REGULAR MEETING
WEST COVINA CITY COUNCIL
April 21, 1992
• The regular meeting of the West Covina City Council was called to order by Mayor
Jennings at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina. The invocation was given by Rev. Burt All of United Methodist Church and
the Pledge of Allegiance was led by Mayor'Pro Tem Herfert.

The proposed interim urgency ordinance extension will allow

Mayor Jennings asked for comments in opposition. City Clerk
Berry stated a letter had been received in opposition to the
time extension. It was received from Bruce and Lee Rosengren,
Managers of the Villa de Rosa Apartments. No oral comments
in opposition were received and Mayor Jennings closed the
public portion of the hearing.

Claims for Action (deny and notify claimant):
Virginia Steffen filed a claim on December 20, 1991, for
personal injuries and property damages. The amount of claim
was not known at time of presentation.
Bruce and Lorraine Wild filed a claim on March 4, 1992 for
property damage amounting to $1,391.10.

Motion by Manners, seconded by Herfert, and unani-

2) OATHS OF OFFICE
Judge Michael Rutberg administered the Oath of Office to
reelected City Clerk Janet Berry.and presented her with
the Certificate of Election.
Judge Rutberg then administered the Oath of Office for
reelected Councilmember Nancy Manners and Councilmember
Bradley McFadden and newly elected Councilmember Benjamin
Wong. Each received their Certificate of Election.
3) REORGANIZATION OF COUNCIL
City Clerk Berry conducted the election of mayor. Mayor
Jennings nominated Councilmember Manners.:.^There being
no other nominations, the nominations were closed.
Nancy Manners elected -
Motion by Jennings, seconded by Wong,to elect Council -
Mayor of West Covina
member Manners as Mayor of Wesi7Covina. The motion carried
with McFadden and Herfert voting no.
City Clerk Berry turned the meeting over to Mayor
Manners.to conduct the election of mayor pro tem. Council -
member Wong nominated Councilmember Jennings•__TherQ--
being no other nominations, the nominations were closed.
Motion by Wong, seconded by Manners to elect Council -
Richard Jennings elected -
member Jennings as Mayor Pro Tem of West Covina. The
Mayor Pro Tem
motion carried with McFadden and Herfert voting no.
Designation of Alternate to Los Angeles County Sanitation
District Board
Mayor Manners stated that the Mayor is automatically the
voting delegate to the Sanitation Board. She asked for
Council's concurrence in appointing Mayor Pro Tem Jennings
as the alternate. Council concurred.
4) COUNCIL COMMENTS
Mayor Manners thanked her committee members and the
citizens for her reelection. Councilmember McFadden
pledged his efforts to represent the resident taxpayers
. of West Covina. Councilmember Wong thanked his committee
members and supporters, and discussed the campaign pro-
cess.

5) PRESENTATION OF PLAQUE TO OUTGOING MAYOR
BY NEWLY ELECTED MAYOR
Mayor Manners presented a plaque to immediate past
Mayor Richard Jennings. He expressed pleasure in serving
the citizens this past year as Mayor of West Covina.
Councilmember Herfert commented on the goals he set
two years ago and his accomplishments thus far on the
Council. He presented the list to the City Clerk for
availability -.to the citizenry.
Mayor Manners spoke about the issues of the upcoming
year., that Council would be working on to help bring
the community together: the school district, the
historical society, cultural diversity. --just some -of.
the items facing the City.
ORAL COMMUNICATIONS
Rita•Heieck-,:-president of West Covina Beautiful, extended
her congratulations to the Council, and reminded the audience
of the upcoming Clean -Up, Paint -Up, Fix -Up Week scheduled

for the first week in May.
Katherine Castucci, 430 S. Pima, expressed her appreciation
for Council's commitment towards community participation
and the positive attitude conveyed by the Councilmembers

William Ketteringham of the Waste Management and Environ-
mental Quality Commission noted Earth Day would be celebrated

in the Courtyard on Saturday beginning at 10:00 am.
Daniel Robinson, 3315 E. Virginia Avenue, extended his con-
gratulations to the Council and urged them to work as a

City Manager Jim Starbird spoke on behalf of the employees
in extending congratulations to the new Council.
MAYOR'S REPORTS No additional comments.
COUNCILMEMBERS' REPORTS Councilmember Wong -commented that it was his belief that
Council could work together and noted that more can be
done by holding hands than pointing fingers.
'ADJOURNMENT Motion by Jennings, seconded by Herfert, and unanimously
carried to adjourn the meeting at 9:15 pm to 5:30 pm on
Wednesday, April 22, 1992.
