REGULAR MEETING
• WEST COVINA CITY COUNCIL
November 11, 1991
The regular meeting of the West Covina City Council was called to order by Mayor
Jennings at 7:30pm in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina. The Invocation was given by Pastor Luke Waters of West Covina Assembly
of God and the Pledge of Allegiance was led by Mayor Pro Tem Herfert.

APPROVAL OF MINUTES Motion by Manners, seconded by Herfert, and unanimously
carried to approve the minutes of the adjourned regular
meeting of October 21, 1991 and the regular meeting of
October 28, 1991.
PRESENTATIONS Mayor Jennings presented the GREAT AMERICAN SMOKEOUT DAY
(11/21) proclamation to Harold Sterker of Los Angeles
CountylDHS and C.C. Martinez of American Cancer Society.
Mayor Jennings presented the NATIONAL BIBLE WEEK (11/24 -
12/1) proclamation to Pastor Luke Waters of West Covina
Assembly of God.
Mayor Jennings presented the WOMEN'S BOWLING WEEK (11/24 -
11/30) proclamation to Pearle Kirby.
Police Chief Holmes introduced Officer Brad Smith and
• K-9 Rocky who competed in regional championships with
top honors. Officer Brad Smith addressed the audience
and showed a video of part.of"the exercises that won
Rocky first place.
HEARINGS No hearings scheduled for this meeting.
AGENDA AND ORAL COMMUNICATIONS Cheyrl Ivory, 1514 S. Conlon Avenue, acknowledging
that Council has no jurisdiction over the school district,
hoped that Council would have some influence over a couple
of curriculum itemsrat WesteCovina-"High School: 1) a cartoon
video shown in a seniors' Government class depicting
racism, and 2) one English teacher's offensive treatment
of Martin Luther King's speech "I Have a Dream.;'
Councilmembers Herfert and Manners agreed with Ms.
Ivory's pointoof-view and suggested it be a topic at the
next joint meeting with the Board of'Trustees.

Company re the sale of West Covina Disposal to Athens.
Recommendation is to direct staff to meet with Athens
Disposal and West Covina Disposal to discuss the proposed
sale agreement and the transfer of the City's franchise.

Lewis Homes have asked for an extension of their improvement agreement.
Extensions are normally granted unless there is some reason
for denial. Staff recommends granting the extension.
UUP 336 - Public works improvements located at the northeast corner
Shell Oil Company of Valley and Nogales are complete. Recommendation is to
accept the public works improvements and release United
Pacific Insurance Company Bond No.U675217-48 in the amount
of $26,000.

Recommendation is to i) authorize the use of excess

Recommendation is to i) find that the use of Motorola':

purchase of 18 Motorola Digital Spectra radios,
Model A5, to be funded from D.E.R. funds, in the

Council reviewed the staff report.
Motion by Manners, seconded by Herfert, and unani-
mously carried to approve the extension .of the Radio
Maintenance Agreement with Radio Lab for a period of
one year effective January 1, 1992.
Mayor Jennings called a recess at 8:45 pm for the purpose
of holding the Redevelopment Agency meeting. The City
Council reconvened.at 9:03 pm with Tarozzi absent.
1) REORGANIZATION OF THE CITY TREASURER'S:DEPARTMENT
Council reviewed the staff report.
City Clerk presented:
AN ORDINANCE OF THEf'CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA
MUNICIPAL CODE SECTIONS 2-182, 6-10, 14-26, AND
14-36 RELATING TO THE CITY TREASURER
Motion by Manners, seconded by McFadden, and
unanimously carried to waive further reading and to
introduce the ordinance. Motion included approving
the consolidation of the City Treasurer's Office into
the Finance Department, with day-to-day operations

Council reviewed the staff report and the addendum
to the staff report.
Fire Chief resignation Motion by Manners, seconded by Herfert, and unani-

for the position of Fire Chief as outlined in the pro-
posal as Tasks I, II,and III, at a cost not to exceed

ORAL COMMUNICATIONS Royal Brown, 2153 Aroma Drive, stated that the Metropolitan

MAYOR'S REPORTS Motion by Herfert, seconded by McFadden, and unanimously
carried .to approve a resolution of commendation for Art
Sanborn.
Mayor Jennings reported on the recent Valley Lite Industries
Awards'Dinner.
COUNCILMEMBERS' REPORTS Mayor Pro Tem Herfert responded to Brown's comment, stating
• that the City staff wouldcbenlooking for the City's best
interest before any contracts are signed regarding the
Herfert reclaimed water project.
Councilmember McFadden commenced a lengthy discussion re .
after school programs in relation to gang activity pre -
McFadden vention alternatives for junior high schoolers, referencing
a Federal grant application proposed by Edgewood Middle
School teachers.
City Manager Starbird noted that the Human Services
Commission is currently reviewing priority needs for park
facilities for recreational programs. An initial report
from the commission is due to Council on November 25, 1991.
Mayor Jennings noted the advantages of all concerned
groups working together: School District, City, and VISION
(the citizens' group). He stated that further discussion
. of this matter could be taken up at the time the matter
is placed on the agenda.
Staff was directed to prepare a report on youth
issues for Council discussion and consideration.
Manners Councilmember Manners commended the City's HAM Radio C
Operators and`encourage3 them to -keep -up the good work.
CLOSED SESSION Mayor Jennings called a recess at 9:50 pm to convene a
closed session for personnel matters, pursuant to Gov.
Code Section 54957.6. Council reconvened at 11:18 pm.

carried to adjourn the meeting at 11:18 pm in honor of
