Garvey Avenue, West Covina. The Invocation was given by George Johnstone of the Salvation Army and the Flag Salute was led by Councilmember McFadden. HEARINGS 1) FAMILY DAY CARE PROVISIONS - AMENDMENT NO. 246 Mayor Jennings noted the proposed amendment is intended Amendment No. 246 - to revise the existing family day care provisions in a Family day care provisions manner which further supports the purposes of the California Child Care Facilities Act of 1984. CityrClerk Berry verified the affidavit of publication. Mayor Jennings opened the hearing and the staff report was presented by Planning Director Haley. Public Testimony Mayor Jennings opened the public testimony portion of the hearing and asked for comments in support of the None amendment. No one addressed Council. Mayor Jennings then asked for comments opposing the amendment. Again no one addressed Council and the public testimony Public Testimony -closed portion of the hearing was closed. Mayor Jennings asked for the reading of the.ordinance heading. Manny Aftergut Mr. Manny Aftergut, representing the applicant Tom Calloway Tom Calloway, 3209 Campton, In Opposition: Mayor Jennings asked for comments in opposition: James Davis James Davis, 616 N. Vincent; noting he owns property adjacent to proposed development, objected to a) leach line, b) location of creek, c) sewer line, d) the intersection of the development would be 120 feet from his property. Royal Brown Royal Brown, 2153 Aroma Drive, questioned the adequacy of the EIR in addressing the utilization of the -water. Louis Gilbert Louis Gilbert, 428 Fernwood, asked 'about the number of trees to be destroyed. Rebuttal: Mayor.Jennings asked for rebuttal comments: Manny Aftergut Manny Aftergut,stated.many trees will be planted throughout the project, would also like to have a smaller conduit connecting to the development, and heavy landscaping is planned to discourage graffiti. Planning Director Haley addressed the tree issue. City Engineer. Thomas stated the water issues were adequately^addressed inethe EIR and expounded on that portion of the EIR. AGENDA AND 'ORAL COMMUNICATIONS Louis Gilbert, 428 Fernwood Street, announced a candidates' forum to be held at the Senior Citizens Center on March 18 Louis Gilbert at 7:00 pm. Sandy Bellville, Woodside Village Apartments Manager, spoke in favor of Item E-3c ( flags and banners temporarily per - Sandy Bellville mitted for multiple -family zones):.c_s Royal Brown, 2153 Aroma Drive, commented on the City Treasurer's Report for the month of February, 1992. He opposed the staff recommendation regarding J-1 (USA Waste) and favored a Council subcommittee to consider Royal Brown the Host City Agreement. Danny Teague, 1626'Amar Road, in regards to E-lb -graffiti Danny Teague removal, he favored locking up aerosol cans and markers. James Dais, 6161N. Vincent, stated that he gets no response James Davis when he calls the flood control district. Royal Brown, 2153 Aroma Drive, stated he did not receive a copy of the staff report regarding drainage problems on Royal Brown his street. City Engineer Thomas stated the report went to Council about a month ago. He explained that the property in ques- tion is private property and the City has no Authority'.o in regards to the situation; however, a letter did go to the property owner alerting him that he may have a drainage problem, Royal Brown to receive a copy of that letter. Ken Norris, 2107 Yarnell Street, complained that two sites of Suburban Water Company were badly in need of landscaping Ken Norris and/or fencing, that they were downgrading the neighborhoods. City Manager Starbird stated that staff would contact Suburban Water Company and look into the situation. Recess Mayor Jennings called a recess at 9:45 pm. Council reconvened at 10:05 pm. City Manager Starbird stated that the City needs technical advice and if the Council has lost confidence in this one, another one should be retained. Motion by McFadden, seconded by Manners to approve the transfer of $16,000 from budget account 2312-6120- to 2313-6120.and approve an increase in compensation for consultant services provided by Brown, Vence &-Associates to a not -to -exceed amount of $36,000. Council limited the funding amount to April 13, 1992. Staff to report back on or before April 13, 1992. Graffiti Removal update Motion by McFadden, seconded by Manners, and unani- mously.carried to: a) request all businesses to voluntarily lock-up-t aerosol paint cans and large markers and b):.,involve-the Chamber of Commerce and other civic organizations to assist in'�the:-development bf''a volunteer program and come back to Council with a report by April 21, 1992, and c) direct staff to send out RFPs for graffiti removal services for the 92/93 budget year, and d)--direct staff to include an option for a more precise color matching as part of the specifications in the RFP. Council requested staff to review and report back in six months. HUMAN SERVICES DEPARTMENT 1) PARK PRIORITY Council reviewed the staff report. Park Priority Motion by Manners, seconded by Herfert, and unani- mously carried to include the Park Priorities in the 92/93 Capital Improvement Program process. Motion by Herfert, seconded by McFadden, and unanimously carried to hold over this item until April 7, 1992 City Council meeting. COUNCILMEMBERS' REPORTS Motion by Manners, seconded by Herfert, and unanimously carried to approve a Council commendation and City tile for Al Totter, retiring San Gabriel Valley'Daily':Tribune publisher. Mayor Pro Tem Herfert addressed graffiti and gang problems. He made several suggestions: enforcing a curfew, implemen- ting a Police substation -elsewhere in West Covina, educating parents of telltale signs of gang activity such as "gang clothing."
