ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
April 22 and 23, 1992
The adjourned regular meeting of the West Covina City Council was called
to order at 5:30 p.m. on Wednesday, April 22, 1992 and on Thursday,
April 23, 1992 in the Management Resource Center, City Hall, 1444 W. Garvey
Avenue, West Covina, by Mayor Manners.

Others Present: Starbird, Wylie, Koniarsky, Panas, Holler, Mayer,
Glover, Haley, Parker, Wolff, Salazar, Holmes, Perkins
CAPITOL IMPROVEMENT PROJECT
Wednesday, April 22
City Manager Starbird previewed the calendar for the
upcoming Budget Study Sessions. He also explained the
process being used to present the CIP. He then turned
the presentation over to City Engineer Thomas who
explained the goals of the Study Session, went through
an overview of the CIP formulation process, program
guidelines and discussed current projects status vs.
overall needs.
Thursday, April 23
City Manager Starbird explained that this meeting was
to set priorities in the Capitol Improvement Program
and to discuss needs and wants. He then turned the
presentation over to City Engineer Thomas who went
through the requested projects for FY 1992-93,
available funds and limits on use, and project
prioritization. Councilmembers each discussed what
they deemed necessary projects as well as desired
projects.
On Wednesday, April 22, 1992; the meeting was
adjourned at'9:17 p.m. On Thursday, April 23, 1992,
the meeting was adjourned at 9:20 p.m.
