05-19-1992 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING WEST COVINA CITY COUNCIL May 19, 1992 • The regular meeting of the West Covina City Council was called to order at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, by Mayor Manners. The Pledge of Allegiance was led by Councilmember Wong and the invocation was given by Father Ray Smith of St. Martha's Episcopal Church. ROLL CALL Mayor Manners, Mayor Pro Tem Jennings, Councilmembers Herfert, McFadden, Wong PRESENTATIONS Mayor Manners recognized the teachers who participated in the 1992 Earth Day events and distributed certificates to each. Councilmember McFadden presented a Certificate of Recog- nition to Andrew Evatt, the owner of Covina Boar's Head bar for a fundraiser to benefit Reginald Denny. Mr. Evatt will forward a Certificate of Recognition to Reginald Denny. Mayor Manners intertained a motion to officially place Agenda Item F-la on the Agenda. Although the itemwas included in the packets, it was inadvertently left off the final Agenda. Motion by Jennings, seconded by Herfert, and unanimously carried to place the item on the Agenda. Mayor Manners announced that the Animal Shelter Services matter scheduled for this evening is being recommended for hold over to be discussed at the next regular Council meeting. Mayor Manners welcomed Mr. Cimino's government class. HEARING MATERIALS RECYCLING FACILITIES/SOLID WASTE TRANSFER AND PROCESSING STATIONS (AMENDMENT NO. 248) Amendment No. 248 City Clerk Berry verified the affidavit of publication. (MRFs) Mayor Manners opened the hearing and the staff report, complete with slides, was presented by Planning Director Haley. Special Counsel Lennard explained the parameters of the hearing, noting that the closure of BKK in 1995 was not germane- to the issue. Mayor Manners opened the public testimony portiBn-:of the Public_ Testimony hearing and asked for comments in favor. The following In Favor addressed Council: George Tracy George Tracy, Waste Mgt & Environ. Quality Commissioner, stated that he has visited MRFs and noted that they can be very environmentally sound. He was not in favor of locating a MRF on the BKK site. Louis Fine Louis Fine, 1210 Robin Road, noted his support for the. construction of a MRF in West Covina. In Opposition: Mayor Manners asked for comments in opposition: Paul Hammerstrom, 1519 E. Newcrest Drive, commented that: Paul Hammerstrom a) BKK is already spending big bucks to move the scales • which appears to him that a decision has already been made, b) there would be an increase in traffic and refuse going into BKK, c) the improvements at the Plaza should:replace the revenues that will be lost by the closing of BKK, and d) the only land available for a MRF is on the BKK site. - 1 - • • CITY COUNCIL MINUTES 5/19/92' Pg 2 Jean Arneson Jean Arneson, 1116 Donna Beth, noted her opposition to any MRF, especially on the BKK site. Louis Gilbert Louis Gilbert, 428 N. Fernwood Street, agreed with previous two speakers. He couldn't believe the City could solve its financial problems by importing trash to West Covina. Richard Kuepper Richard Kuepper, 2639 Erica, opposed all MRFs and particularly'opposed the. -heavy -traffic and trucks to and from the BKK site. Bob Gurrola Bob Gurrola, 2628 Erica Avenue, opposed MRFs in West Covina. Sandy Belville Sandy Belville, 1614 Amar Road, was opposed to a MRF: at the BKK site, but not necessarily somewhere else in West Covina. Cynthia Asinas Cynthia Asinas, 2926 Dee Lane, stated it was very diffi- cult to sell real estate to potential property owners in the southern part of West Covina. Tom Snell Tom Snell, an environmentalist from Irwindale, stated that he was not opposed to MRFs, but that they should be run by the City. Royal Brown Royal Brown, 2153 Aroma Drive, opposed MRFs altogther; and transfer stations�hot'only.cstink but are also ancient technology. He said that current technology requires ': .. water to be removed from waste. Joe Abbate ;.-;;. Joe Abbate, 2047 Delores Street, opposed both alterna_'.,r tives. Diane Moyer. "..''`. ,Diane Moyer, 1400 Alpine Drive, opposed a MRF at BKK as there are enough smells emanating from the site already. David Largent; __. :.., c-tr :: David Largent, 2141 Aroma Drive, opposed a--MRF at BKK. Iris Delameter Iris Delamter, 1212 W. Eckerman, opposed "hand sort" but not "pre-sorted" trash.coming into West Covina. She was not opposed to the idea of a MRF in the City. Shirley Toy Shirley Toy, 1936 Jacaranda Drive, noted that no one at the Planning Commission meeting spoke in favor of the MRFs, except the Planning Commissioners and staff. Ralph Eppley Ralph Eppley, 2652 Elena Avenue, expressed concern over statements made by the Planning Commissioners regarding revenues needed by the City. Louis Fine _.._' .:o'._'. "or.,' Louis Pine, 1210 Robin Road, noted his opposition to any MRFs located at the BKK landfill. Rebuttal: Mayor Manners allowed for rebuttal comments; however, no None one addressed:Council. Mayor Manners then closed the Public Testimony closed public testimony portion of the hearing.to commence Council discussion. Council comments Mayor Manners took a hand count of the audience as to who was opposed to MRFs in general as opposed to those in the audience who favored MRFs. The overwhelming majority opposed any MRFs in West Covina. Planning Director Haley explained that the scales at the landfill were relocated to assist in the closure of the landfill scheduled for 1995. She also stated that MRFs come in various sizes - the larger the facility, the more trucks that will drive down the streets to get to it. It was also noted that redlining was not supposed to be happening and anytime Council hears about that, they immediately take -steps to investigate. The consultant, Mr. Shone, stated that poorly run MRFs do emanate odors; however, newer MRFs are designed to abate odor problems. Ms. Haley addressed the regulation"s-on^paper versus the enforcement thereof. - 2 - CITY COUNCIL MINUTES 5/19/92 Pg 3 Councilmember Wong discussed the MRFs in relation to the quality of life. Councilmember Herfert agreed with most of the citizens, opposing a MRF at the BKK site; although one located in • another area would be acceptable. Councilmember McFadden favored a MRF in West Covina, preferring another area than the BKK site. He felt the odors.could be minimized, would bring in revenues for the City, that there were no negative impacts to the ground, and that the materials coming into the MRF would be turned around in twenty-four hours. Councilmember Wong agreed with McFadden's assessment of the environmental and fiscal soundness of a MRF in West Covina and addressed traffic considerations. He favored Alternate B, which would permit a MRF on the BKK site. Alternate B leaves all options open to a location for a potential site for a MRF. Mayor Pro Tem Jennings agreed with previous statements, noting his support for Alternate B. Mayor Manners concurred with previous statements as well, favoring Alternate A. OF THE CITY OF WEST COVINA, CALIFORNIA, CERTIFYING THE NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT PREPARED FOR AMENDMENT NO. 248 Motion by Jennings, seconded by McFadden, and unani- mously carried to waive further reading of the resolution and adopt. Motion by Herfert, seconded by McFadden to approve the ordinance labeled as Alternate A. No.action taken. She requested an additional $1600 to cover the difference. Alicia Prieto, representing V.I.S.I.O.N., invited Council Alicia Prieto to attend this year's first meeting shceduled for June 8 at 7:30 pm at Edgewood Middle School. E.T. Snell, Irwindale, made several comments regarding his .E.T. Snell fight for an environmentally sound community and stated that he had filed a lawsuit against an Irwindale landfill. City Manager Starbird responded that the Richard Greene begins work on June 1, 1992, and comes from Kansas City, Missouri. No Battalion -Chiefs in West Covina were interested in the position.
