09-30-1991 - Regular Meeting - Minutes• • U M I N U T E S ADJOURNED REGULAR MEETING WEST COVINA CITY COUNCIL September 30, 1991 The adjourned regular meeting of the West Covina City Council was called to order at 7:30 p.m. in the City Hall Council Chambers, 1444 W. Garvey Avenue, West Covina, by Mayor Jennings. The Pledge of Allegiance was led by Mayor Pro Tem Herfert. ROLL CALL Mayor Jennings, Mayor Pro Tem Herfert, Councilmembers Manners, McFadden, Tarozzi Others Present: Starbird, Wylie, Miller, Holmes, Holler, Perkins HEARING Source Reduction Recycling Element/Household Hazardous Waste Element Mayor Jennings explained that the request is to direct staff to prepare the final drafts of the State -required Source Reduction and Recycling Element and the Household Hazardous Waste Element for the City of West Covina. Deputy City Clerk Perkins verified the affidavit of publication. Mayor Jennings opened the hearing and Community Services Director Miller presented the staff report. Staff responded to Council questions. Mike Huls from Resource Integrated Systems and Dave Polis and Diane Inman from Emcon also made presentations to the Council and answered questions. Public Testimony Mayor Jennings opened the hearing for public testimony and the following individuals addressed the Council. Samy Shields Samy Shields, 716 E. Merced Avenue asked how the City intends to enforce this issue. Herb Newman Herb Newman, 1104 S. Shadydale Avenue asked questions of the consultants regarding what "other organics" consisted of and also asked if the recycling centers could be set up at the landfills. He also asked if other cities had been consulted as far as their costs for these items. Public Testimony Closed Community Services Director Miller responded to the citizen comments. Mayor Jennings closed the testimony portion of the hearing. Council Discussion Mayor Jennings commenced Council discussion on the issue. Councilmember Manners stated that the creator of the packaging should be responsible for the amount of waste created and disposal as well as the consumer. Recess Mayor Jennings called a recess at 9:10 p.m. The Council reconvened at 9:20 p.m. with all members present. Council Discussion Mayor Jennings commenced further Council Continued discussion. Motion by Manners, seconded by Tarozzi, and unanimously carried to direct staff to prepare the final drafts. P CITY COUNCIL MINUTES SEPTEMBER 30, 1991 PAGE TWO 1 • ORAL COMMUNICATIONS Giancarlo Massarotto, Waste Management and Environmental Quality Commissioner, stated that Giancarlo Massarotto people are willing to recycle but don't want to pay for it. He also stated that yard waste is good fertilizer. He suggested that garbage be picked up twice a month, recyclables and yard waste be picked up once a month.
