ADJOURNED REGULAR MEETING
OF THE WEST COVINA CITY COUNCIL
February 25, 1992
The adjourned regular meeting of the West Covina City Council was called to order
by Mayor Jennings at 5:42 pm in the City Hall Council Chambers, 1444 W. Garvey
Avenue, West Covina.
ROLL CALL Mayor Jennings, Mayor Pro Tem Herfert, Councilmember
Manners, McFadden
Others Present: Starbird, Wylie, Hanna, Orr, Miller, Holler, Berry
SOLID WASTE COLLECTION Division Manager Mike Miller presented the staff report
reviewing thefollowing subjects:
a) proposed franchisee qualifications
Staff presentation b) collection contract (franchise) terms
c) option.to request automated waste collection
program
d) option to request proposal for development of
materials recovery facility
Council discussed each of the above areas at length,
and clarified contract language. Arakelian Enterprises
and staff answered questions. By the end of the meeting,
the following changes were agreed upon and the revised
contract would be submitted at Tuesday evening's Council
meeting for approval:
1. The current curbside recycling pilot program will
continue.
2. Reduced rates will be given to low-income senior
citizens, rather than a blanket senior citizen
reduction.
3. The cbntractor,must:justify-a'GP.I increase - it
will not be automatic.
4. Rates applicable to schools will be 50% of the
commercial rates.
5. Bins for'.recydIingo n)key,1ocati6ns in ;the City
will:be:dropped off within 180 days of the contract.
6. Staff to submit:a status report regarding California
Bank.
7. Contractor to report back with locations, logistics,
etc. for bins in key locations throughout the city.
8. The Waste Management & Environmental Quality Com-
mission will review the automated waste collection
proposal as'well as -:the proposal.for a materials
recovery system when they are presented by Athens.
9. Regarding -'MRF, council agreed that MRF.- shall'be'
located^in West'C6vin'a;':bUt-,,the "rail head" may
be located outside the City.
Recess Mayor Jennings called a recess at 7:55 pm. Council
reconvened at 8:25 pm.

ADJOURNMENT Motion by Herfert, seconded by Manners, and unanimously
carried to adjourn the meeting at 8:58 pm to February
26, 1992 at 5:30 pm for a closed session pursuant to
Gov. Code Section 54956.9(b).
