WEST COVINA CITY COUNCIL
May 6, 1992
• The adjourned regular meeting of the West Covina City Council was called to order at
6:15 pm in the Management Resource Center at City Hall, 1444 W. Garvey Avenue, West
Covina.

CONTINUATION OF DEPARTMENTAL PRESENTATIONS OF WORK PROGRAMS
Director of Redevelopment Services Wylie presented the
current work programs/projects of Redevelopment for FY 91/92.
Councilmember Herfert was called out of the meeting at
7:15 pm for a family emergency.
ADJOURNMENT Mayor Manners adjourned the meeting at 7:35 pm.
RECONVENE TheoCity Council convened in the City Council Chambers on
the first floor to consider the remainder of the May 5th
Council meeting Agenda.
Mayor Manners called the meeting to order at 7:45 pm
and Councilmember Herfert -ioas absent. "IC?
PUBLIC WORKS DIVISION SP'92119 = STREET REHABILITATION (PHASE I)
Council reviewed the staff report.
Motion by Wong, seconded by McFadden, and unanimously
SP 92119 - carried to transfer $335,000 from SP 92102 to SP 92119 and
Park Rose, Inc. accept the bid of Park Rose, Inc., Van Nuys, in the amount
of $291,758.58 as submitted at the bid opening of April 8,
1992 and authorize the Mayor and City Clerk to execute an
agreement with Park Rose, Inc.

1) LOW. INCOME SENIOR CITIZEN WASTE COLLECTION FEE
REDUCTION...
Council reviewed the staff report.
Low Income Senior Citizen Motion by Jennings, seconded by Wong, and unanimously
Fee for waste collection carried to approve the low income senior citizen rate
reduction for waste collection service as proposed by
West Covina Disposal and the related program components.

1) MOBILE COMPUTER TERMINAL PROJECT
Council reviewed the staff report.and commented
favorably on the project.
Motion by Jennings, seconded by McFadden, and unani-

Mobile Computer Project fund to complete the purchase
of hardware and software in order to complete Phase IV
of the Public Safety Automation Plan.

MAYOR'S REPORTS 1) ANNUAL APPOINTMENT BY THE MAYOR OF COUNCIL REPRE-
SENTATIVES TO OUTSIDE BOARDS AND COMMITTEES
Mayor Manners reviewed the list of appointments with
Council to gain their concurrence. After some adjust-
ments to accommodate personal schedules and conflicting
meetings, Council concurred on the following appointments

Councilmember Herfert arrived at 8:30 pm.
2) EXPIRATION OF COMMISSIONERS' TERMS AND THE PROCEDURE
FOR APPOINTMENT
Council reviewed the staff report..and discussed the
process.
Commission appointment Mayor Manners suggested a Mayor/Mayor Pro Tem Sub-
process committee to review the applications and recommend a
process by the first meeting in June, addressing too
whether to advertise or not.
Councilmember Wong suggested restructuring the com--
mission terms for Human Services Commission to avoid
too much turnover.
Mayor Manners suggested Councilmembers Herfert and
McFadden review the Senior Citizen Commission applica-
tions-and,review the'intervie,as of,the-incombents.
Staff was directed to contact a31-incumbents whose
terms are expiring as to their desires for reappoint-
ment. Motion by Jennings, seconded by Wong, and unani-
mously carried to incorporate the above comments;c
targeting the`_second meeting)in`Junerto make the
appointments.

• 2) AUTOMATED RESIDENTIALWASTE COLLECTION
Community Services Division Manager Miller elaborated on
the staff report. General Manager -of West Covina Dis-
posal, Dennis Chiappetta, also made a presentation to
Council. Mayor Manners then opened the meeting for
oral comments from the audience regarding this subject,
and the following addressed Council:

Louis Fine
Louis Fine, 1210 Robin Road, wanted to know if
West Covina Disposal was going to roll out the bins for
senior citizens and the disabled. He also was concerned
•
about recapturing the costs for the purchase of equip -
merit.
Mike Mohajer
Mike Mohajer,.738 S. Hillward, felt the automated
collection cost is unsupported.
Bill Ketteringham
Bill Ketteringham, Waste Management & Environ-
mental Quality Commissioner, expressed the views of
the-. commissioners. r^

publicized and that recycling hasn't been addressed.
Frank Taormina
Frank Taormina, 2714 Altamira Circle, noted that
the new containers won't fit into many garages and
asked what do to about papers for recycling.
Iris Delameter
Iris Delameter, 1212 W. Eckerman, noted her
opposition to the automated system. She also commented
that those in opposition having been stating so for the
last three years and the complaints are still the same.
Corey Warshaw
Corey Warshaw, 3030 E. Holt Avenue, favored the
automated system and felt the City isn't being
financially responsible with the project however.
Jean Arneson
Jean Arneson, 1116 Donna Beth, asked about the
rate survey.
Louis Fine
Louis Fine, 1210 Robin Road, asked further
questions aboutthe amortization of the equipment.
Mayor Manners closed the oral portion andtasked:,staff
t to respond to the comments. Mike Miller complied.
Council comments followed.
Council comments
Mayor Manners felt the cost was too high, equip-
ment could be amortized over a longer period of time,
and the recycling program should cease.
Councilmember Herfert favored the manual system
and would not be able to support the automated trash
pickup due to the rate structure.
Councilmember McFadden favored the automated
system with a choice of containers and didn't want to
stop the recycling pilot program.
Mayor Pro Tem Jennings noted the City's obligatior
to comply with the requirements of AB 939 and favored
the automated trash pickup but at a cost of about a
.$12 rate.
Councilmember Wong noted his support for the
automated system with a choice in container sizes for
the residents.
West Covina Disposal General Manager Chiappetta
addressed Council, noting he would not be able to change
the rate without speaking to the owner of the company.
Mayor Manners called a recess at 11:20 pm.
Recess
Council reconvened at 11:50 pm with all members present.
Mr. Chiappetta was unable to firm up the requested
rate change.
Motion by McFadden, seconded by Wong, and unani-
mously carried to hold over the matter until May 19,

1992. Motion carried with Herfert voting no.

Motion by Jennings, seconded by McFadden, and unanimously
carried to adjourn the meeting at 11:50 pm.
