIST City Clerk Berry verified the affidavit of mialing. lst Supplemental Weed Motion by Herfert, seconded by McFadden, and unanimously • Abatement List carried to receive and file the affidavit. Mayor Manners asked for oral comments, protests, or objec- tions and the following individual spoke to Council: Norman Richmond, 3432 E. Cortez Street, spoke favorabl} Norman Richmond of the weed abatement program and noted a lot adjacent to his home that was very much in need of attention. Mayor Manners then closed the public testimony portion Public —Testimony —closed of the hearing. Motion by Jennings, seconded by McFadden, and unanimously carried to order the abatement of weeds and rubbish on those properties described in Resolution No. 8821. AGENDA AND ORAL COMMUNICATIONS Louis Gilbert, 428 N. Fernwood Street, suggested more Louis Gilbert information on the Agenda regarding the closed sessions. Norman Richmond, 3432 E. Cortez Street, commented on automated trash pickup noting that he has a long driveway Norman Richmond and as a senior citizen would find it very difficult to maneuver the proposed containers. He asked if assistance will be given to invalids. He hoped Council would reject automated trash pickup for West Covina. Annette Lyford Annette Lyford,"3106 Los Cerillos, expressed similar con- cerns to those raised by Mr. Richmond and asked if a sur- vey had been taken ofoother cities as to how they handle such problems. Glenn Myers Glenn Myers, Covina/West Covina Animal Control Supervisor, noted Covina's support of Item J-1 (Animal Shelter Services) and stated he was available to answer questions. Marlene Chalette Marlene Chalette, La Verne, a volunteer..at.the Pomona ValleycHumane^Society,"explained taetthe volunteer program at the Humane Society.,and spoke in favor of J-1. Frank Andrews Frank Andrews of Los Angeles County Animal Services stated he was available to answer questions about shelter -.services. Motion carried by roll call vote: AYES: Herfert, Jennings, McFadden, Wong, Manners NOES: None Item 2a In response to Council's question, Community Services Poss property Division Manager Miller gave a status report on the Poss property. Motion by Herfert, seconded by Wong, and unani- mously carried to receive and file the staff report. Item 4a Mayor Pro Tem Jennings asked about the provisions for MP 87152 methanol fuel and the funds for the project. City Engineer Thomas responded. Motion by McFadden, seconded by Jennings, and unanimously carried to approve MP 87152 as presented and in addition, requested staff to look for other funding sources. Item 4c Councilmember Wong noted that he would have to abstain from Maintenance districts the discussions and voting of Maintenance District No. 4 resolutions for adoption and 7 due to a conflict of interest. City -Clerk Berry`presented the resolutions regarding MD #6 (Resolutions 8828 and 8829). Motion by Wong, seconded by McFadden, and unanimously carried to waive further reading of the resolutions and adopt. City Clerk Berry presented the resolutions regarding MD #4 (Resolutions 8826 and 8827) and MD #7 (Resolutions 8830 and 8831). Motion by Jennings, seconded by McFadden to waive further reading and'adopt. Motion carried with Wong abstaining for all four resolutions. Item 5 Councilmember Herfert had a question regarding the speed Speed limit on Merced limit on Merced. City Engineer Thomas responded, noting it was being reviewed because of a high accident rate and a report would be forthcoming to Council. Motion by Herfert, seconded by McFadden, and unanimously carried to accept and file. At 9:27 pm Councilmember McFadden left the Council table to use the phone. Item 8 Bid award: SP 92105 Motion by Herfert, seconded by Wong, and unanimously carried to approve as recommended. Motion carried with McFadden absent. At 9:30 pm CouncilmemberMcFadden returned to the Council table. Item 9c Staff responded to a"Council question. Motion by Jennings, Class spec: resolution seconded by Wong, and unanimously carried to waive reading of the resolution and adopt.,(Resolution 8832). PUBLIC WORKS DIVISION CLARIFICATION OF CONSTRUCTION TAX ORDINANCE Council reviewed the staff report. Motion by McFadden, seconded by Jennings, and unanimously carried to continue this item until June 16, 1992. FINANCE DEPARTMENT 1) REINVESTMENT OF MUNICIPAL IMPROVEMENT FUND RESERVES Council reviewed the staff report and Controller Panas Reinvestment of elaborated the subject with slides depicting various fund reserves investment schemes. Motion by Herfert, seconded by Jennings, and unanimously carried to authorize the immediate sale of $9,195,000 in callable FNMAs to be reinvested with the premium $1,068,918 until 2014 (Option A). PUBLIC SAFETY DIVISION POLICE DEPARTMENT 1) CONTRACTS FORPROFESSIONALSERVICES WITH VERNON MORTON AND WILLIAM LYM Elaboration of the staff report was given by Lt. Dillon of the Police Department. Software support for Police, Motion by Jennings, seconded by Wong, and unani- Fire & Communications mouslycarried to approve eontracffs.srQi:professional ser- vices with Vernon Morton and William Lym commencing June 1, 1992. CITY ATTORNEY City Attorney Hanna addressed the question posed earlier about the lack of information regarding closed session. She stated that there isn't always a need for a closed session and the Agenda should reflect the possibility of a closed session. REDEVELOPMENT AGENCY Mayor Manners recessed the City Council meeting at 10:20 pm to convene the Redevelopment Agency meeting. The City Council reconvened at 10:22 pm with all members present. GENERAL ADMINISTRATION OFFICE OF THE CITY CLERK 1) ANIMAL SHELTER SERVICES City Clerk Berry elaborated on the staff report. Council comments and questions were responded to by Animal Shelter services staff; Bill Harford, Executive Director of the Pomona with Pomona Valley Valley Humane Society; and Frank Andrews, Director Humane Society of the Los Angeles County Animal Care and Control. After lengthy discussion, motion by Jennings, seconded by Wong to a) authorize the Mayor and City Clerk to execute an agreement with the Humane Society of Pomona Valley effective July 1, 1992, in the amount of $31,710; b) authorize staff to notify. the JPA that the City of West Covina will not be renewing the current contract; and c) continue daily patrol services through the joint program with Covina. The motion carried with Herfert and McFadden voting no. MAYOR'S REPORTS Mayor Manners stated that she would - be attending the West Covina Elks Lodge Second Annual Chili Cookoff scheduled for June 27, 1992 and encouraged the other councilmembers to attend. Mayor Manners reported on the San Gabriel Valley's Association of Cities new gang task force and that Councilmember McFadden will serve on that committee. COUNCILMEMBERS' REPORTS Mayor Pro Tem Jennings clarified his vote at the May 27th hearing regarding MRFs in West Covina. He voted for Alternative A because. he -supports theodevel6pment of a Jennings MRF in West Covina. H&`iemphasize&-that^he was fi trbpp6sed to,:A:'MRF at the -landfill site -_(perm ttedtby Alternative": B), but council comments revealed to him that there were not enough votes for B. Councilmember McFadden reported on a recent fundraiser sp6nsored by the Boar's Head bar in Covina for Reginald McFadden Denny, one of the victims of the Los Angeles riots. Councilmember Wong thanked the public for their support with the West"Covina Lion's recent movie fundraiser which raised $15,000.
