02-19-1992 - Regular Meeting - Minutesf • • M I N U T E S ADJOURNED REGULAR MEETING OF THE WEST COVINA CITY COUNCIL AND THE W.C.U.S.D. BOARD OF TRUSTEES February 19, 1992 The adjourned regular meeting of the West Covina City Council was called to order by Mayor Jennings at 6:37 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue. The Pledge of Allegiance was led by President of the School Board, Pete Sabatino. ROLL CALL City Council Jennings, Herfert, Manners, McFadden Board of Trustees Martinez, Mount, Sabatino, Spence (Carrigan - absent) Others Present: Starbird, Wylie, Miller, Panas, Koniarsky, Orr, Holler, Holmes, Thomas, Salazar, Jones, Berry Introductory remarks were made by Mayor Jennings, noting that it was Council's desire to work closely with the School District to serve the residents of West Covina in the best cost/effective manner as possible. AGENDA AND ORAL`COMMUNICATIONS Roberta;Azpeitia-, 1749'Woodgati? Drive, '.encouraged.the. School Board to send their impending survey questionnaire Roberta Azpeitia to all parents in West Covina. Kathy Jones, interim chair of West Covina V:I.S.I.O.N., presented a'status•rreport'ofcthe'group'.since.its inception and noted that they are working on completing goals and guidelines for the coming year. She thanked both the Council and the School Board for their support and hoped Kathy Jones for continued support in the coming year. Phil Moreno, 424 N. Willow, distributed a letter re - Phil Moreno questing lighted basketball courts for adult players. Iris Delameter, 1212 W. Eckerman, commented on her participation with a couple of other mothers who put on classes for kids at Shadow Oak Park facility. She felt the only place to really reach the kids is through Iris Delameter _ the schools. Annette Lyford, 3106 Los Cerillos-Drive, felt we should target kids before they reach seven years of age. She discussed a program conducted by the Pomona Valley Annette Lyford Unified School District as a possibility for West Covina. Lollie Bergman, 426 S. Leaf,, commented on several areas: 1) The charges are hampering the success of the after school programs-. 2) Pupil services has been slashed and services have been cut as part of the pending reorgan- Lollie Bergman izaiion at the School District. City Manager Starbird stated that the West Covina Human Services Commission is currently reviewing and studying available use facilities and progamsoprovideda.:A"_.report Willcbe submitted 'to, in the near future. - 1 - • • CITY COUNCIL MINUTES February 19, 1992 Page 2 FINANCIAL OVERVIEW Finance Director Abe Koniarsky presented the City's financial overview for the coming year. He referred to the'handouts. The School District's financial overview was presented by Dr. Costello, the Superintendent, who also had handouts. City Council: Motion by Herfert, seconded by McFadden, and unanimously carried to receive and file the informational report. Board of Trustees: Motion by Mount, seconded by Spence, and unanimously carried to receive and file the informational report. COOPERATIVE PROGRAMS- CityiManagerr.Starbirdoelaboratednon::the staff report, discussing current cooperative programs and future joint programs/projects. Human Service Director Salazar reported on the Commis sion's findings regarding use facilities and a number of priority park and school sites. He noted their study focused on facilities, not services. City Council: Motion by Jennings, seconded by Manners,^and unanimously carried to direct staff to explore possibilities of enhanced cooperative programs. Board of Trustees: Motion by Martinez, seconded by Spence, and unanimously carried to direct District staff to explore possibilities of enhanced cooperative programs. Councilmembers and Boardmembers discussed perceived needs of the students and perhaps needs have changed over the years. The joint purchasing of equipment was offered as a suggestion, as well as joint data processing. Volunteer andcn6n7profit organizations should be con- tacted to discover other possibilities. Final comment<sconcluded with both boards meeting on a quarterly basis. ORAL COMMUNICATIONS Kathy Jones, 1428 S. Sandia, was delighted with the conversations between the two boards as a very positive Kathy Jones beginning. She favored programs targeted at the "at risk" kids, sports complex, utilizing Boys Club, etc. Lollie Bergman, 426 S. Leaf, commented on the municipal Lollie Bergman pool located at Edgewood Middle School. Iris Delameter and Annette Lyford suggested the use -of school cafeterias and college students working towards Iris Delameter & certification be recruited to supervise and w rk with Annette Lyford the kids after school. Mayor Pro Tem Herfert requested the Human Services Commission report be agendized for the next meeting. Motion by Manners, seconded by McFadden, and unani- mously carried to adjourn the meeting at 9:15 pm to 7:30 pm on February 20, 1992 for a joint meeting with the -ty Commission.
