REGULAR MEETING
WEST COVINA CITY COUNCIL
November 25, 1991
The regular meeting of the West Covina City Council was called to order by Mayor
Jennings at 7:36 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina. Mayor Jennings gave the invocation and Councilmember McFadden led the Pledge
of Allegiance.

Motion by Herfert, seconded by Manners, and unanimously
carried to approve the minutes of the regular meeting of
November 11, 1991 and the special meeting of the same day.
Mayor Jennings presented CIVIL AIR PATROL DAY proclamation
(December 1, 1991) to Colonel Ernie Pearson, State Commander
and Captain Ed McMillian, Local Unit Commander. Several
cadets were present.:,
Recreation Services personnel presented a slide presentation
of the Summer Sports Camp, Summer Pool/Swim Program.
Fred Gonzales and Kathy Jones presented a Parent University
follow-up report. The half -day workshop/seminar was offered
by West ;Covina,V.I.S.I.O.N.
CM Star_bird_ presented the ,final .FY _91_/92 budget 'document.,,.;;; ,
noting various facets for perusal. Motion by Herfert, ::c
seconded by McFadden, and unanimously carried to receive
and file the budget document.

Councilmember Manners appreciated the concerns of both
parties, but noted that McDonald's has been established
is the neighborhood for many years and has no compelling
arguments for denying the Rich Development project. She
noted her support of Planning Commission's unanimously
approval of the project.
Mayor Pro Tem Herfert and Councilmember McFadden
commented on the concernscof McDonald''s; particularly
the negative visual impact of the.proposed project.
=:ut'cMotion by Herfert, seconded by McFadden to hold over
a.decision until the two parties meet to talk about their
concerns.
The developer of the project, Tab Johnson, addressed
Council stating that he has several times tried to talk
to McDonalds, but to no avail. He also noted that his
development completely complies with City standards and
requirements. He stated that he would be willing to talk
to McDonalds, but that any further delays would be.;costly
to his company.
The appellant, Rod Lucio, addressed Council once
again.
Councilmember Manners noted that the developer has made
a good case for his project and his intentions to work with
McDonalds. She reiterated her support for the project
moving forward.
A substitute motion was offered by Manners, seconded
by Jennings to deny the appeal of Precise Plan No. 839.

for picnic tables and barbeque grills in an
amount not to exceed $10,000.

mously carried to approve an appropriation of $40,000
from unappropriated self-insurance reserves to fund
Uninsured Losses for the remainder of FY 91/92.

REDEVELOPMENT AGENCY - Mayor Jennings recessed the City Council meeting at 9:25 pm
to convene the Redevelopment Agency. The City Council

COUNCILMEMBERS' REPORTS Councilmember McFadden reported on a recent visitzto West
Covina High School campus. He discussed h'istobservations:
a) noncooperative spirit of many students in regards to
the school's recycling program, b) unwillingness of stu-
McFadden dents to "finger" taggers, and c) the general prevailing
attitudes of the students. He requested staff to include
these concerns on the list of topics for discussion with
the Board of Trustees.
CLOSES SESSION Mayor Jennings recessed the City Council meeting at 9:42 pm
to convene a closed session pursuant to the following Gov.
Code Sections: 54956.9(c) and 54956.8 (215 Winston and
1932 E. Garvey Avenue). Council reconvened..at 10:45 pm.
