05-05-1992 - Regular Meeting - MinutesM I N U T E S REGULAR MEETING WEST COVINA CITY COUNCIL May 5, 1992 The regular meeting of the West Covina City Council was called to order by Mayor • Manners at 7:38 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina. The invocation was given by Rev. Battalion Chief Schieldge recounted the situations that happened to two of West Covina's Fire companies that were dispatched to Los Angeles to help suppress the fires. Mayor Manners welcomed Mr. (Cimino's High School governments: class. EAST CAMERON AVENUE PARK SPECIFIC PLAN AND HOUSE RELOCATION (Informational hearing) Mayor Manners announced that this was not a formal hearing, but an informational hearing at the request of adjacent residents to the property in question. The staff report was presented by Planning Director Haley. She presented slides of the area and noted the following concerns have been brought up by the residents at previous meetings.and the staff response: a) security of adjacent properties b) access by car and foot traffic c) aesthetics of -the house'proposed'for relocation d) project timing and estimated'project completion Mayor Manners asked for public comments -and questiorns'about the project and the following adressed Council: Mary Brightwell, on behalf of historical society Talmadge Ross, 1141 E. Cortez Street Harry Prados, 946 Heritage-- Pg 2 Upon c6nclusion of public comment, Planning Director Haley Staff Reponse explained that there was $170,000 earmarked for the project and a topographic map and grading plans were currently being prepared. Park Planner RFP's have been prepared and when finalized, another meeting will be held with the residents. City Engineer Thomas addressed traffic considerations. Council Comments Council,comments included fencing around the park, parking, working with the residents to make them comfortable with project, and the basic concept behind the park is preservation. Motion by Jennings, seconded by Herfert, and unanimously carried to uphold the decision to proceed with implementation of Phase I of the Cameron Avenue Park site, and reaffirmed their commitment of the development of Heritage Park on the site. Recess Mayor Manners called a recess at 9:24 pm. Council reconvened at 9:35 pm with all members present. HEARING 1992/93 COMMUNITY DEVELOPMENT PROGRAM Mayor Manners stated that the Human.; Services Commission 92/93 Community Develop- is recommending a number of programs and projects funded from ment Block Grant the City's 92/93 CDBG from the federal government. A total of $889,611 is available for the coming fiscal year. Projects and programs must benefit lower income, elderly or disabled persons. City Clerk Berry verified the affidavit of publication. Mayor Manners opened the hearing and the staff report was presented by Human^Services Director Salazar. Annette Lyford Annette Lyford, 3106 Los Cerillos, encourage Council to consider before and after school care. Kathy Jones Kathy Jones, 1428 Sandia, spoke of school programs. Corey Warshaw Corey Warshaw, 3330 E. Holt, questioned the time frame for -getting the information back to the Federal Government. Lindsey Parker Lindsey Parker, from Project Sister. Royal Brown Royal Brown, 2153 Aroma Drive. Public Testimony closed ------------ Mayor Manners closed the public testimony portion of the hearing and staff responded to the questions and comments. City.Clerk Berry presented: Resolution 8812 - RESOLUTION NO. 8812 - A RESOLUTION OF THE CITY COUNCIL application approved OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING ITS INTENTION TO APPLY FOR GRANT FUNDS PURSUANT TO THE FEDERAL HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 AS AMENDED AND CERTIFYING THE ENVIRONMENTAL REVIEW RECORD THEREON Motion by Jennings, seconded by Herfert, and unanimously carried to waive further reading and adopt. - 2 - CITY COUNCIL MINUTES May 5, 1992 Pg 3 HEARING APPEAL OF A DECISION OF THE PLANNING COMMISSION Mayor Manners explained that Council would consider an appeal Appeal Hearing by of the Planning Commission's decision to deny Sign Adjustment Shoe City No. 1 (Shoe City, -Shoe City, Etc.). City Clerk Berry verified the affidavit of publication and mailing. Mayor Manners opened the hearing and the staff report was presented by Planning Director Haley. Public —Testimony Mayor Manners opened the public testimony portion of the hearing and asked for comments favoring the appeal. The In Favor: following addressed Council: Bob Garber Bob Garber, appellant, addressed the issue of the color of his signs. He did note that the color name is "red" although the sign -'sample appeared fluorescent pink. Frank Blanco FrAnk•`Blanco of the: Lamppost Pizza in the same shopping center, felt the color of the sign made no difference in detracting from the shopping center as a whole. Lillian Fine Lillian Fine, 1210 Robin Road, felt that deciding what color is pleasing or not pleasing is very subjective. Lee Young Lee Young, a stockholder of the appellant's parent company, felt several of the Municipal Code's sections were anti -business. Pima Avenue, felt that develop- ment standards are created for several reasons," r"- including aesthetics and consistencies, and should be adhered to. Corey Warshaw Corey Warshaw, 3330 E. Holt Avenue, urged support of the Planning Commission's decision. Annette Lyford Annette Lyford, 3106 Los Cerillos, felt the matter had been thoroughly reviewed and discussed by the Planning Commission and didn't like the idea of over-riding the Commission's decision. Mayor Manners asked for rebuttal comments, addressing only In Rebuttal: those items discussed under opposition.
