REGULAR MEETING
WEST COVINA CITY COUNCIL
October 28, 1991
The regular meeting of the West Covina City Council was called to order at 7:35 pm
by Mayor Jennings in the City Hall Council Chambers, 1444 W. Garvey Avenue, West
Covina. The Pledge of Allegiance was led by Mayor Pro Tem Herfert and the invocation
was given by George Johnstoneoof the Salvation Army.

PRESENTATIONS Mayor Jennings proclaimed the month of November as
BUCKLE -UP FOR LIFE CHALLENGE and presented the procla-
mation to Commander Leavitt of the West Covina Police
Department.
Mayor Jennings presented a Mayor's Certificate to
the five firemen who successfully won the Rib -Eating
Contest sponsored by Tony Ramo's Restaurant in support
of the Starlight Program..
HEARINGS No hearings scheduled for this meeting.
AGENDA AND ORAL COMMUNICATIONS Betty Joyce, 1509 Delhaven, addressed Council con-
cerning two items: 1) loud, teenage, drinking parties
Betty Joyce on her street where the party givers charge a couple of
bucks to get in and the teenagers bring in their own
alcohol. After some dialog with staff,"the City
Manager stated that the City Attorney and Police Depart -
went will follow up on the effectiveness of. the current
ordinance wherein party givers are fined if the police
are called out more than once.
The second item was seeking financial support for
multiple programs designed by the Edgewood Middle
School Teachers group in hopes that they can keep
ll.to 13 year olds from roaming the streets. Council
discussed this as it relates to several other avenues
being explored at this time to counteract gang and
drug activities.
Annette Lyford, 3106 Los Cerrillos, thanked
Annette Lyford Council for the street improvements in her neighborhood.

Brown, Vence & Associates; and b) authorize staff to
enter into an agreement with the firm based on an
hourly rate, and a contract not -to -exceed $12,000
and appropriate $12,000 from unappropriated reserves
for said contract.

Contract with Heather Motion by Herfert, seconded by McFadden, and
Warren unanimously carried to a) authorize a contract with
Ms. Heather Warren to continue certain planning ser-
vices with theCity; and b) authorize staff to draft
and exeucte a contract with Heather Warren for a
total n6t to exceed $9,000.

PUBLIC SAFETY DIVISION POLICE DEPARTMENT
1) COMPUTER PURCHASE/UPGRADE
Council reviewed the staff report.
Computer upgrade - Motion by Herfert, seconded by Manners, and unani-
DEC 3000 mously carried to a) find that the sole source pro-
visions of the Municipal Code eliminate the need of
a formal bid process; and b) authorize the purchase of
one (1) DEC 3000 computer system with three years
maintenance to be funded from the Mobile Data Terminal
project account in the amount of $23,257.45.
REDEVELOPMENT AGENCY Mayor Jennings recessed the City Council meeting at 9:08 pm
and reconvened the City Council meeting at 9:18 pm with all
members present; except Tarozzi.
CITY MANAGER EASTLAND PLAN AMENDMENT NO. 1 - TAX INCREMENT SHARING AGREE.

Eastland Plan Amend. # 1 - Motion by Manners, seconded by Herfert, and unani-
Agreement with L.A. Co. mously carried to a) approve the Agreement for Allocation
of Tax Increment Funds for the Eastland Redevelopment Pro-
ject - Amendment No. 1; b) authorize the Mayor to execute
the agreement; and c) authorize transmittal of the executed
agreement to the Los Angeles County Board of Supervisors.

ORAL COMMJJNICATIONS No comments offered.
MAYOR'S REPORTS Mayor Jennings reported on Saturday morning's Red_.Ribbon
event sponsored by the school district, two rotary clubs and
business people to combat drugs and gang activity.
Mayor Jennings commented on midnight basketball teams
set up in some other cities to help keep youth off the
streets.
COUNCILMEMBERS' REPORTS Councilmember McFadden reported on the Saturday pancake
breakfast as well, and the recent Chamber mixer and the
West Covina EXPO held at West Covina Fashion Plaza.
Councilmember Manners reported on the recent SzG.V: Cities &
,C6'mmeree Consortium meeting. She requested the meeting be
adjourned in memory of Herbert Holmes, father of Police
Chief Ron Holmes, and that his surviving wife receive the
Council's certificate.
Closed Session Mayor Jennings recessed the City Council meeting at 9:30 pm
to conduct a closed session pursuant to Government Code
Section 54956.9(a). Council reconvened at 10:00 pm.
