ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
May 2, 1992
The adjourned regular meeting of the West Covina City Council was called to order
• by Mayor Manners at 9:12 am in the Management Resource Center at('City Hall, 1444
W. Garvey Avenue, West Covina. Mayor Manners led the Pledge of Allegiance.
ROLL CALL Mayor Manners, Mayor Pro Tem Jennings, Councilmembers
Herfert, McFadden, Wong
Others Present: Starbird, Wylie, Miller, Thomas, Mayer, Koniarsky, Panas,
Keating, Orr, Glover, Jones, Holmes, Markham, Holler,
Schieldge, Berry
Police Chief Holmes recounted the events of the day in
regards to the situation in Los Angeles. He recited the
precautions taken by several businesses in West'Covina:
Fashion Plaza and Eastland closed at 5 pm, the Red Onion
closed at 8 pm, and the West Covina Police force doubled
up on reserve officers and assigned six extra vehicles to
patrol the streets.
CAPITAL IMPROVEMENT -PROGRAM
CIP Wrap -Up Public Works Division Manager Thomas, referring to hand
out materials &:documents, reviewed the projects contained
in the CIP for this year. —
Two representatives from South Hills Little League addressed
Council requesting assistance with fencing and electricity
for a total amount of $3,000. They also mentioned that the
South Hills Little League field needed brick dust in the amount of $1500. Council
discussed ongoing operating expenses vs. one time expenses.
Motion by Herfert, seconded by McFadden, and unanimously
carried to appropriate $3,000 for fencing and electricity
and another $1,500"for brick dust.
On another matter, Council suggested staff look into
the concept of a one -stop counter on the first floor at
City Hall.
Recess Mayor Manners.recessed the City Council meeting at 11:15 am.
Council reconvened at 11:30 am with all members present.
PUBLIC SAFETY DIVISION
The current year services/programs were discussed by
Battalion Chief Schieldge. The Police Department was
discussed by Police Chief Holmes. Communication activities
were discussed by Communications Director Keating.
Council decided to take the Redevelopment Agency's programs
and projects at the next budget study session, scheduled
for Wednesday, at 6:00 pm.
• ADJOURNMENT Mayor Manners adjourned the meeting at 3:55 pm.
