ADJOURNED REGULAR MEETING
WEST COVINA CITY COUNCIL
January 14, 1992
The adjourned regular meeting of the West Covina City Council was called to order
by Mayor Jennings at 5:30 pm in the City Hall Council Chambers, 1444 W. Garvey
Avenue, West Covina.
ROLL CALL Mayor Jennings, Mayor Pro Tem Herfert, Councilmember
McFadden
Absent: Councilmember Manners (excused)
Others Present:.. Starbird, Wylie, Thomas, Miller, Gardner, Orr, Holmes,
• Holler, Manheim, Berry
CLOSED SESSION Mayor Jennings called a recess at 5:30 pm for a closed
session to discuss litigation and personnel matters,
pursuant to Government Code Sections 54956.9 and
54957.6. He then reconvened the City Council at
7:00 pm.
1991/92 COMMUTE MANAGEMENT PLAN
Community Services Division Manager Miller presented
the City's proposed 91/92 Trip Reduction/Commute
Management Plan, outlining and discussing all possible
methods that could be utilized by the City in gaining
compliance with Regulation XV. The requirements of
Regulation XV are enforced by the South Coast Air
Quality Management District.

Council voiced their preferred methods.for reducing
the number of employee` -vehicles ar'riving-.at work '.
between 6 am and 10 am. Items discussed included:
telecomuting, converting staff cars to alternate
fuel vehicles, subsidizing bus passes, providing
monthly drawings for the employees, maintaining the
current time -off program, and the possibility of a
grant program to businesses utilizing revenues_
received under AB 2766.
Staff was directed to develop a cost analysis of
the above different methods for the next Council

Closed Session Mayor Jennings recessed the City Council meeting at
8:55 pm to -convene a closed session to discuss per-
sonnel matters. Council reconvened at 10:04 pm.
ADJOURNMENT Motion by McFadden, seconded by Herfert, and unani-
mously carried to adjourn the meeting at 10:04 pm.
