WEST COVINA CITY COUNCIL January 7, 1992 The regular meeting of the West Covina City Council was called to order by Mayor Jennings at 7:30 pm in the City Hall Council Chambers, 1444_W. Garvey Avenue, West Covina. The invocation was given by Mayor Pro Tem Herfert and the Pledge of Allegiance was led by Councilmember McFadden. ROLL CALL Mayor Jennings, Mayor Pro Tem Herfert, Councilmember McFadden Absent: Councilmember Manners (excused) Others Present: Starbird, Munoz, Thomas,.Wylie, Koniarsky, Orr, Holler, Keating, Holmes, Salazar, Manheim, Brown, Gardner, Berry Yoshizaki APPROVAL OF MINUTES Motion by Herfert, seconded by McFadden, and unanimously carried to approve the minutes of the special meeting of December 17, 1991 and the regular meeting of December 17, 1991. PRESENTATIONS The 1992 July 4th Celebration Theme Contest Winner, Betty -Lou Livoti, was presented with a trophy for her winning theme "Salute to Independence."' Co-chairs of the July.4th Cele- bration, Katherine Castucci and Kathy Howard, made the presentation. HEARINGS CHAS Public_ Testimony none Public_ Testimony closed Rita Heieck of West Covina Beautiful announced the 69th West Covina City Birthday Celebration as scheduled for February 7, 1992 at,West Covina Lanes. The tickets are $25 per person. COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY (CHAS) The Cranston -Gonzalez National Affordable Housing Act requires that all states and local agencies eligible to receive funds for selected housing programs and. Community Development Block Grants submit to HUD for approval a Comprehensive Housing Affordability Strategy which provides an estimate of housing needs over a five-year period. City Clerk Berry verified the affidavit of publication. Mayor Jennings opened the hearing and the staff report was presented by Human Services Director Salazar. Mayor Jennings opened the hearing for comments and no one addressed the City Council. Mayor Jennings then closed the public testimony portion of the hearing. Motion by Herfert, seconded by McFadden, and unanimously carried to approve the Comprehensive Housing Affordability Strategy (CHAS) and authorize its submission to the HUD area office. AGENDA ANDr.ORAL COMMUNICATIONS Gerry Bowers,of'Century 21 - Young, 2402 S. Azusa. expressed his frustration over the recent damage to big-- - 1 - • • CITY COUNCIL MINUTES January 7, 1992 Page 2 Gerry Bowers place of business from the mud and water during the rain storm of 12/29/91. He said damages amounted to about $25,000 and other businesses were also affected. Royal Brown Royal Brown, 2153 Aroma Drive, noted that mud and water runoff also occurred on the vacant lot on his street which is adjacent to the hillside area of Galster Park. Staff comments City Manager Starbird responded that City crews responded to the area to clear up mud and debris on both public streets and the private properties. He stated that investigations were currently underway to discover the cause of the problem and as soon as infor- mation is available, it will be reported to Council. Council discussion followed regarding the hiring of a soils engineer to conduct an unbaised investiga- tion. He noted that staff would look into that and if it couldn't be handled through the City Manager's bud- getary purview, he would return to Council for further direction.. Also, City staff would work with the Cham- ber of Commerce to look into possible small business grant/loan programs that could be of service to the businesses that were affected by that rainstorm. Contract provides for the control of vertebrae pests in City -maintained parks, medians, rights -of -way, Civic Center, and Maintenance Districts. MINOR TRAFFIC SIGNAL MODIFICATION PROJECT AT AMAR/NOGALES AND AT AMAR/MEDIAN IS 92107 - Council reviewed the staff report. Motion by Herfert, seconded by McFadden, and unanimously carried to support the selection of city representatives as outlined in the staff report and forward same to Mayor Bob Barlett of Monrovia.and the San Gabriel Valley Transportation Coalition. Closed Session Mayor Jennings recessed the City Council meeting at 9:55 pm for a closed session to discuss litigation matters with the City Attorney, pursuant to Govern- ment Code Section 54956.9(b). Mayor Jennings recon- vened the City Council and the Redevelopment Agency at 11:50 pm, at which time the following actions were taken: So.
