10-07-1991 - Regular Meeting - Minutesn • • M I N U T E S ADJOURNED REGULAR MEETING WEST COVINA CITY COUNCIL October 7, 1991 The adjourned regular meeting of the West Covina City Council was called to order by Mayor Jennings at 7:30 pm in the City Hall Council Chambers, 1444 W. Garvey Avenue. The invocation was given by Reverend Don Bommarito and the Pledge of Allegiance was led by Mayor Jennings. There was a Pre -Meeting at 6:30 pm in the Civic Center Courtyard for a MIA/POW Flag -Raising Ceremony at which time Mayor Jennings presented the MIA/POW DAY proclamation (October 7, 1991) to veteran representatives. ROLL CALL Mayor Jennings, Mayor Pro Tem Herfert, Councilmembers Manners, McFadden, Tarozzi Others Present: Starbird, Hanna, Thomas, Miller, Holmes, McClelland, Haley, Manheim, Holler, Johnson, Warren, Salazar, Bommarito, Collier Yoshizaki, Berry PRESENTATIONS Approval of Resolution of Commendation Motion by Tarozzi, seconded by Manners, and unanimously carried to approve a Resolution of Commendation for the West Covina Police Department. West Covina Rescue Vehicle: Fire Chief McClelland presented a report withva video presentation on the recently purchased paramedic unit that will be stationed at Fire Station No. 4. Mayor Jennings presented a Resolution of Commendation to Police Chief Holmes who accepted it on behalf of his depart- ment. He introduced several sworn personnel from the Police Department, explaining the various functions performed by the personnel.. Mayor Jennings presented ESCROW MONTH proclamation (October, 1991) to Henry Vagt of the Escrow Association. Mayor Jennings presented a Mayor's Commendation to Dick Lewis and Carol Lee of the VISITING NURSES ASSOCIATION in celebration of their thirty-five years of service. HEARING TEMPORARY USE PERMIT PROVISIONS' PERTAINING TO AUTOMOBILE DEALERSHIP PROMOTIONAL EVENTS City Clerk Berry verified the affidavit of publicationaand mailing. Mayor Jennings opened the hearing and the staff report was presented by Planning Director Haley. Mayor Jennings opened the public testimony portion of the hearing and asked for comments favoring the Temporary Use Permit Provisions amendments. The following addressed Public —Testimony Council: In Favor: Susan Harvey, Executive Director of the West Covina Susan Harvey Chamber of Commerce, stated the support of the Chamber noting that the Chamber worked closely with City. -staff and auto dealership representatives. Tim Connors Tim Connors of Mission Chrysler added his support to the staff recommendations and answered Council questions. - 1 - • • f CITY COUNCIL MINUTES October 7, 1991 Page 2 In Opposition: Mayor Jennings asked for comments opposing the amendments None and no one addressed the City Council. The public testimony Public —Testimony —closed portion of the hearing was closed. Council discussion Councilmember Manners supported the staff recommendations, particularly in light of the unanimous:.concurrence from the Planning Commission, the Chamber of Commerce, and the representatives from the auto dealerships. Councilmember Tarozzi felt the new provisions weren't liberal enough and suggested changes. After lengthy Councilidis-- cussion, Council:.concurred on -:expanding the proposed two week- ends to:four:weekends.and 12 days to 24 days, and secondly, eliminating a fee for wall -mounted banners. City Clerk presented: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST Ordinance introduced COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER 26, AS IT RELATES TO THE TEMPORARY USE PERMIT PRO- VISIONS FOR AUTO DEALERSHIP PROMOTIONAL EVENTS (AMENDMENT NO. 242) Motion by Tarozzi, seconded by McFadden to waive further reading of the ordinance and to introduce, amending the language of the ordinance to reflect f6ur.weekends or 24 days. Motion carried bylroll call vote: AYES: Manners, McFadden, Tarozzi, Herfert, Jennings NOES: None Resolution 8744 - RESOLUTION NO. 8744 - A RESOLUTION OF THE CITY COUNCIL TUP Application fees OF THE CITY OF WEST COVINA, CALIFORNIA, ESTABLISHING A FEE for certain uses FOR TEMPORARY USE PERMIT APPLICATIONS FOR THOSE USES WITH DESIGNATED OUTDOOR DISPLAY AREAS ON APPROVED PRECISE PLANS Motion by Tarozzi, seconded by Herfert, and unanimously carried to waive reading of the resolution and to adopt, eliminating the fee for wall -mounted manners. AGENDA AND ORAL COMMUNICATIONS Susan Harvey, Executive Director of the West Covina:.Chamber of Commerce, spoke in support of the farmers market concept (Item No. E-3) noting the Chambers unanimously support for Susan Harvey such an event. Jean Arneson, 1116 Donna Beth, expressed her appreciation towards to the Police Department for their fine work and Jean Arneson suggested Mace classes be offered by the Department. Motion by Manners, seconded by McFadden, and unani- Interviewing committee mously carried to appoint: Herfert and Tarozzi as the interviewing committee to make recommendation to the Council on the three vacancies on the commission. 2) Mayor Jennings reported on the recent Antique Auto Show held at the Eastland Center. It was a well attended event and it was -a success for--the'first fundraiser, conducted by the- Fire Associafion.LL COUNCILMEMBERS' REPORTS 1) CITY COUNCIL MEETING DAY Council reviewed the staff report. City Clerk presented: • AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF Ordinance introduced - WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA council meeting days MUNICIPAL CODE, DIVISION 2, SECTION 2-31(A) REGARDING THE TIME AND LOCATION OF CITY COUNCIL MEETINGS Motion by Herfert, seconded by Tarozzi, and unani- mously carried to waive further reading of the ordinance. Motion by Herfert, seconded by Tarozzi to introduce the ordinance. Motion carried with Manners voting no. The results of this ordinance would change the Council meeting days from the secondc:andtfourth Mondays of the month to the first and othird Tuesdays of the month, and change?^thee meeting days of the Planning Commission to the secondnafid fourth Mondays of the month. Manners Councilmember Manners commented on the Antique Auto Show and stated that she would not;;,becableat ocaft end -the r'League of California Cities Conference. Tarozzi Councilmember Tarozzi noted his displeasure with the Governor' decision to cut funding to the Department of Alcoholic Beverage Control, the entity that controls liquor licenses. He suggested a letter from the Mayor to the Governor expressing opposition to the decision and faxing a copy to all the cities in California. - 5 - • r1 L-A • CITY COUNCLL MINUTES October 7, 1991 Page 6 Councilmember Tarozzi asked staff to agendize the matter of an additional one to three police officers to the Police Tarozzi force.to address specific problems in the community. Councilmember McFadden reported on the West Covina Festival. He suggested that Mike Miller take the Source Reduction Element to the Soviet Union on his trip. He also sug�_.u- McFadden gested Council consider the formation of a Youth Commission. Closed Session ADJOURNMENT Mayor Pro Tem Herfert requested staff to agendize the matter of the formation of a transportation coalition in the San Gabriel Valley. He also noted -that Mike Powell broke the long jump record and suggested a commendation lie prepared for him. Mayor Jennings recessed the meeting for a closed session at 10:20 pm pursuant:to:Government Code Section 54956.9(b).
