ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
May 18, 1992
The adjourned regular meeting of the West Covina City Council was called to order
by Mayor Manners at 6:45 pm in the Management Resource Center at City Hall, 1444
W. Garvey Avenue, West Covina.

BUDGET OVERVIEW'`
Finance Director Koniarsky began the meeting by presenting
an overview of all City funds and the fiscal condition of
those funds for the year ending June 30, 1992. He referred
to the first nine pages of the revenue manual, highlighting
changes between the projected amounts and the actual
amounts received throughout the year.
City Manager Starbird commenced a discussion regarding
Council policy and issues facing the Council in relation
to the projected general fund deficit of $1,381,109.
Both Mayor Manners and Mayor Pro Tem Jennings expressed
opposition to utilizing reserves to help balance the
budget. Compounding"the'-diff.iculty-wa's the+'.impending
state legislature's problem of balancing the state budget
and the unknown effects it would have on municipal budgets.
Staff was directed to report back to Council with further
alternatives in cutting services and increasing revenues.
